HomeMy WebLinkAboutReso - CC - 078-2009RESOLUTION NO. 78-2009 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME REJECTING ALL BIDS FOR FOR THE BAYSHORE SIGNAL INTERCONNECT PROJECT CITY PROJECT NO. 81950 WHEREAS, the City of Burlingame wishes to construct a wireless traffic signal interconnection system along the Bayshore Highway corridor from Airport Boulevard to the Burlingame/Millbrae City limits; and WHEREAS, the bids received at the first bid in May, 2009, were significantly higher than the engineer's estimate due to a discrepancy in proprietary software pricing; and WHEREAS, upon re -bid of the project earlier this month, a total of six bids were received with the low bid of $207,720 being almost 95% higher than the engineer's estimate of $106,786; and WHEREAS, based on Public Works staff investigation, the proprietary software vendor again had failed to provide the bidding contractors accurate pricing information, which resulted in unrealistic and unnecessarily high bid prices; and WHEREAS, the Public Works Department recommends that Council reject all bids and authorize staff to re-engineer the project to eliminate the potential for pricing discrepancies; NOW, THEREFORE, the City Council of the City of Burlingame does hereby resolve, determine, and find as follows: 1. All bids received for Project No. 81950 are hereby rejected and all bonds and security received in connection therewith shall be returned to the bidders. 2. The Public Works Department is authorized to re-engineer t project to eliminate the potential for pricing discrepancies. / Ann 1(61 , Mayor I, Mary Ellen Kearney, City Clerk of the City of Burlingame, do hereby certify that the foregoing Resolution was introduced at a regular meeting of the Burlingame City Council on the 17`h day of August of 2009, and was adopted thereafter by the following vote: AYES: Councilmembers: BAYLOCK, DEAL, KEIGHRAN, NAGEL, O'MAHONY NOES: Councilmembers: NONE ABSENT: Councilmembers:NONE , q (' MaryEllen Kearney, City Cler1 1
