RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AMENDING THE CITY OF BURLINGAME'S CAPITAL IMPROVEMENT
BUDGET FOR THE FISCAL YEAR 2009-2010
WHEREAS, on June 15, 2009, the City Council of the City of Burlingame
adopted an annual budget for fiscal year 2009-2010, which detailed the City's planned
expenditures in light of its expected revenues; and
WHEREAS, on May 18, 2009, the City Council certified the Burlingame voters'
approval of the City's Storm Drainage Fee ballot measure; and
WHEREAS, since passage of the measure, staff has been working with San
Mateo County Assessor's office to develop implementation of the fee collection; and
WHEREAS, the total FY2009-10 storm drain fee revenue is estimated to be
approximately $2,490,000 of which the City will receive $2,460,000 from the County
Tax Collector in two equal installments, first being in December 2009 and the second in
April 2010; and the remaining $30,000 will be collected through direct billing; and
WHEREAS, the storm drain fee will provide a revenue stream to fund storm
drainage improvements as well as bond issuances for accelerated construction of storm
drain improvements.; and
WHEREAS, in order to begin construction of high priority storm drain projects
that are currently in the engineering design stage, staff is recommending amending the
City's Capital Improvement Program Budget for FY2009-10 to add $2,400,000 and to
use said additional funds to construct specific drainage projects;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
BURLINGAME DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:
1. The City of Burlingame Fiscal Year 2009-2010 capital improvement budget is
hereby amended to add $2,400,000 to its total.
2. The additional $2,400,000 in the City's 2009-2010 Capital Improvement
Program shall be used for the following:
a) Marsten Outfall Engineering Design and Construction $900,000
b) Marsten pump station reconstruction engineering design 500,000
c) Local residential areas storm drainage improvements 700,000
d) Program Management Services and Permitting 300,000
3. The City Council directs Public Works staff to present to the Council later this
year, a comprehensive master plan for the entire storm drainage program, including the
future issuance of bonds.
