A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BURLINGAME APPROVING THE 2009 MASTER FEE
SCHEDULE FOR CITY SERVICES
WHEREAS, the City of Burlingame regularly reviews the fees which the City charges
Arsons or entities for the use of City facilities or the provision of City services; and
WHEREAS, in order to ensure that the cost of such services and facilities is borne by the
tiers of said services and facilities in a fair and equitable manner, the City periodically adjusts the
ies for services and facility use to better reflect the actual costs to the City and the City's taxpayers
i providing those services and facilities; and
WHEREAS, the City engaged the services of Muni Financial to conduct a comprehensive
!view of the City's schedule of fees to ensure that the fees charged by the City to the users of City
trvices and facilities do not exceed the actual costs of providing the services or facilities; and
WHEREAS, MuniFinancial's study of the City fee schedule has resulted in numerous
aijustments to ensure that the City recovers the full cost of providing services and facilities while at
Ge same time not exceeding the cost of providing those services and facilities; and
WHEREAS, some City fees are being kept artificially low and below the level of full cost
rtcovery to make certain services such as block party permits and Planning Commission appeals
Aore readily available to citizens; and
WHEREAS, notice of the City's proposed fee schedule and of the April 20, 2009 public
htaring in connection therewith, has been duly given pursuant to the provisions of State law; and
WHEREAS, because the increased fees to be charged by the Planning and Building
Divisions of the Community Development Department and the development fees to be charged by
t1t Fire department and the Engineering Division of the Public Works Department cannot become
elfective until sixty (60) days after adoption of this Resolution, pursuant to Government Code
section 66017, the adjusted fees as delineated in the 2009 Master Fee Schedule shall become
effective July 1, 2009; and
WHEREAS, despite every effort to ensure that all City fees are contained in the 2009
Master Fee Schedule, there may be some existing fees in the City's Municipal Code, administrative
procedures or elsewhere which have been omitted from the Master Fee Schedule and nothing in this
retolution or Council action is intended to repeal those fees nor is this resolution or Council action
intended to affect in any way any taxes or assessments of any kind;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME
DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:
1. All of the facts recited above, in the staff report and supporting documentation are true
and correct and the Council relies upon same in adopting the Master Fee Schedule.
2. The City Council approves the 2009 Master Fee Schedule, attached and incorporated
herein as Exhibit "A".
3. The 2009 Master Fee Schedule shall become effective on July 1, 2009.

Group A: City of Burlingame, Burlingame School District (per current joint use agreement)
Group A-1: Recognized Burlingame based non-profit youth sports groups accredited by the P & R Commission
Group B: Non-profit groups or organizations with IRS Section 501c(3) tax exempt status
Group C: Private parties, commercial, business, and profit-making organizations
School District Fees
Fees shall be applied to the district and affiliated organization (examples: PTA, Boosters, Foundations) as follows:
A. San Mateo Union High School District
i. Unless otherwise specified in an adopted facility use agreement, indoor and athletic facility fees shall be
calculated administratively to be comparable to the SMUHSD fee schedule as it pertains to City use of similar
SMUHSD facilities.
ii. Picnic and special park facility fees, and staffing fees charged to SMUHSD shall be at the rates described in other
sections of the fee schedule.
B. Burlingame School District
i. Unless otherwise specified in an adopted facility use agreement, indoor and athletic facility fees shall be
calculated administratively to be comparable to the BSD fee schedule as it pertains to City use of similar BSD
facilities.
ii. Picnic and special park facility fees, and staffing fees charged to BSD shall be at the rates described in other
sections of the fee schedule. Pool fees for BSD use shall be charged at the non-profit rate.
