RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
ESTABLISHING 2010-2011 APPROPRIATION LIMIT FOR
CITY OF BURLINGAME PURSUANT TO
ARTICLE XIII B OF THE CALIFORNIA CONSTITUTION
WHEREAS, in November 1979, the voters of the State of California approved
Proposition 4, the Gann Appropriation Limit Initiative, which states that beginning July 1, 1980,
all state and local government budgets are limited to a formula based upon the 1978-79 budget,
plus adjustments for cost of living and population changes, and specific exceptions for service
charges, federal and state grants, reserve funds, etc.; and
WHEREAS, the State Legislature adopted Government Code Section 7900,
implementing Article XIII B of the California Constitution, and Proposition 111 adopted in June
1990, provided new adjustment formulas; and
WHEREAS, in accordance with these State laws, the City of Burlingame has prepared
documentation establishing the 2010-2011 appropriation limit, and has made this documentation
available to the public in the proposed 2010-2011 budget for more than fifteen (15) days before
this resolution was adopted,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME

1. For 2010-2011, the City of Burlingame's appropriation limit is $57,696,442.
2. The Adopted Budget for 2010-2011 includes $11,069,980 in appropriations that are
subject to the limit, and proceeds of taxes of $33,759,352.
3. For 2010-2011, the City of Burlingame is within the limits of Article XIII B of the
California Constitution.

foregoing Resolution was introduced at a regular meeting of the City Council held on the 21st
day of June, 2010, and was adopted thereafter by the following vote:
