HomeMy WebLinkAboutReso - CC - 035-2010RESOLUTION NO. 35-2010 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING CHANGES TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF BURLINGAME AND THE ASSOCIATION OF POLICE ADMINISTRATORS AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE MEMORANDUM OF UNDERSTANDING ON BEHALF OF THE CITY RESOLVED, by the City Council of the City of Burlingame: WHEREAS, the City of Burlingame and the Association of Police Administrators have met and conferred in good faith on the terms and conditions of employment as provided by State law; and WHEREAS, the City and Association of Police Administrators have reached agreement on certain changes to be made to the existing terms and conditions of employment and memorandum of understanding between the City and the Association; and WHEREAS, the proposed changes are fair and in the best interests of the public and the employees represented by the Association of Police Administrators; NOW, THEREFORE, IT IS RESOLVED AND ORDERED: 1. The changes in existing salary of the employees represented by the Association of Police Administrators as contained in Exhibit A hereto are approved. 2. The City Manager is authorized and directed to execute the terms contained in Exhibit A and incorporate them into the Memorandum of Understandin between the Association of Police Administrators and the City of B @ MAYOR I, Mary Ellen Kearney, City Clerk of the City of Burlingame, do hereby certify that the foregoing resolution was introduced at a regular meeting of the City Council held on the 174' day of May, 2010, and was adopted thereafter by the following vote: AYES: COUNCIL MEMBERS: BAYLOCK, BROWNRIGG, DEAL, KEIGHRAN, NAGEL NOES: COUNCIL MEMBERS: NONE ABSENT: COUNCIL MEMBERS: NONE I&ACITY CLERK TENTATIVE AGREEMENT Between The City of Burlingame and The Association of Police Administrators April 7, 2010 Section 5 Salary Plan and Premium Pays — o Effective the first pay period of January 2009, there will be no increase in base salary for all classes. o Effective the first pay period of January 2010, there will be no increase in base salary for all classes. o Effective the first pay period of January 2011, there will be a 2.0% base salary increase for all classes. o Effective the first pay period of January 2012, there will be a 2.0% base salary increase for all classes. o Effective the fust pay period of January 2013, there will be a 2.0% base salary increase for all classes. o If the general across the board salary increases granted to the Burlingame Police Officer's Association exceed the general across the board increases granted to the Association of Police Administrators for 2011, 2012 and 2013, the City shall grant the Association of Police Administrators the same general salary increase as was granted to the Burlingame Police Officers Association. Section 5.1.4. The City ail! pfepvide a 60% pFernium pay differential t9, +—I--- e—MEk.-ye; assigned as theR-e��. • 6.5 Call Back (Sergeants onW- Employees shall be eligible for call back time if they are called back to work with less than 48 hours notice. Call back time shall be paid at time and one-half (11/2) with a four-hour minimum. Section 9.3 Vacation Accumulation: Earned vacation time may be accumulated to a maximum of two (2) times the employee's annual accrual. Once in a calendar year (January — December), an employee who has reached the maximum vacation accrual may request to be paid -out 40 24 hours of accrued vacation time. Such payout is subject to the Police Chief's approval. • Section 15. 1.1 Retiree Medical: If the City and the Burlingame Police Officer's Association agree to modify retiree medical benefits, the same modifications shall apply to the employees represented by the Association of Police Administrators, who are hired after the implementation of the modified retiree medical benefit. • Section 15.3 Vision: The Association will continue vision coverage under the City's self-insured vision pool. Section 24 Retirement: If the City and the Burlingame Police Officer's Association agree to modify retirement benefits, including but not limited to retirement formula and retirement contribution (employee paid employer contribution), the same modifications shall apply to the employees represented by the Association of Police Administrators. Any retirement formula modification shall only apply to employees hired after the retirement formula has been modified. PERS Compounding: Effective on July 1, 2010 or when the modification becomes effective for the Burlingame Police Officer's Association the City shall eliminate reporting of the compounding of specialty pays in the base rate to PERS. • Section 32 Term: January 1, 2009 — December 31, 2013.
