RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING REVISIONS TO THE CITY COUNCIL POLICY
REGARDING THE APPOINTMENT PROCESS
FOR MEMBERS OF CITY BOARDS AND COMMISSIONS
WHEREAS, The City Council has adopted City Council Policy 1.2 which proscribes the
process for City Council consideration and appointment of persons to serve on the City's various
Boards and Commissions ("Policy", herein): and
WHEREAS, the Council has reviewed and discussed revisions to the Policy in order to make
it more effective; and
WHEREAS, after its discussion and consideration, the Council has directed staff to prepare a
revised Policy, consistent with the changes it proposed at its meeting on March 1, 2010; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME
DOES RESOLVE AS FOLLOWS:
The City Council hereby adopts a revised City Council 1.2 Policy, "Procedure for Appointments to
City Commissions and Boards", in the form as attached hereto and incorporated herein as Exhibit
"A". This revised procedure shall become effective immediately.

PURPOSE
To establish a procedure for City Council appointments to City commissions and boards.
PROCEDURES FOR APPOINTMENTS TO CITY COMMISSIONS AND BOARDS
Application Dates.
The City Manager will report when the term of office of a commissioner or board member
will be expiring to the City Council approximately thirty (30) days in advance. The City
Manager will also report any board or commission vacancy to the City Council.
The City Council will then determine what deadlines for applications will apply for each
board or commission. Generally, deadlines will be three (3) or more weeks following the
Council's determination. The City Council may extend the deadlines as the Council may
deem appropriate.
2. Advertisement. The City Clerk will post notice of the vacancies and deadlines at City Hall, the
Main Library, and such additional places as the City Clerk determines may be helpful. For
unscheduled vacancies, the City Clerk will also post notices as required by Government Code
section 54974.
3. Applications.
a. A standard application form togetherwith supplemental questions will be provided by the
City Manager to persons interested in appointment to a vacant office.
b. Incumbent commissioners and board members seeking reappointment, as well as new
applicants, will complete the application forms and return them to the City Manager by the
designated deadline in order to be considered for appointment. However, a board member
or commissioner who has been appointed to fill an unexpired term within the previous
twelve (12) months will not be required to complete and file an application.

Applicants are expected to have attended at least one meeting of the board or
commission for which they are seeking appointment.
Applications will only be accepted for specific vacancies. Persons who have applied for
previous vacancies will be kept on an interest list for a period of two (2) years by the City
Manager and be mailed notices of pending vacancies during that period.
Interviews.
a. The City Council will interview all of the applicants, including incumbents, who have
submitted applications by the designated deadline. Pursuant to the Brown Act, these
interviews will be conducted at an open and noticed public meeting. Unless impractical,
the Council will conduct all interviews within one day.
b. If an applicant is unable to interview with the Council at the time appointed by the Council
because of a personal emergency or other compelling reason, the Council will make an
attempt to reschedule the appointment but is not required to do so. The Council may
conduct interviews by telephone so long as the requirements of the Brown Act are met.
However, a candidate who is unable to be interviewed will be dropped from consideration.
At the conclusion of the interview process the Council at its discretion may discuss the
candidates. If the Council elects to discuss the candidates the interview meeting agenda
posted beforehand will so indicate. Additionally, the Council may ask the department
representative staffing the particular commission to provide comment regarding the
candidates. The Council will not make appointments to the vacant positionsimmediately_
following the interviews, but will make the appointments at the next meeting_of the City
Council.

b. For the initial vote the City Clerk will provide each Council member a written ballot
containing the names of all the candidates and the number of positions for which each
Council member may vote. The ballots will have a place for the Council member's
signature Without discussion the Council members shall complete and sign their ballots
and return them to the Clerk. The Clerk will tally the votes will announce the results and
will announce which candidates each council member voted for. The written ballots
constitute public records and will be retained as required by law.
C. If the written ballot vote has not resulted in a sufficient number of candidates receiving a
majority vote for appointment the Mayor, in his or her discretion may then allow further
discussion of the candidates. The Council may consider any of the candidates who have
not yet received a majority vote even if they have previously received no votes. After
discussion the Council may take another vote either by ballot or by motion.
