HomeMy WebLinkAboutReso - CC - 028-2010RESOLUTION NO. 2u-2010 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING AND LEVYING THE 2010 SAN MATEO COUNTY TOURISM BUSINESS IMPROVEMENT DISTRICT ASSESSMENTS ON THE HOTEL BUSINESSES WITHIN BENEFIT ZONE C (THE CITY OF PALO ALTO) OF THE DISTRICT WHEREAS, Ordinance No. 1648 was adopted in February 2001 to form the San Mateo County Tourism Business Improvement District pursuant to the provisions of the Parking and Business Improvement Area Law of 1989, as codified in California Streets and Highways Code sections 36500 and following. WHEREAS, by adoption of Resolution 9043 on March 8, 2010, the City Council of the City of Palo Alto requested, and has consented to, the inclusion of its territory within the San Mateo County Tourism Business Improvement District. WHEREAS, pursuant to Streets and Highways Code section 36541, the City Council may modify the boundaries of the District by ordinance after a public hearing on the proposed modification; and WHEREAS, on March 15, 2010, the City Council of the City of Burlingame adopted a Resolution of Intention to add the City of Palo Alto to the District, to add a Palo Alto representative to the Advisory Board and to establish and levy assessments in Benefit Zone C; and WHEREAS, copies of the Burlingame City Council's Resolution of Intention were duly mailed to all hotels within the City of Palo Alto, and the Resolution of Intention was duly published in a newspaper of general circulation within the City of Palo Alto; and WHEREAS, on March 15, 2010, the City Council of the City of Burlingame introduced an ordinance to add the City of Palo Alto to the District, to establish a new Benefit Zone C to encompass all of the hotel businesses in Palo Alto and to add a Palo Alto representative to the District Advisory Board and to establish and levy assessments in Benefit Zone C; and WHEREAS, pursuant to the Resolution of Intention adopted by it, the City Council of the City of Burlingame held a public meeting on April 5, 2010 and a public hearing on May 3, 2010 regarding the inclusion of the City of Palo Alto within the District, the addition of a Palo Alto representative to the Advisory Board and the establishment and levy of assessments in Benefit Zone C, at which any and all written and oral protests were duly considered; and WHEREAS, the Council determined that no majority protest had been made and adopted the ordinance amending the District to add the City of Palo Alto, to establish Benefit Zone C and to add a Palo Alto representative to the Advisory Board; EXHIBIT A SAN MATEO COUNTY TOURISM BUSINESS IMPROVEMENT DISTRICT SAN MATEO COUNTY CONVENTION & VISITORS BUREAU PLANNED ACTIVITIES FOR 2010 For the calendar year 2010, the Bureau plans to continue all of its normal activities, including but not limited to: *Exhibiting in trade shows; *Conducting multiple group faro tours for meeting planners; *Conducting individual faro and site tours for planners; *Conducting several fam tours for international travel agents from overseas; *Conducting group fain tour for members of the travel media from around the U.S.; *Conducting individual fam tours for travel media; *Advertising in meeting planner publications; *Advertising in leisure publications; *Creating updated visitor guides, maps and specialty brochures; *Actively recruiting filming through our film commission. In addition, the Bureau will reach out into additional international markets, via such shows as World Travel Market and additional shows recommended by the California Travel and Tourism Commission. The Bureau will also conduct its first faro for meeting planners for western associations. Zone B: (1) Zone B shall encompass all of the area of the District within San Mateo County that is located south of the City of Pacifica city limits and west of State Highway 35; and (2) All of the area within all unincorporated areas immediately adjacent to, or surrounded by, the city limits of the City of Daly City. Zone C: Zone C shall encompass all of the incorporated area of the City of Palo Alto within Santa Clara County.
