RESOLUTION OF THE CITY COUNCIL OF BURLINGAME APPROVING AND
AUTHORIZING AN APPLICATION FOR A LOW INTEREST LOAN FROM THE
CALIFORNIA ENERGY COMMISSION TO FUND LED STREET LIGHT PROJECTS
WHEREAS, The California Energy Commission provides loans to schools,
hospitals, local governments, special districts, and public care institutions to finance
energy efficiency improvements; and
WHEREAS, the loans are available at a 3% interest rate; and
WHEREAS, the purpose of the loan programs in to reduce fossil fuel emission;
reduce total energy usage; and, to improve energy efficiency is to replace all City owned
conventional streetlights to LED (Light Emitting Diode) street lights; and
WHEREAS, the City is proposing to implement energy efficiency project described
in Exhibit A; and
WHEREAS, THE City of Burlingame has considered the application of the
California Environmental Quality Act (CEQA) to the approval of the energy efficiency
project described in Exhibit A;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME
RESOLVES AS FOLLOWS:
1. In compliance with CEQA, the City Council finds that the activity funded by the
loan is a project that has been determined not to have a significant effect on the
environment because it consists of the minor alteration of existing public structures
with no expansion of use and is therefore exempt from CEQA by definition. (Title 14,
Chapter 3, Article 19, Section 15301).
2. Authorizes the submittal of an application for an energy efficiency loan from the
California Energy Commission to execute the proposed project.
3. Authorizes the acceptance of a loan of four hundred seventy thousand dollars
($470,000) and that Syed Murtuza, Public Works Director is hereby authorized and
empowered to execute in the name of the City all necessary contracts and
agreements, and amendments hereto, to implement and carry out the purposes
specified in the application.
4. Authorizes the repayment of the loan in full, plus interest, under the terms and
conditions of the Loan Agreement, Promissory Note and Tax certificate of the
California Energy Commission.

the foregoing Resolution was introduced at a regular meeting of the City Council held on the
fifteen day of August, 2011, and was adopted thereafter by the following vote:
