HomeMy WebLinkAboutReso - CC - 041-2011RESOLUTION NO. 41- 7011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE OPTION TO EXTEND THE AGREEMENT WITH TURBO DATA SYSTEMS, INC. FOR PARKING CITATION PROCESSING AND ADJUDICATION SERVICES FOR AN ADDITIONAL THREE YEARS WITH NO INCREASE IN COST, AND TO ALLOW AN INCREASE IN THE CREDIT CARD FEE FROM $3.00 TO $3.95 PAID BY USERS OF THAT SERVICE WHEREAS, in September 2006, the City Council authorized the City Manager to execute a contract with Turbo Data Systems, Inc. for parking citation processing and adjudication services for an initial period of five (5) years with the option to extend the agreement for an additional three (3) years; and WHEREAS, Turbo Data Systems, Inc. was the successful respondent to the Request for Proposals (RFP) issued by the San Mateo County Finance Officers Group (SAMFOG), which included the City of Burlingame; and Turbo data has had an existing agreement with City that the parties now wish to renew; and WHEREAS, since 1999, Turbo Data Systems, Inc. has been processing the parking citations for the 30 jurisdictions in San Mateo County which issue parking citations; said services include citation processing, collection by mail, phone or web site, multiple reminder notices, placing of DMV holds, administrative adjudication services and optional advanced collection efforts; and WHEREAS, Turbo Data has agreed not to increase their processing fees during the term of the extended agreement but has requested to increase the credit card convenience fee, paid by individuals who use the internet based service or payment by telephone, from the current $3.00 per transaction to $3.95 per transaction; the proposed increase is the result of Turbo Data's increased bank costs paid by Turbo Data; and WHEREAS, the parties wish to exercise the option to extend the agreement for an additional three years; and WHEREAS, the agreement is in the pubic interest; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: 1. The City Council of the City of Burlingame finds all of the facts recited above, in the staff report and during the presentation of this matter, to be true and correct. . 2. The City Council of the City of Burlingame approves the attached agreement and authorizes the City Manager to execute that agreement.
