HomeMy WebLinkAboutReso - CC - 016-2011RESOLUTION NO. 16-2011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING AND AUTHORIZING EMERGENCY REPAIR WORK TO THE ROOF SUPPORT MEMBERS OF THE OF THE DONNELLY RESERVOIR TANK WHEREAS, the City's four existing 50,000 gallon steel water storage tanks, two at Alcazar Reservoir and two at Donnelly Reservoir, were built in the 1950s and were recoated approximately 30 years ago; and WHEREAS, after a regular inspection indicated that the tanks needed to be recoated, the City solicited bids for the project and awarded a contract to F.D. Thomas, Inc. in the amount of $378,500 in September 2010; and WHEREAS, while the Alcazar Tanks have been completely recoated and returned to service, the Donnelly Tanks have not yet been returned to service because, after removal of the old coating, it was discovered that the structural steel members supporting the Donnelly tank roof were significantly corroded and required replacement; and WHEREAS, as a result of unanticipated corrosion of the Donnelly Tank roof support and the need to replace the roof support, staff is requesting Council authorization for performing this additional emergency work which includes replacing all structural roof members in the Donnelly Tank as well as providing a larger ventilation opening in the roof to help reduce the likelihood of future steel corrosion; and WHEREAS, the City retained a professional structural engineer to design the new roof support structure and ventilation modifications and, based upon this engineering design, the City obtained a quotation of $106,000 from F.D. Thomas, Inc. to perform the necessary emergency repair work; and WHEREAS, the original contract amount for the project of $378,500 was 35% below the engineering estimate of $582,000 and the additional cost to perform the necessary improvements is available in the FY2010-2011 Water System Capital Improvement Program budget; NOW, THEREFORE, the City Council of the City of Burlingame does hereby resolve, determine and find as follows: 1. The City Council determines and finds that all of the facts stated above and in the staff report are true and correct 2. The City Council approves and authorizes emergency repair work including replacement of all structural roof members in the Donnelly Tank and installing a larger ventilation opening in the roof. 3. The Director of Public Works is hereby authorized to execute additional agreements and to take all additional actions necessary to implement this action.
