HomeMy WebLinkAboutReso - CC - 015-2011RESOLUTION NO. 35-7033 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING CLOSURE OF BURLINGAME AVENUE BETWEEN CALIFORNIA DRIVE AND EL CAMINO REAL AND PORTIONS OF LORTON AVENUE, PRIMROSE ROAD AND PARK ROAD FOR THE 2011 BURLINGAME ARTZFEST EVENT ON AUGUST 13 AND 14, 2011 WHEREAS, in past years, the Burlingame Chamber of Commerce has sponsored, in the Burlingame Avenue area of downtown Burlingame, the Burlingame Artzfest, a street fair offering gourmet foods and home & garden displays; and WHEREAS, the Chamber of Commerce has requested permission from the City to close certain streets in the City's downtown on Saturday August 13`h and Sunday August 10 to accommodate the 2011 Burlingame Artzfest; and. WHEREAS, the Artzfest is an wonderful celebratory community event benefitting the City and the citizens of Burlingame; and WHEREAS, the Chamber of Commerce has contracted with an event organizer, TeamProEvents, to produce, coordinate and mange the two-day Artzfest; and WHEREAS, the Chamber of Commerce will pay all costs associated with the event, will provide insurance and indemnification to the City and will provide a traffic control plan in connection with Artzfest; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: 1. The City Council approves the closure of the following streets from 2:00 AM Saturday, August 13, 2011 until 11:59 PM Sunday, August 14, 2011: a. Burlingame Avenue from California Drive to El Camino Real; b. Lorton Avenue from Donnelly Drive to Howard Avenue; C. Park Road from Burlingame Avenue to Howard Avenue; d. Primrose Road from Chapin Avenue to Howard Avenue. Said streets shall not be closed until the Department of Public Works has been notified and has approved the method and manner of closure. 2. Further, the City Council directs that the Chamber of Commerce, or its designee, prepare and submit to the City a traffic control plan in connection with the Artzfest event; the traffic control plan shall be reviewed and approved by the City Traffic Engineer. 3. Further, the City Council's approval of the street closure for the Artzfest event is specifically conditioned upon the following: a. The Chamber of Commerce shall obtain all required permits from appropriate City departments, and all other governmental agencies; b. The Chamber of Commerce shall provide and maintain necessary certificates of insurance and endorsements naming the City as an additional insured and shall hold the City harmless against any liability and/or cost arising from any aspect of the Artzfest event; c. The Chamber of Commerce, or its designee, shall notify all affected residents and businesses in the greater downtown area of the schedule, dates and times of the Artzfest event; d. The Chamber of Commerce, or its designee, must ensure that the traffic control plan is implemented and complied with; any changes to the traffic control plan must be reviewed and approved by the City traffic engineer in advance. e. The Chamber of Commerce, or its designee, shall submit a traffic control plan to the Department of Public Works for review and approval no later than July 28, 2011.
