RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
HONORING JAMES NANTELL FOR 40 YEARS OF PUBLIC SERVICE,
12 YEARS AS CITY MANAGER FOR THE CITY OF BURLINGAME
WHEREAS, Jim Nantell is a native of Wisconsin and graduated with a B.A. Degree in
Psychology from University Of Wisconsin — Madison; a M.S. Degree in Parks and Recreation
Administration from California State University, San Francisco; and attended the Harvard JFK School of
Local Government in 2000; and
WHEREAS, he has been in public service for 40 years and is widely respected by his colleagues
and members of the communities where he has served; and
WHEREAS, Jim started his career with the City of San Mateo as Assistant Recreation Center
Director from January 1973 to March 1974; Recreation Center Director from March 1974 to June 1975;
Supervisor for Athletics and Outdoor Recreation from June 1975 to June 1976; Administrative Director
of Athletics, Aquatics, Outdoor Recreation and Community Relations from June 1976 to November 1981;
Superintendent of Recreation and Human Services from November 1981 to December 1985; Assistant
City Manager from December 1985 to April 1990; Interim Fire Chief from January 1995 to June 1996;
San Mateo Deputy City Manager from April 1990 to November 2000; and
WHEREAS, Jim has done an exceptional job serving as City Manager for the City of
Burlingame since November 2000 and under Jim's leadership, the City of Burlingame has achieved
and/or received the following accomplishments:
• Burlingame Fire Department merged with the Town of Hillsborough Fire Department to
form the Central County Fire Department (CCFD). This has led to other successful
shared fire service ventures including a shared Training/ EMS Division with San Mateo,
Foster City, Belmont, Millbrae, San Bruno and the CCFD; a shared fire mechanic
between San Bruno, Millbrae, San Mateo and the CCFD in 2004
• Adoption of the Bayfront Specific Plan in 2004 and amended in 2006
• Approval of the Peninsula Humane Society Center for Compassion in 2007
• Developed $200 million capital improvements master plan for City's water system and
sewer system and $160 million long term General Capital Improvements needs that
includes sidewalks, roads, storm drainage, downtown streetscape, City owned building
facilities and park facilities
• Began rehabilitation of 100 year old water and sewer utilities system
• Successfully managed the budget crisis to City revenues from hotels and commercial
businesses after the 9/11 impacts and recession. This was done with least impact to the
City services received by Burlingame residents and businesses.
• The Voice of the People Award of Excellence in 2008 from the International City
Managers Association recognizing of highest service ratings for Library and Fire
• Facilitated a successful city-wide storm drain measure ballot election in May 2009
• Climate Action Plan
• Developed a `High Speed Rail Action Plan'; educated the community on the impacts of
High Speed Rail project and represented the City at the Federal, State and Regional
authorities to minimize impacts to Burlingame community
• Broadway interchange improvements in 2010
• Safeway redevelopment in 2010
• Successful ballot measure to increase the transient occupancy in 2010
• Adoption of the Burlingame Downtown Specific Plan in 2010
• Developed Burlingame Avenue streetscape concept plan and worked with merchants,
businesses, property owners and residents to provide input into the design concept
• Initiated negotiations with private developers seeking a partnership with the City to
developer underutilized public parking lots with the City's downtown area (2011-2012)
• Successful mail -in ballot assessment of Burlingame Avenue property owners for
Burlingame Avenue streetscape improvement project in 2012
• Approval of Burlingame Point — a development that will occupy the single largest
undeveloped property on the City's Bayfront in2012
• Received approval for $36 million funding for Broadway Interchange project
WHEREAS, Jim's interests include serving as a member of the San Mateo Rotary Club for over
15 years; member of the Board of Directors for the Lesley Foundation; past Chairman of the Strategic
Planning Committee for the Peninsula Family YMCA; and past President for Our Lady of Angels men's
club; and
WHEREAS, Jim is actively involved in the International City Managers Association and San
Mateo County City Managers Association (Past President); and
WHEREAS, in acknowledgement of his outstanding contributions, Jim was awarded the
Honorary Service Award from the California Congress of Parents and Teachers for outstanding
service to youth; American Red Cross Centennial Appreciation Award; San Mateo Quarterly ,
Employees Award for Outstanding Service; San Mateo Rotary Youth Services Award; Awarded a
Paul Harris Fellow for Outstanding Service to Youth; Member of the Year Award for the Our Lady of
Angels Men's Club; and
WHEREAS, for the past fifteen years Jim has been a champion of shared services and has been a
frequent speaker on the subject.in cities throughout California. He has worked successfidly with a fellow
City Manager to share fire services with a neighboring town, saving $1.7 million annually for each city.
In the past year, the two -city partnership has been expanded to provide a joint fire command staff for two
additional cities. He has experience with sharing department heads and a code enforcement officer with
neighboring cities and has been a part of a number of different studies to consider shared services. He
currently is the Chairperson for the Shared Services Initiative of the San Mateo County City Managers
Association.
NOW, THEREFORE, this City Council honors Jim Nantell on his retirement after 40 years of
public service and
�sincere appreciation for his dedicated years of service to the Burlingame community.
