HomeMy WebLinkAboutReso - CC - 079-2012RESOLUTION NO. 79-2012 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING AND ACCEPTING THE 2012 ANNUAL REPORT OF, AND DECLARING ITS INTENTION TO LEVY THE 2013 ANNUAL ASSESSMENTS FOR, THE SAN MATEO COUNTY TOURISM BUSINESS IMPROVEMENT DISTRICT WHEREAS, pursuant to California Streets and Highways Code Section 36500 et seq., the San Mateo County Tourism Business Improvement District was established for the purpose of promoting tourism in the District through promotion of scenic, recreational, cultural, hospitality, and other attractions in the San Mateo County region; and WHEREAS, the San Mateo County Tourism Business Improvement District Advisory Board has filed its 2012 annual report and requested the Burlingame City Council to set the assessments for the 2013 calendar year; and WHEREAS, the San Mateo County Tourism Business Improvement District through the City's agreement with the San Mateo County Convention and Visitors Bureau has established a basic foundation to promote tourism in the District; and WHEREAS, the enumerated programs proposed by the District for the coming year should significantly assist the hospitality industry continue its economic recovery through out the geographical area of the District; and WHEREAS, pursuant to California Streets and Highways Code sections 36533 and 36534, the City Council shall receive and approve the District Advisory Board's annual report and shall adopt a Resolution establishing assessments for the coming year; NOW, THEREFORE, the City of Burlingame does hereby resolve, determine, and find as follows: 1. The 2012 annual report of the San Mateo County Tourism Business Improvement District Advisory Board filed with the City Clerk is received and approved. 2. The Burlingame City Council intends to levy an assessment for the 2013 year on hotels in the District, as the District is described in Ordinance Nos. 1648, 1678, 1774, 1848 and 1851 for the purpose of funding programs and activities of the District. 3. The types of programs and activities proposed to be funded by the levy of assessments on hotels in the District are set forth in Exhibit "A", incorporated herein by reference. These programs and activities are without substantial change from those previously established for the District. 1 4. The method and basis for levying the assessments on all hotels within the District are set forth in Exhibit "B", incorporated herein by reference. This method and basis are slightly changed from the previous year and, accordingly, the individual assessments for a hotel might increase or decrease over the assessments form the previous year. Specifically, the assessment formula for full service hotels in Zone A, only, will change as follows: From: $360.00 per sleeping room x 68% x months in the District To: $360.00 per sleeping room x 69.5% x months in District 5. New hotels shall not be exempt from assessment. 6. A public meeting on the proposed assessments and programs for the year 2013 is hereby set for December 3, 2013 at 7:00 p.m, before the City Council of the City of Burlingame, in the Council Chambers, 501 Primrose Road, Burlingame, CA. Comment on the matter will be received but no action will be taken at that time. A public hearing on the proposed assessments and programs for the year 2013 is hereby set for January 7, 2013 at 7:00 p.m., before the City Council of the City of Burlingame, in the Council Chambers, 501 Primrose Road, Burlingame, CA. At the public hearing, the City Council will receive testimony and evidence; any interested persons may submit written comments before or at the public hearing, or they may be sent by mail or delivered to the City Clerk, 501 Primrose Road, Burlingame, CA 94010. 8. Oral or written protests may be made at the hearing. To count in a majority protest against the proposed assessment for the 2013 year, a protest must be in writing and submitted to the City Clerk at or before the close of the public hearing on January 7, 2013. A written protest may be withdrawn in writing at any time before the conclusion of that public hearing. Each written protest shall identify the hotel and its address. If the person signing the protest is not shown on the official records of the City of Burlingame as the owner of the hotel, then the protest shall contain or be accompanied by written evidence that the person is the owner of the hotel. Any written protest as to the regularity or sufficiency of the proceeding shall be in writing and clearly state the irregularity or defect to which objection is made. 9. If at the conclusion of the public hearing, there are of record written protests by the owners of hotels within the District which will pay fifty percent (50%) or more of the total assessments of the entire District, as to the proposed assessments for the 2013 year, no assessment for the 2013 year shall occur. If at the conclusion of the public hearing there are of record written protests by the owners of hotels within the District which will pay fifty percent (50%) or more of the total assessments of the entire District only as to a program or activity proposed, then that type of improvement or activity shall not be included in the District for the 2013 year. 11. Further information regarding the proposed assessments and procedures for filing a written protest may be obtained from the City Clerk, City Hall, 501 Primrose Road, Burlingame, California, phone 650-558-7203. The annual report of the San Mateo County Tourism Business Improvement District is on file and available at the Office of the City Clerk at 501 Primrose Road, Burlingame, California. 12. The City Clerk is instructed to provide notice of the public hearing by publishing this Resolution in a newspaper of general circulation in the City of Burlingame in accordance with the requirements of the Government and Streets & Highways Codes and mailing in accordance with those requirements and Ordinance No. 1648 and 1678. This total does NOT include individual corporate, leisure and international traveler nights generated through advertising and promotion, nor does it include the additional revenue generated by movie filming. Accomplishments in Group Sales: • Featured in editorial in Meetings West (and meetingsfocus.com), Smart Meetings , Group Travel Magazine, Northern California Meetings & Events; and Sports Destinations; • Successful Meetings Pinnacle Award Winner; • Conducted three-day familiarization ("FAM") tour for meeting planners from the Midwest, West and East Coast, showcasing the San Mateo County/Palo Alto area and its properties; • Conducted three-day familiarization "FAM" tour for third party meeting planners; • Conducted three-day "FAM" tour for high end/incentive meeting planners, escorting them throughout the County; • Conducted individual "FAM" tours for sports planners and executives to showcase colleges, universities and sporting venues throughout San Mateo County and Palo Alto/Stanford area; • Conducted multiple additional FAMs for individual planners; • Participated in nearly 40 trade shows, greatly increasing visibility of San Mateo County; • Held events for planners in Washington, DC to introduce our area to planners; event in Wisconsin planned for November; • Conducted sales "blitzes" in Sacramento, Chicago, multiple Midwestern cities, Southern California and our South, East and North Bay areas; • Conducted joint sales calls/visits with hotel reps to clients in Sacramento, the Chicago area & Washington DC; • Conducted numerous individual client site visits to close business opportunities; • Continued our hot dates/hot rates notification program, sending last minute deals out to key meeting planners to assist area properties with filling in "need" dates and offering our members the opportunity to list their short-term "need" dates on a national hot dates site; • Conducted numerous targeted meeting planner outreach campaigns to various market segments, • Worked with Bay Area sports -related groups, generating thousands of definite room nights in that category, from professional events to youth activities; • Continued outreach to third party meeting planners and meeting management companies, including Smith Bucklin, Experient, Booz Allen Hamilton, Conference Direct and Helms Briscoe; • Remained actively involved in local Meetings Professional International & Professional Convention Management Association chapters in Chicago, San Francisco, SoCal, Sacramento and Washington, DC; • Continued active involvement in the Greater Washington Society of Association Executives (GWSAE), as well as numerous other professional meeting planner organizations, including Society of Government Meeting Planners, CA Society of Association Executives; American Society Association Executives, NorCal Network SAE, HSMAI, IAAMC, Religious Conference Management Association, Professional Convention Management Association and International Hispanic Meeting Planners Association; • Continued outreach throughout continental U.S., building relationships and an identity with association, corporate and SMERF meeting planners; • Advertised in publications directed at meeting planners and tour group operators, including ads in the following publications: Meetings West eve editions and online),Northern California Meetings + Events (two editions) Successful Meetings (two editions), ASAE Interactive Extra (online) and directory, Smart Meetings (two editions), RCM— Religious Conference Manager, Sports Events, Sports Destinations, Creative Industry Handbook and the Reel Directory, • Created promotional flyers and DVDs for booked clients to enhance attendance at their meetings in SMC; • Publicized the incredible testimonials our team receives in writing from planners, writers and production companies, to recruit new business; • Participated as Member of California Society of Association Executives Education and Annual Silent Auction Committees, and serve as new member ambassador, allowing immediate access to new planners; • Created "Extend Your Stay" pdfs for conference groups to include on other websites in advance of their meetings; • Sponsored the Peninsula Sports Hall of Fame Awards/dinner, formerly the San Mateo County Sports Hall of Fame, in an effort to promote our area as the perfect spot to hold sporting events; • Produced and distributed 80,000 visitor guides, 40,000 placed in California Welcome Centers around the state to encourage drive-in business, and the remainder distributed to people planning a visit to the area. Accomplishments in Leisure and International Promotion: • Participated in international PowWow show in Southern California, meeting one-on-one with international travel buyers and journalists; • Conducted a pre -Powwow fam tour in cooperation with the Department of Commerce offices in San Jose and San Francisco and a post -POWWOW fam tour in cooperation with Visit California; Attended and conducted one on one business appointments at the National Travel Association Exchange; • Participated in a two-week California Travel and Tourism sales mission to the UK, France and Germany disseminating info on our area, meeting one on one with travel trade and media internationally; • Conducted faro tours for top producing travel agents, tour operators and travel media from France, Germany, the UK, Australia, New Zealand and Italy; • Conducted individual fam tours with Airline Destination Manager for Japan OTA, and other major OTA destination product managers; • Had our area included into a major San Francisco travel guide in France with a dedicated section for just our area, listing cities, restaurants, hotels, major attractions and site seeing highlights; • Secured major TV coverage of our area on popular travel channels in the UK , France and Germany; • Conducted fam tour for international media from France, the UK, Asia, Australia, New Zealand, Germany, India, Italy and South America; • Continued to familiarize international tour companies with our area, successfully having our area and attractions added to their vacation brochures; • Worked with Visit California's overseas offices in UK, Australia/NZ, Germany, Japan, France, Mexico and China, India on an ongoing basis, providing information for distribution and participating in promo opportunities • Sent monthly ebulletins to thousands of prospective visitors in our database, listings special events and special rates to encourage visits; • Provided links for member properties on CVB website. In past year (November — October), website was visited 20,642 times by 15,170 unique visitors. • Did an email blast to readers of Great Escapes as special promotion; • Participated in the Super Fam for UK agents set up by the California Travel and Tourism Commission; • Hosting 45 top Italian travel agents overnight (October, 26, 2012), educating them about the area; • Responded to thousands of phone calls, emails, ad response cards requesting local visitor information; • Updated smaller guides on filming in San Mateo County, beaches, recreation, family activities and graveyards and historical areas, to generate additional interest in our area; • Created tour and travel CD for distribution at tradeshows and other promotional venues; • Continued to operate a visitor center in downtown Palo Alto; • Continued operation of a California Welcome Center at Hillsdale Shopping Center, building the average daily visitor figure to 90 people per day; • Placed ads aimed at individual/leisure travelers in: CA Visitor Guide; Sunset Magazine two editions; California Co-ops featured in Travel +Leisure, December; Food & Wine, December, Budget Travel, Jan/Feb 2013; Vancouver Sun, December; Calgary Herald, December; Edmonton Journal, December; Toronto Star, December; Montreal Gazette, December; and California Interactive Digital Magazine; Geo -targeted emails in US and Canada, zinio.com, and coverleaf.com; Discover Magazine, quarterly; Getaway San Francisco; Sunset Drives: Inside the Bay Area co-op; Travel Guides to California; and California Leaguer. Total readership for all leisure travel ads was well over 48 million; • Worked with the USGA's U.S. Open team to handle accommodations; • Conducted guerilla marketing campaign for the America's Cup; • Continued campaign to position and market San Mateo County as a top culinary tourism destination; • Built upon partnership with San Mateo County Farm Bureau, San Mateo County Harbor District to encourage SMC restaurants, hotels and caterers to buy and serve the freshest local produce, seafood, wine, beer and goat dairy products; • Conducted farm tour for area chefs; • Sent/delivered fresh local products to meeting planners to call attention to the high quality of our cuisine. Film Commission: • Successfully recruited the movie Chasing Mavericks to our area for 161 days, for an estimated total economic impact of approximately $8,050,000; • Continued active recruitment of major motion picture filming through our film commission (One major production filming right now all over San Mateo County); • Continued active recruitment of major motion picture filming through our film commission (First and second unit filming on four major feature film productions which shot in San Mateo County: "Chasing Mavericks", " The Master" , "The Internship" and "JOBS"; • Recruited small films, documentaries, commercials, advertising, music and video productions (with small crews). Indie & Short Films included: "The Final Four", "The Spirit Machine", "Truck Stop", "Michael Sadler's Crusade". Documentaries included: "BBC's Cat Documentary", "Stages of Light", "Green Technology", "Ocean Mysteries", "Shark Week", "Dog Days", "Sharks of the Blue Serengeti" TV Shows: "House Hunters", "Bravo's Dissident ", "Gadget", "Cold Blood", "I Survived", "Man, Fire, Food", "Plugged In", "Silicon Valley" and "World's Most Astonishing News (Japan)". TV Commercials included: "Cialis", "Chase Bank", "Apple", "Cliff Bar", "Got Milk", "Hitachi", "Intel", "Motorola", "Jeep', -Nature Valley", "Porsche", "Pro -Active" and "Prop 29". Music Videos included: "Love, Rance and "Beats Up". Web & Video Projects included: "Aetna Senior Care", "Alicante", "Google", "Cisco", "Intel", "Sitrix", "Ideo Hospital", "Qualcomm Atheros. We also recruited numerous fashion, still and catalog shoots. • Targeted professional location scouts and location managers, sending out monthly email updates of new/interesting filming locations to the Northern California Location Scouting/Managers Internet List AND the Southern California Location Scouting/Managers Internet List; • Provided ongoing script breakdowns/shot lists for proposed film projects, matching them with available San Mateo County locations and sending appropriate images of venues from our digital library; • Continued to increase the number of photographs in digital library for use in promotion to film industry; • Handled average of 15 requests per week for filming/permitting assistance to make production easier for film crews; • Participated in film industry trade shows, including the "Locations" Trade Show, put on by the AFCI (Association of Film Commissioners International, of which we are an active member.) This is the world's largest locations trade show, geared to reach an audience of fihnmakers-- producers, directors, location scouts; 11 • Successfully hosted a "Fam Trip" for 15 PGA (Producers Guild of America) members showcasing SMC filming venues and filming resources; • Showcased San Mateo County in the Creative Handbook, the Reel Directory & Propville (industry publications distributed to film industry professionals). 10 1 D117/IDIMN XT", • Attended three national and one local travel writer shows in 2010: Society of American Travel Writers, Visit California Media Reception and International Pow Wow Media day and Bay Area Travel Writers meetings in a marketplace setting with over 250 travel writers and pitching all types of stories; • Developed strong relationships and created writer interest in articles about San Mateo County/Silicon Valley; • Generated numerous articles (some published in multiple newspapers), featured in Hifngton Post Travel Section, USA Today Travel Section and Coastal Living Magazine in addition to several inclusions in Visit California releases, which are distributed to hundreds of public relations and media outlets worldwide; • Conducted multiple individual fam tours for travel writers from throughout the country; • Conducted a very successful media tour of San Mateo County and Palo Alto for travel writers from across the U.S., which has already resulted in several articles. Among the key travel writers on this year's trip: Freelance blogger for Bohemian Trails and Freelance travel writers for Huffmgton Post and Peter Greenberg; • Customized stories to fit needs of extensive media calendars we have purchased, sending numerous "made to fit" pieces out on a monthly basis; • Followed up on leads from SATW, Media Kitty and numerous other travel publicity lead generators with hundreds of requests from travel writers for information for specific stories; • Worked closely with the Visit California team, responding to all publicity leads that came in to the state (internationally and regional publications); • Continued to build our media database, allowing us to send editorial ideas to numerous publications and travel media outlets on a monthly basis. No action will be taken at that time. PLEASE TAKE NOTICE that on January 7, 2013, at 7:00 p.m., in the Council Chambers, Burlingame City Hall, 501 Primrose Road, Burlingame, the City Council of the City of Burlingame will conduct a public hearing to consider the following: 1. The adoption of a Resolution imposing proposed assessments on the hotel businesses in the San Mateo County Tourism Business Improvement District for 2012, the amounts of those assessments, the types of improvements and activities proposed to be funded by the assessments, and the method and basis of levying the assessments 2. Any and all written protests against said assessments. 3. Whether there are written protests to the proposed assessments by owners of hotel businesses within the San Mateo County Tourism Business Improvement District totaling fifty percent (50%) or more of all the assessments on hotel businesses within the District. 4. Whether there are written protests to a particular District improvement or activity by the owners of businesses within the San Mateo County Tourism Business Improvement District totaling fifty percent (501/0) or more of all the assessments on hotel businesses within the District. The proposed method of assessment for the 2013 assessment is changed from the method used for 2012. Specifically, the assessment formula for full service hotels in Zone A, only, will change from $360.00 per sleeping room x 68% x months in the District; to $360.00 per sleeping room x 69.5% x months in District. The purposes, programs and activities to be supported by the proposed assessments are described in the Resolution of Intention, a copy of which is available for review at the City Clerk's Office, 501 Primrose Road, Burlingame California. The public hearing on the proposed San Mateo Tourism Business Improvement District programs and the assessments for 2013 is set for January 7, 2013 at 7:00 p.m. before the City Council of the City of Burlingame, in the Council's Chambers, Burlingame City Hall, 501 Primrose Road, Burlingame, California. At that time, the Council will hear from any interested person who wishes to submit written or oral testimony regarding the proposed assessments.
