RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BURLINGAME REJECTING ALL BIDS
FOR THE JANITORIAL SERVICES CONTRACT
WHEREAS, the City currently has a Janitorial Services Contract with a company which
has been unable to maintain a high level of service at City facilities; and
WHEREAS, staff provided the current contractor notice that the .contract will be
cancelled and issued a request for bids for janitorial services on October 3, 2012; and
WHEREAS, at the bid opening on October 25, 2012, staff received two (2) bids for the
janitorial services ranging from $463,803 to $504,910; and
WHEREAS, during the review of contract specifications and the bid responses thereto,
staff discovered that the bid specifications might not be clear and specific enough for the bidders
to meet performance requirements; and
WHEREAS, because of the specification problems, staff is requesting that Council reject
all bids and authorize staff to re -advertise the bids after updating the specifications; and
NOW, THEREFORE, the City Council of the City of Burlingame does hereby resolve,
determine, and find as follows:
1. All bids received for the Janitorial Services Contract are hereby rejected.
2. The Director of Public Works is hereby authorized to amend the Request for
and Plans and Specifications and to re -advertise the project for bide , /-\ i

foregoing Resolution was introduced at a regular meeting of the City Council on the 5th -day of
November, 2012, and was adopted thereafter by the following vote:

Bid was advertised in required journals and five (5) companies were present for mandatory pre-
bid meeting, but only two (2) companies provided bids.
During the review of contract specifications, staff discovered problems with the current
specifications which could potentially create problems in meeting performance requirements. Staff is
requesting that Council reject all bids andosize staff to re -advertise the bids after updating the
specifications.
