HomeMy WebLinkAboutReso - CC - 056-2012RESOLUTION NO. 56-2012 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME SUPPORTING THE US 101BROADWAY INTERCHANGE PROJECT AND AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE SAN MATEO COUNTY TRANSPORTATION AUTHROITY FOR MEASURE A HIGHWAY PROGRAM FUNDING FOR THE US 101/BROADWAY INTERCHANGE PROJECT IQ I11'/ 9 M131x"I7`►[I]E3�.7�II; WHEREAS, the existing Broadway Interchange, built in 1947, does not meet current safety and highway standards; creates traffic congestion; and does not meet Caltrans performance criteria, and WHEREAS, the reconstructed Broadway interchange will enhance safety; reduce congestion; improve performance and traffic movements; accommodate future traffic needs; improve the operation of US 101 ramps; and provide bicycle and pedestrian access and improved safety, and WHEREAS, it will cost $75,000,000 to implement the entire project scope, and WHEREAS, the City has established, as one of its goals, the reconstruction of the US 101 /Broadway Interchange project, and WHEREAS, the US l01/Broadway Interchange is identified as a Key Congestion Area and is listed in the Countywide Transportation Plan 2010 (C/CAG, January 200 1) as a very high priority in the Northern 101 Corridor; and WHEREAS, the City wants to apply for and obtain $36,000,000 from the San Mateo County Transportation Authority Measure A for the US 101 /Broadway Interchange construction project, and WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the San Mateo County Transportation Authority (TA) of a half -cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to be used for highway and transit improvements pursuant to the Transportation Expenditure Plan presented to the voters (Original Measure A); and WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA the half -cent transactions and use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning January 1, 2009 (New Measure A); and WHEREAS, TA issued a Call for Projects for the Measure A Highway Program funds on May 24, 2012, and WHEREAS, TA requires a governing board resolution from the City in support of the City's application for $36,000,000 in San Mateo County Measure A Highway Program funds for reconstruction of the US 101/Broadway Interchange, and WHEREAS, TA requires a governing board resolution from the City committing the City to the completion of the US 101/Broadway Interchange, and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Burlingame: 1. Directs staff to submit an application to the San Mateo County Transportation Authority for San Mateo County Measure A Highway funds totaling $36,000,000 for the US101Broadway Interchange reconstruction project. 2. Authorizes the City Manager to execute a funding agreement with the San Mateo County Transportation Authority to encumber any Measure A Highway Program funds awarded to the City for this reconstruction project. 3. Declares that the City of Burlingame commits to the completion of reconstruction of the US 101/Broadway Interchange should the San Mateo County Transportation Authority award the requested Measure A Highway Program funds to the City for the reconstruction project.
