HomeMy WebLinkAboutReso - CC - 046-2012RESOLUTION NO. 46-2012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING SALARIES AND BENEFITS FOR THE DEPARTMENT HEAD AND UNREPRESENTED GROUP WHEREAS, the salary and benefit modifications for the Department Head and Unrepresented Group generally follow those of the Burlingame Association of Middle Managers (BAMM) unit for purposes of equity and consistency among the management employees; and WHEREAS, the City and BAMM have recently completed modification to their agreement in an effort to maintain consistency and equity among the miscellaneous employee bargaining units; and, WHEREAS, in an effort to maintain consistency and equity among the management employee units, it is appropriate to apply the same modifications provided to BAMM, to the unrepresented employees; and WHEREAS, certain modifications should also be made to the salary and benefits paid to the department heads as outlined in Exhibit "B"; and WHEREAS, the tentative agreement containing the modifications is now being presented to the City Council for formal approval; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES HEREBY RESOLVE AS FOLLOWS: 1. The City Council hereby approves modifications to the salary and benefits paid to the department heads and unrepresented group consistent with the tentative agreement sheet attached hereto and incorporated herein as Exhibit `B". 2. The City Council authorizes the City Manager to implement the modified salary and benefits paid to the department head and unrepresented group consistent with the tentative agreement sheet attached hereto and incorporated herein as Exhibit "B". I, Mary Ellen Kearney, City Clerk of the City of Burlingame do hereby certify that the foregoing Resolution was introduced at a regular meeting of the City Council on the 18th day of June, 2012, and was adopted thereafter by the following vote: AYES: COUNCILMEMBERS:BAYLOCK,BROWNRIGG,DRAT ,KEIGHRAN,NAGEL NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS:NONE Mary Ell eamey, City Clerk EXHIBIT B MODIFICATIONS TO COMPENSATION AND BENEFIT PLAN DEPARTMENT HEAD AND UNREPRESENTED EMPLOYEES Modifying Sections 2.1, 3.1, 3.2, and 4.1.1 June 5, 2012 • Section 2.1 Salary Adjustments • Effective the pay period beginning July 2, 2012 all Unrepresented classifications will receive a 1.0% increase. • Effective the first pay period in January 2013 all classifications in the Department Head and Unrepresented Employee Group will receive a 1.0% salary increase. • There shall be no salary increases in 2014 ■ Effective the first pay period in January 2015 all Unrepresented classifications will receive a 3.0% salary increase. • Section 3.1 Health Plans 3.1.1 Health Plans Effective January 1, 2012 to December 31, 2014 the City shall contribute the below -listed amount per month toward each employee's Section 125 Plan benefit allowance components. All contributions listed below include the Minimum Employer Contribution (MEC). Department Head Classifications: Employee Only - The City will contribute a maximum amount equal to 95% of the Blue Shield HMO rate for employee only. Employee Plus One - The City will contribute a maximum amount equal to 95% of the Blue Shield HMO rate for employee plus one. Employee Plus Two or more - The City will contribute a maximum amount equal to 95% of the Kaiser Rate for employee plus two or more. Unrepresented Classifications: Employee Only - The City will contribute an amount equal to the Blue Shield HMO rate for employee only. Employee Plus One - The City will contribute an amount equal to the Blue Shield HMO rate for employee plus one. Employee Plus Two or more - The City will contribute an amount equal to the Kaiser Rate for employee plus two or more. An employee that enrolls in a medical plan that has a higher premium than the City's contribution as stated above will pay the difference via pre-tax payroll deductions. 3.1.2 Effective January 1, 2015 for Department Head and Unrepresented Classifications The City shall contribute the below -listed amount per month toward each employee's Section 125 Plan benefit allowance components. All contributions listed below include the PERS required Minimum Employer Contribution (MEC). Employee Only: 92.5% of the selected medical plan premium up to a maximum of 95% of the Blue Shield HMO rate for Employee only Employee plus one: 92.5% of the selected medical plan premium up to a maximum of 92.5% of the Blue Shield HMO rate for Employee plus one Employee plus two or more: 92.5% of the selected medical plan premium up to a maximum of 92.5% of the Blue Shield HMO rate for family coverage An employee that enrolls in a medical plan that has a higher premium than the City's contribution as stated above will pay the difference via pre-tax payroll deductions. 3.1.3 Medical Plan Waiver Effective July 1, 2012, any Employee that demonstrates they have medical insurance from another service, which is not provided through the City, will receive Three Hundred and Fifty Dollars ($350) per month in lieu of medical benefits. The $350 may be put into Deferred Compensation, Section 125 Plan, or taken as Cash. • Section 3.2 Retiree Medical Employees hired prior to March 31, 2008 who retire on or after August 1, 2012 with a minimum of 5 years of City service shall receive the following medical benefits upon retirement from the City: • For eligible retirees who are under the age of 65, City contribution will be capped at the Blue Shield Access HMO Bay Area Region premiums for single coverage, and the Kaiser Bay Area Region for Two -Party or Family coverage. • For eligible retirees who are 65 years or older and enrolled in Medicare, City contribution will be capped at the average of Kaiser, Blue Shield and PERS Choice Bay Area Region for Single, Two - Party, or Family coverage. • Section 4 Retirement o Effective the first pay period in March 2012 — The employee will pay 1.25% of the employer's contribution to PERS o Effective the first pay period in January 2014, Department Heads will pay an additional 0.25% of the employer's contribution to PERS for a total contribution towards the employer's contribution of 1.5%. o Effective the first pay period after the POA agrees to additional PERS payments of at least 0.5% above the current 9.0% employee contribution, but no earlier than January 1, 2014, Unrepresented employees will pay an additional 0.25% of the employer's contribution to PERS for a total contribution towards the employer's contribution of 1.5%.
