A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE
A MEMORANDUM OF UNDERSTANDING WITH THE BURLINGAME
ASSOCIATION OF MIDDLE MANAGERS (BAMM)
WHEREAS, in November 2011, the City and the Burlingame Association of
Middle Managers (BAMM) negotiated a new agreement (effective January 1, 2012)
which included benefit concessions that the City was also negotiating with AFSCME 829
and 2190, and a "me -too" clause on retiree medical benefits for current employees; and
WHEREAS, in May 2012, the City and AFSCME reached an agreement under
slightly different terms than those negotiated with BAMM; and,
WHEREAS, in an effort to maintain consistency and equity among the miscellaneous
employee bargaining units, and to meet the requirements of the "me -too" clause, the City and
BAMM negotiated modifications to their original agreement; and
WHEREAS, the tentative agreement containing the modifications is now being
presented to the City Council for formal approval;
NOW, THEREFORE, THE CITY COUNCIL OF TBE CITY OF BURLINGAME
DOES HEREBY RESOLVE AS FOLLOWS:
L The City Council hereby approves modifications to the Memorandum of
Understanding between the City and the Burlingame Association of Middle Managers (BAMM)
consistent with the tentative agreement sheet attached hereto and incorporated herein as Exhibit
2. The City Council authorizes the City Manager to execute an amendment to the City-
BAMM MOU consistent with the tentative agreement sheet attached hereto and incorporated
herein as Exhibit "A".

• Section 14. Term
EXHIBIT A
o This agreement shall begin on January 1, 2012 and will expire on December 31,
2015.
• Section 1. Salary
o 1.1 Salary Adjustments
■ Effective the pay period beginning July 2, 2012 all classifications in the
bargaining unit will receive a 1.0% increase.
■ Effective the first pay period in January 2013 all classifications in the
bargaining unit will receive a 1.0% salary increase.
■ There shall be no salary increases in 2014
■ Effective the first pay period in January 2015 all classifications in the
bargaining unit will receive a 3.0% salary increase.
• Section 2.1 Medical Plans
o Effective January 1, 2012 to December 31, 2014 the City shall contribute the
below -listed amount per month toward each employee's Section 125 Plan benefit
allowance components. All contributions listed below include the Minimum
Employer Contribution (MEC).
■ Employee Only: Up to the Blue Shield IB40 rate for Employee only
■ Employee plus one: Up to the Blue Shield HIVID rate for Employee plus
one
• Employee plus two or more: Up to the Kaiser family rate
An employee may use any such benefit allowance indicated above toward
the cost of the employer-provided PERS health insurance for the employee
and eligible dependents. An employee may not use the benefit allowance
for other reasons.
Any Employee that enrolls in a Medical Plan that has a higher premium
than the City's contribution, as stated above, will pay the difference via
pre-tax payroll deductions.
Effective January 1, 2015 the City shall contribute the below -listed amount per
month toward each employee's Section 125 Plan benefit allowance components.
PERS Retirement Formula Modification (New Hires Only)
Effective when the POA agrees to a retirement formula modification of at least
3% at 55 with a 3 year average, the City can implement the following Ca1PERS
retirement formula modification for new hires in the bargaining unit represented
by BAMM:
• 2.0% @ 60
