RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
REVISING THE REGULATIONS GOVERNING CITY PARKING LOT
TIME LIMITS AND CHARGES FOR PARKING LOTS A, A-3, B, B-1, C,
D, E, F, G, H, J, K, K-1, L, M, N, O, V and W
RESOLVED, by the CITY COUNCIL of the CITY OF BURLINGAME, that:
WHEREAS, Title 13 of the Burlingame Municipal Code provides the framework for
regulating all of the City's parking lots; and
WHEREAS, the Burlingame City Council has from time to time established regulations
for time limitations and rates for vehicle parking in various City parking lots; and
WHEREAS, for the past year, the City has been working in conjunction with property
owners, merchants, the Traffic Safety and Parking Commission (TSPC) and members of the
Burlingame Avenue Downtown Business Improvement District (DBID) to develop plans and a
funding strategy for streetscape and parking improvements and in the downtown Burlingame
Avenue area; and
WHEREAS, the City retained CDM Smith, a professional consulting firm to conduct an
updated parking analysis of the downtown parking space and parking lot occupancy trends and
revenue schemes in order to address the business community suggestions for parking
improvements; and
WHEREAS, as a result, six revenue options were identified to pay for improvements
to the Downtown Burlingame Avenue streetscape, parking lot upgrades and smart meter
implementation; and
WHEREAS, at its February 21, 2012 meeting, the City Council reviewed the TSPC
recommendation, discussed the six revenue options and selected Revenue Option A, which
would increase the parking meter rates by $0.25 cents an hour in the core area and corresponding
increases in the outer lying areas; and
NOW, THEREFORE, IT IS RESOLVED, ORDERED and DETERMINED as
follows:
1. No person shall park any vehicle on any City parking lot for longer than the
designated period and, in those lots having parking meters or coin boxes, after the meter has
expired or without placing required amounts in the coin box.

2. The time limitations, meter or coin box rates, and hours of enforcement set forth
on Exhibit A attached hereto are hereby adopted and shall supersede any and all such limitations
and hours adopted by prior resolutions of this Council.
3. The Director of Public Works is hereby authorized and directed to procure and
install parking meters or coin boxes and appropriate signs giving notice of the provisions of this
resolution.
4. The Director of Public Works is specifically authorized to adjust the balance of
differently timed spaces within the lots as set authorized and set forth in Exhibit A as the
Director determines will best achieve the goals of providing parking to customers, employees,
and residents.
5. Limitations and charges set forth in this resolution shall be operative upon the
installation of such signs, meters and coin boxes; existing limitations and charges shall continue
in effect until changed.
6. Any and all previous resolutions inconsistent with this resolution are hereby
repealed.

2nd day of April, 2012, and was adopted thereafter by the following vote:
