HomeMy WebLinkAboutReso - CC - 087-2013RESOLUTION NO. 87-2013 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING REVISIONS TO THE CITY COUNCIL POLICY REGARDING THE APPOINTMENT PROCESS FOR MEMBERS OF CITY BOARDS AND COMMISSIONS WHEREAS, the City Council has adopted City Council Policy 1.2 ("Policy") which prescribes the process for City Council consideration and appointment of persons to serve on the City's various Boards and Commissions; and WHEREAS, the City Council has reviewed and discussed revisions to the Policy in order to make it more effective; and WHEREAS, after that discussion and consideration, the Council directed staff to prepare a revised Policy, consistent with the changes it proposed at its meeting on August 19, 2013; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES RESOLVE AS FOLLOWS: The City Council hereby adopts a revised City Council 1.2 Policy, "Procedure for Appointments to City Commissions and Boards", in the form as attached hereto and incorporated herein as Exhibit "A". This revised procedure shall become effective immediately. Please describe any leadership experience, expertise or interests you have that could help you be an effective XXX commissioner. 2. What do you think is the most important role the XXX Commission plays in the community? 3. Please tell us about the XXX Commission meeting or meetings you attended. What did you find interesting? 4. Do you have any ideas or issues you would you like the XXX Commission to address? 5. Is there anything else you would like the City Council to consider during its review of your application? 6. Do you have any questions for us? For Traffic Safety and Parking Commission Only 1. What do you see as the top traffic and safety issues in Burlingame? Do you have any thoughts on how the City might address these issues? 2. Residents may come to the Commission seeking traffic calming measures such as stop signs and speed bumps, which may be discouraged by City policy or law. How would you try to balance the residents' wishes with the City's traffic and parking management practices? 3. Two members of the Commission serve on a committee addressing bicycle and pedestrian issues. Could you tell us a little about your biking experience or activities? Are you involved with a bicycling advocacy group? For Beautification Commission Only 1. The Beautification Commission determines the outcome of tree removal appeals. As a commissioner, how would you weigh the need for mature trees in the City against the economic consequences of requiring a tree to remain? 2. Do you have any ideas on how to expand the work and reach of the Beautification Commission? In other words, what else should the Commission do? For Parks and Recreation Commission Only 1. The Parks and Recreation Department is in the process of developing a master design for a community center. What do you think of the idea of developing a master plan for a potential community center? How would you be able to support the project? COMMISSION INTERVIEW QUESTIONS 2. An ongoing challenge for the Parks and Recreation Department is dogs off leash in the City's parks. What is your knowledge of this issue, and what is your perspective on the matter? 3. The Parks and Recreation Department works on a tight budget. As a commissioner how would you help the Department manage resources with so many competing demands? For Library Board Only 1. Library Board Trustees work closely with the Burlingame Library Foundation. Have you attended any Foundation meetings, programs, and/or fundraisers? 2. Why do you think the Library is important to the community and what do you see as priority areas, especially given tight resources 3. If you were a member of the Board, how would you advocate for the Library? 4. What do you think about the future of libraries in the digital age? For Planning Commission. Only What do you perceive as some of the key planning, land -use and development issues confronting the City of Burlingame at the present and in the future? 2. Could you provide us with a brief description of your understanding of the role and function of the Planning Commission? 3. Are you familiar with the California Environmental Quality Act (CEQA)? Could you tell us about your understanding of the Planning Commission's role in administering CEQA? 4. A significant portion of the Burlingame Planning Commission's time is spent considering applications for design review related to the construction of, or modifications to, single- family residences. What is your perspective regarding the design interests of the City compared to the private property rights of an applicant? 5. Decisions made by the Burlingame Planning Commission are appealable to the City Council. What would you do if an action of the Planning Commission were appealed to the City Council, and the City Council overruled the Planning Commission's decision? 6. The Burlingame Planning Commission meets twice monthly. Service as a Commissioner requires the dedication of a significant amount of time for review of staff reports and project plans and visits to project sites. Please tell us how you would fit these responsibilities into your normal work and family schedule.
