HomeMy WebLinkAboutReso - CC - 079-2013RESOLUTION NC 79-2013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME SUPPORTING THE BROADWAY GRADE SEPARATION PROJECT AND AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT AN APPLICATION FOR MEASURE A GRADE SEPARATION PROGRAM FUNDING FOR THE BROADWAY GRADE SEPARATION PROJECT WHEREAS, the Broadway Corridor continues to experience severe traffic congestion impacts caused by the existing at -grade railroad crossing and the associated train signal pre-emption system, and WHEREAS, the City has made numerous efforts to improve the traffic flow by adjusting the traffic signal timing at various locations along the Corridor, and WHEREAS, the Broadway Corridor still continues to experience severe traffic congestion problems and can only be addressed through the implementation of a grade separation project, and WHEREAS, the proposed project will study and identify alternatives for grade separation through an initial Project Study Report (PSR) to address the problem, and WHEREAS, the proposed project scope will include the necessary public outreach and community input process to determine the preferred alternative to address the problem, and WHEREAS, the cost to implement the Broadway Grade Separation PSR is estimated at $1,000,000, and WHEREAS, the City wishes to sponsor the implementation of the Broadway Grade Separation PSR, and WHEREAS, the City seeks $1,000,000 from San Mateo County Measure A funds to implement the project scope, and WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the San Mateo County Transportation Authority (TA) of a half -cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to be used for highway and transit 01 improvements pursuant to the Transportation Expenditure Plan presented to the voters (Original Measure A); and WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA the half -cent transactions and use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning January 1, 2009 (New Measure A); and WHEREAS, the TA issued a Solicitation for Projects for the Measure A Grade Separation Program on August 5, 2013, and WHEREAS, the TA requires a governing board resolution from the City in support of the City's application for $1,000,000 in San Mateo County Measure A Grade Separation Program funds for undertaking the Broadway Grade Separation PSR, and WHEREAS, the TA requires a governing board resolution from the City committing the City to the completion of the Broadway Grade Separation PSR, and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINAME RESOLVES AS FOLLOWS: 1. Directs staff to submit an application for San Mateo County Measure A Grade Separation Program funds for $1,000,000 for the Broadway Grade Separation PSR. 2. Authorizes the Mayor to execute a funding agreement with the San Mateo County Transportation Authority to encumber any Measure A Grade Separation Program funds awarded. 3. Let it be known the City of Burlingame commits to the completion of the PSR if awarded the requested San Mateo County Measure A Grade Separation Program funds.
