HomeMy WebLinkAboutReso - CC - 054-2013RESOLUTION NO. 54-2013 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME FINDING THAT THE AMENDMENT TO TITLE 22 OF THE BURLINGAME MUNICIPAL CODE (SIGN ORDINANCE) ESTABLISHING REGULATIONS FOR MONUMENT SIGNS ON PROPERTIES WITH LESS THAN 150 -FEET OF PARCEL FRONTAGE IN THE EL CAMINO NORTH (ECN) ZONING DISTRICT IS CATEGORICALLY EXEMPT FROM REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO SECTION 15305 OF THE CEQA GUIDELINES THE CITY COUNCIL OF THE CITY OF BURLINGAME hereby finds as follows: Section 1. In 2007,.the City Council adopted a comprehensive revision to the City's Sign Code (Title 22). Since adoption, the City has identified sections of the regulations regarding the placement of monument signs that effectively eliminate the ability for placement of such signs on properties of irregular shape due to past subdivisions of those properties; properties that, due to their configuration (e.g. "flag" lots, "pie -shaped" lots, etc.), require adequate signage to encourage the establishment and vitality of land -uses on these properties; and Section 2. In an effort to allow the erection of more effective signage on these properties, the City has determined that it is appropriate to lift the prohibition on the placement of monument signage upon properties with less than 150 -feet of parcel frontage in the ECN districts and to allow the erection of one monument sign with a maximum height of five feet with no greater than 30 square feet of sign area per side, on properties that meet this criterion. Section 3. Section 15305 of the CEQA Guidelines, promulgated by the Secretary for Resources, provides that minor alterations in land use limitations are categorically exempt from the provisions of CEQA. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BURLINGAME THAT the amendment to Title 22 of the Burlingame Municipal Code (Sign Ordinance), as described herein, is Categorically Exempt from review pursuant to the CEQA, per section 15305 of the CEQA Guidelines.
