RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BURLINGAME APPROVING AND LEVYING ASSESSMENTS FOR
THE SAN MATEO COUNTY TOURISM BUSINESS IMPROVEMENT DISTRICT AND
APPROVING DISTRICT PROGRAMS AND ACTIVITIES FOR THE YEAR 2013
WHEREAS, pursuant to California Streets and Highways Code Section 36500 et seq.,
the San Mateo County Tourism Business Improvement District ("District' herein) has been
established for the purpose of promoting tourism in the District; and
WHEREAS, the District Advisory Board has requested the Burlingame City Council to
establish calendar year 2013 assessments for the District; and
WHEREAS, on November 5, 2012, the City Council approved the District report and
adopted a resolution of intention declaring its intent to impose assessments for the calendar year
2013 and setting and noticing a public meeting about the proposed assessments for December 3,
2012 and a public hearing for January 7, 2013 about the proposed assessments; and
WHEREAS, notices were provided to the hotel businesses within the District as required
by law; and
WHEREAS, pursuant to the Streets & Highways Code, a public meeting on the
proposed assessments was duly held on December 3, 2012, at 7:00 p.m. before the City Council
of the City of Burlingame, at the Council Chambers at 501 Primrose Road, Burlingame; and
WHEREAS, pursuant to the Streets & Highways Code, a public hearing on the proposed
assessments was duly held on January 7, 2013, at 7:00 p.m. before the City Council of the City
of Burlingame, at the Council Chambers at 501 Primrose Road, Burlingame; and
WHEREAS, pursuant to the provisions of the Streets and Highways Code, the City
Council determined at the conclusion of the public hearing that a majority protest had not been
made as to the proposed assessments or as to any proposed program or activity for the District;
and
WHEREAS, the proposed assessments and method of computing the assessments appear
reasonable and consistent with the ordinance establishing the District, as amended, and the
underlying State law; and
NOW, THEREFORE, the City Council of the City of Burlingame does hereby
resolve, determine, and find as follows:
2013 Assessment Resolution
1. Upon close of the public hearing, written protests to assessments, improvements or
activities were not received which constituted a majority protest as defined in Government Code
sections 36500 and following; accordingly, the Council finds that there was no majority protest
to the assessments.
2. The City Council does hereby levy an assessment for the calendar year 2013 on hotel
businesses within the District as described in City of Burlingame Ordinance Nos. 1648, 1678,
and 1774, as further amended, for the purpose of funding services, programs, and activities of the
District.
3. The types of services, programs, and activities to be funded by the levy of assessments
on businesses in the District for the calendar year 2013 are set forth in Exhibit "A", incorporated
herein by reference.
4. The assessments for the calendar year 2013 on hotel businesses within the District are
set forth in Exhibit "B", incorporated by reference.
5. The basis for assessments for the calendar year 2013 on all hotels within the District
are set forth in Exhibit "C", the Assessment Formula Chart, incorporated herein by reference.
6. New businesses shall not be exempt from assessment.

SAN MATEO COUNTY TOURISM BUSINESS IMPROVEMENT DISTRICT
SAN MATEO COUNTY CONVENTION & VISITORS BUREAU
PLANNED ACTIVITIES FOR 2013
For the calendar year 2013, the Bureau plans to continue all of its normal activities,
including but not limited to:
*Exhibituig in trade shows;
*Conducting multiple group FAM (familiarization) tours for meeting planners;
*Conducting individual FAM and site tours for planners;
*Conducting several FAM tours for international travel agents from overseas;
*Conducting group FAM tour for members of the travel media from around the U.S
*Conducting individual FAM tours for travel media;
*Advertising in meeting planner publications;
*Advertising in leisure publications;
*Creating updated visitor guides, maps and specialty brochures;
*Actively recruiting filming through our film commission.
In addition, this year we will be:
*Creating landing page for America's Cup,
*Working with area marinas, the Port and yacht clubs to promote our area and special
offers.
* Working on implementing the 2013 Marketing Plan

NOTICE OF PUBLIC HEARING
CONSIDERATION OF PROPOSEDASSESSMENTS
FOR SAN MATEO COUNTY TOURISM BUSINESS
IMPROVEMENT DISTRICT FOR 2013 AND
DETERMINATION OF MAJORITY PROTEST
PLEASE TAKE NOTICE that on December 3, 2012, at 7:00 p.m., in the Council Chambers,
Burlingame City Hall, 501 Primrose Road, Burlingame, the City Council of the City of Burlingame will
conduct a public meeting to hear comments concerning the levy of assessments on hotel businesses in
the San Mateo County Tourism Business Improvement District for the year 2013. No action will be taken
at that time.
PLEASE TAKE NOTICE that on January 7, 2013, at 7:00 p.m., in the Council Chambers,
Burlingame City Hall, 501 Primrose Road, Burlingame, the City Council of the City of Burlingame will
conduct a public hearing to consider the following:
1. The adoption of a Resolution imposing proposed assessments on the hotel businesses in the
San Mateo County Tourism Business Improvement District for 2013, the amounts of those
assessments, the types of improvements and activities proposed to be funded by the
assessments, and the method and basis of levying the assessments
2. Any and all written protests against said assessments.
3. Whether there are written protests to the proposed assessments by owners of hotel businesses
within the San Mateo County Tourism Business Improvement District totaling fifty percent
(50%) or more of all the assessments on hotel businesses within the District.
4. Whether there are written protests to a particular District improvement or activity by the
owners of businesses within the San Mateo County Tourism Business Improvement District
totaling fifty percent (50%) or more of all the assessments on hotel businesses within the
District.
The proposed method of assessment for the 2013 assessment is changed from the method used for 2012.
Specifically, the assessment formula for full service hotels in one A, only, will change from $360.00 per
sleeping room x 68% x months in the District; to $360.00 per sleeping room x 69.5% x months in
District.
The purposes, programs and activities to be supported by the proposed assessments are described in the
Resolution of Intention, a copy of which is available for review at the City Clerk's Office, 501 Primrose
Road, Burlingame California.
The public hearing on the proposed San Mateo Tourism Business Improvement District programs and the
assessments for 2013 is set for January 7, 2013 at 7:00 p.m. before the City Council of the City of
Burlingame, in the Council's Chambers, Burlingame City Hall, 501 Primrose Road, Burlingame,
California. At that time, the Council will hear from any interested person who wishes to submit written
or oral testimony regarding the proposed assessments. Oral or written protests may be made before or at
that public hearing, but no later than the close of the public bearing. See the Resolution of Intention for
information on how protests are made and what effect protests have.
