Minutes
October 11th, 1994
Call To Order:
The meeting of October 11th, 1994 was called to order by President
Robertson at 4:30pm.
Trustees Present: Cannon, Dunbar, Herman, Robertson &Taylor
Trustees Absent: None
Staff Present: Alfred Escoffier,City Librarian
Judy Gladysz,Administrative Secretary
Others Present: Marti Knight, Burlingame Resident
Bills:
M/S/C (Herman/Taylor) unanimously to approve the payment of City and
Special Fund checks.
Minutes of the Meeting of September 20th, 1994:
The Minutes were approved as written and ordered filed.
Correslondence and Communication:
Correspondence was mailed in the Trustee packets.

,City Librarian's Report
There was brief discussion regarding the temporary quarters location. Trustee
Cannon said she was happy that the Trustees service priorities were being
considered, and that the "out source alternative" was not an option at this point.
She said the Library is not just a building and books, it is the staff and service that
make it so special.

Foundation Report:
Trustee Herman gave a brief report regarding the most recent meeting of the
Foundation. She brought the Board members up to date on the progress. She said
she is very pleased with how much has been accomplished in such a short time.
System Advisory Board:
Trustee Cannon gave a report on the most recent SAB meeting she had
attended.
Unfinished Business:
Employee Achievement Awards:
Trustee Dunbar said that everything was ready for the general staff meeting
on October 26th at Sam in the Community Room.
Temporary Quarters:
In discussion, the Trustees agreed that the best option would be modular
structures. Trustee Cannon made a motion that based on reports and figures and
priorities, the Trustees are in support of modular structures because that alternative
best meets all of the Trustees criteria. M/S/C (Dunbar/Herman) unanimously.
New Business-
Foundation Start-Up Funds:
M/S/C (Taylor/Dunbar) unanimously, that the Trustees give the Foundation
$3,000.00 to be used as start-up funds for the Library Foundation, to be taken from
the Trustee's Special Fund.
Inventory of Design Elements:
Librarian Escoffier said that the architect asked him to identify building
design elements that should be preserved such as window pilasters, carriage lamps
etc. Any input from the Trustees would be welcome.
Holiday Schedule - 1995:
Mr. Escoffier presented the holiday schedule for 1995. There was some
discussion regarding closing at fpm on Saturday, December 23, 1995 and on
December 30th.

City Librarian's Report

Temporary Quarters Alternative Selected!
Group 4/Architecture presented alternatives for temporary quarters to the City
Council on October 17th. The Council preference is modular buildings on a city
parking lot. The lot chosen is Parking Lot "F," between Park Road and Lorton
Avenue, south of Howard. This option is the least expensive of those studied. The
modular alternative allows the library to keep most collections and staff together and
maintain viable library service.
At this writing, the decision has yet to be made concerning who will coordinate
the efforts to specify requirements, design, bid, and oversee installation of the
modular structures. Neither the city or the architects have the time or the expertise to
carry out the work. I have developed a proposal to hire a consultant who has
experience in the field. The proposal is pending.
Design Development Begins
Group 4/Architecture has begun the Design Development phase for the library
building project. This phase consists of the very detailed design work. Interior design
work will also take place during this phase.
The building foundation is of concern at this point. The foundation for the new
building will have to be of a particular type which will withstand water and water
pressure (hydrostatic pressure), as the new basement level will be 3 feet lower than
the present basement. The water table on the site is quite high, according to recent
geotechnical testing. This means the foundation will have to be built something like a
boat, with a double hull. This will allow the sandwiched area to contain drain tile and
heavy duty water pumps to pump the ground water out of the foundation space.
Pilings will then be needed to anchor the building in place. This solution takes a good
deal of engineering and will have cost implications.

Gift from the Estate of Dorothea M. Jackson
A gift was received in November from the estate of Dorothea M. Jackson for the
benefit of the library. The $ 10,000 check was deposited in the Trustee's account.
We are thrilled with this generous gift. Ms. Jackson will be added to our list of donors
to be displayed in the new library.
Dynix System Training
Dynix training is in full swing. We have 60+ staff to train on the system.
Training is taking place at both the main and branch libraries. The December 20th
target date for implementation remains firm.
3 Card Catalogs to be Removed
A major change for the public with the implementation of Dynix will be the
replacement of the card catalog in the Childrens Room, Audio Visual Area, and
Branch Library, with online public access catalogs (or PAC's). We will have two
(each) public terminals for the Children's Room and the Easton Branch.
The card catalog will remain for the main library as long as we are in this
building. When we move to temporary quarters, we will move to an entirely online
environment.
Reference Division
Staff attended a number of Peninsula Library System meetings including:
Public Relations, Multicultural committee, and Dynix PAC training.
Easton Branch
Lisa Dunseth "Opened the Door to Wonder" for 160 third graders this month.
Groups from Lincoln and Our Lady of Angels visited the branch for special
programming.
During the first major rain, the Easton roof leaked badly, causing staff to move
books and cover stacks. Roof repairs are pending.
Additional lighting now surrounds the existing lighting units and helps bounce
light off the ceiling. The quality of lighting is now excellent.

Children's Services
During the month of October, Cathy Somerton did a total of 38 programs,
reaching 1 ,071 children! The Halloween story time alone included 150 children and
parents. Cathy is gradually meeting with each of the kindergartens and first grades to
encourage library use.

Club for use of our community room. It is indeed a thoughtful gesture on the Club's
part!
We also appreciate your good wishes on the library's upcoming renovation. As
you know, this will be a lengthy process, encompassing much of the next 3 years. We
will need the help of all of our users and supporters during this transitional time, as we
move to temporary quarters, and then eventually into our beautiful new building.
Although we will not be able to provide community rooms in our temporary quarters,
we do plan to have a state-of-the-art community room in our new building.
