ADJOURNMENT: AgendaD r BURLINGAME 1 Burlingame Public Library Board of Trustees Minutes November 21st, 1995 Call To Order: The meeting of November 21st, 1995 was called to order by President Dunbar at 4:30pm. Trustees Present: Berger, Cannon, Dunbar, & Herman Trustees Absent: Taylor ., Staff Present: Alfred Escoffier,City Librarian Judy Gladysz,Administrative Secretary Others Present: Marti Knight, Burlingame Resident Barry Mills, Reference Librarian New Business: President Dunbar requested that Agenda item 8a be done out of order to enable Reference Librarian, Barry Mills, ample time for his demonstration. a. Internet Demonstration & Policy Statement: Barry demonstrated the Internet via the Peninsula Library System Dynix network. The Board members were very impressed by the volume and type of information available. Librarian Escoffier explained that Internet can now be made available at any public terminal. He suggested guidelines regarding its usage. He suggested that the library make it available to the public for 90 days on a single workstation in the adult reference area. Trustee Berger suggested a questionnaire,for public feedback, be made available to evaluate the program. Librarian Escoffier said staff will develop a questionnaire. Trustee Berger then suggested that perhaps a focus group be formed of patrons using it and find out what they're most interested in. President Dunbar asked how many terminals with Internet we anticipate in the new building. Librarian Escoffier said he did not know at this time because there are too many variables. Bills: M/S/C (Berger/Herman) unanimously to approve the payment of City checks. Minutes of the Meeting of October 17th,1995: The Minutes were approved as written and ordered filed. Correspondence and Communication: All correspondence had been mailed in the Trustee packets. j Reports: City Librarian's Report R Librarian Escoffier reported that the bids for the Library reconstruction had been opened that afternoon. He said the selection of a contractor will be made shortly. Trustee Herman thanked Staff Artist, Nancy Montague for the fine display of pictures from the Foundation Fund raiser. She reported that the event raised $13,000. She further reported that the Foundation approved three items for purchase for the library with these funds: Dictionary of Art (34 volumes); Optelec Magnifier for low vision readers; Support of the Children's Poetry Program. Unfinished Business: None New Business: a. Holiday Party Sponsorship: M/S/C (Cannon/Herman) to unanimously approve that the Trustees Special Fund sponsor the staff holiday luncheon at a cost not to exceed $400.00. We would like to implement the one public use Internet workstation in the adult reference area on a trail 90 day period. Policies on Internet use vary widely throughout the Peninsula Library System. Some libraries are working on their policies. Others have already implemented them. Of our closest neighbors, San Mateo's policy is not yet ready. Millbrae's policy (San Mateo County Branch Library) most closely matches our proposed policy. Evaluation forms will be developed to determine if users are finding the _ resource helpful. The Internet is a worldwide connection of computers linked by telephone lines. Its global resources grow and change daily.The purpose of providing Internet for the public is to acquaint those who may not have access to the information highway with the new technology. What will I find there? Internet provides a vast pool of information: government and education database, library catalogs, commercial and non-profit organization resources, and individual and spontaneous group creations. The Burlingame Public Library does not monitor access and has no control over content on the Internet, and disclaims responsibility for information accuracy. What Internet services does the library provide? The library provides access to electronic information on the Internet via the World Wide Web, using a Netscape browser. Our connection provides Gopher and Telnet access but not electronic mail, FTP, downloading of files. Users are limited to 30 minutes when others are waiting. Is the Internet available at other libraries? Yes, it is available at public libraries in Peninsula Library System, including 180 public libraries statewide. At Burlingame, a workstation in the adult area will be dedicated for Internet use. What about children? As with other library materials, restrictions on a child's access to the Internet is the responsibility of the parent/legal guardian. To help ensure safe access on the Information Highway, parents are urged to keep in touch with a child's use of the Internet. Parents may wish to secure a copy of "Child Safety on the Information Highway." How do I start? Librarians will help you get started but will not provide detailed individual instruction. We encourage you to explore on your own. A basic instruction sheet is available at the terminal to guide you in your learning. On October 18, 1995, the project was first advertised. On November 21, 1995, nine bids were opened. The bid consisted of a a base bid and 14 additive alternatives. Bids ranged from $ 9,215,655.00 to $ 11,018,023.00. The second bid was $ 146,919.00 or 1.6% above the low bid. The Engineer's estimate was $ 10,698,000 or 16% above the low bidder. We are pleased to be moving forward with the Library Reconstruction Project. We can expect to see activity at the Primrose site beginning in January. The bids for the Library Reconstruction were opened at 3 pm, Tuesday, November 21 st. The low bidder was Dennis J. Amoroso Construction, with a base bid plus alternates amount of $ 9,215,655. The City's Construction Manager reviewed the bidder information and found no reason to nullify the bid. The City Council awarded the the contract on December 4, 1995. We are awaiting bonding of the company. Temporary Quarters Building The Temporary Quarters building has experienced a number of leaks on three occasions, as of this writing. During the first two leaks, we lost about 3 dozen large format oversized books. The most recent leaks have caused an unknown amount of damage to the mystery section. G.E. Capital was immediately notified in each case. Quickset, the company which assembled the buildings was called in twice to fix the roof. A representative from Miller Structures, the fabricators of the buildings, also made approximately 20 repairs on the roof the week of December 4. The latest series of leaks, the week of December 11 is awaiting repair. Claims will be made for lost materials, unfortunately many of the materials are out of print. Burlingame Library Foundation The Foundation has given a total of $ 13,000.00 in the past few weeks for three major items for the library. The Dictionary of Art, a massive 34 volume set, will be ordered for the Reference Collection, thanks to the Foundation. Funds to the foundation for this gift came from the Burlingame Rotary Club. A second gift was the "Optelec" machine for low vision readers. This device allows low vision readers to read regular print, write, read bills, sign checks, etc. The machine is located in he adult reference section of the library. A third gift was for programs of children's poetry. Several programs will be offered next month, including a program and workshop on January 17th. Additional programs will be offered in February and March. Details on the poets will be available shortly. Brenda Buckley Chavez will be expanding her on-call responsibilities to 18-20 hours a week to assist with reference desk service, to be a subject selector and to do special reference assignments. Children's Services During the month of November, Cathy Somerton did a total of 42 programs reaching some 958 children. The schedule for weekly programs is changing some, through the addition of a Thursday program at the Main. Reference Services During the week of November 6th, Tracy, Sandy and Maribeth reviewed Microsoft Windows with Marilyn Morrison coaching them. Esther attended a PLS Meeting in which it was decided to fund CD-ROM Book in Print for Spanish Language titles for one year to evaluate its usefulness. Extensive discussion was held on the periodical index demonstrations. _ Holiday special! A patron called wanting specific instructions for cooking a turkey in a convection over. The information was found in the Sunset Convection Cooking Book. The patron came in, photocopied the information, and faxed it off to....Oxford University, in England...to his daughter the cook! Easton Branch The Branch staff has been included in the system-wide review process of an electronic magazine index which will eventually be provided through the PLS Dynix system. Lisa Dunseth presented a story program to about 35 children at Lincoln School's book fair. Maureen Lennon worked at the Senior Fair on the 20th and enjoyed meeting and talking with a variety of people, including Jackie Speier. Matthew Kurose, an aspiring Boy Scout, has been practicing raising and folding the Easton flag. He, and fellow scout Joey, also practiced the Pledge of Allegiance one day after they had raised the flag high. This was truly an Easton Branch moment! The demonstration will take only about 10 minutes and will be in the Park Road Conference Room of the Temporary Quarters building.
