Call To Order:
The meeting of February 21st, 1995 was called to order by President
Robertson at 4:30pm.
Trustees Present: Cannon, Dunbar, Herman, Robertson &Taylor

M/S/C (Taylor/Herman) unanimously to approve the payment of City and
Special Fund checks.
Minutes of the Meeting_ of Januar, 1994:
The Minutes were approved as written and ordered filed.
Correspondence and Communication:
Correspondence was mailed in the Trustee packets.
Re: Public Relations Plan: The Board members think it would be a good idea
to forward the Public Relations Master Plan, for the new building, to City Council.
Reports:
a. City Librarian's Report:
Trustee Cannon asked Librarian Escoffier if the hours at the Easton Branch
Library would be expanded. Librarian Escoffier said he would like to expand them
during the Main Library closure.

b. System Advisory Board - Cannon:
The System Advisory Board Minutes had been mailed in the Board packets.
Trustee Cannon distributed a flyer for "Approaching Your Legislator" (an
educational forum and advocacy workshop in preparation for Legislative Day to be
held on May 2nd.) Trustee Cannon also mentioned that the Legislative Breakfast
will be held on May 20th.
Unfinished Business:
a. Duncan Trust Report:
The Peninsula Community Foundation report on the Duncan Trust had been
mailed in the Trustee's packets.
New Business:
a. Staff and Volunteer Recognition Request:
City Librarian Escoffier explained that the Staff and Volunteer Recognition
accounts were getting low and asked the Board if they could replenish them.
M/S/C (Cannon/Herman) unanimously to replenish the Recognition accounts
from the Trustee's Special Fund.
Adjournment:
The meeting of February 21st, 1995 was adjourned at 5:15pm. The next
regular Board meeting will be held on March 21st, 1995 at 4:30 in the Duncan
Annex.

City Librarian's Report
March 28, 1994
"Something New is Building..."
Group 4/Architecture will present a "Progress Report" on the status of the
building design to City Council on March 20th. The architects anticipate completion
of 60% Construction Drawings in April. Staff are refining details of computer
networks, telephone systems and furniture layouts.
"On the Move...." to 130 Park Road
Final plans from G.E. Capital will be received March 20th. Comments will need
to be immediately forwarded to G.E., for a meeting March 22nd. The schedule and
time frame are tight, but we are currently on schedule.
Staff are working on the computer network. Work is continuing on planning for
storage of materials. A special computer report was run at PLAN consisting of a 25 Ib.
report of items which are candidates for storage. Staff is in the process of analyzing
the report and developing criteria.
Staff and the Project Manager are interviewing shelving and moving vendors to
develop an understanding of the scope of the move and shelving installation. Timing
will be the key, along with compatibility of our shelves with newly purchased uprights.
Parking Lot "F" will be closed beginning March 27th to begin site work. Group 4
Architecture is working on a sign for the site to be installed sometime that week.
Easton Branch Operations During Move
The Board has tentatively approved the Easton Operations during the move:
o Expand hours from 23-44 hours per week, from July 17-August 31
o Open hours: Monday-Thursday, 11-7; Friday-Saturday, 11-5.
o Children's summer programs to run from mid-June to July 16.

Public Relations
Articles have been written on the construction project for the Chamber of
Commerce newsletter. In addition, the "Questions" document concerning the building
program has been updated and will be available shortly. An updated flier with a
revised rendering will be developed for general distribution.
Book marks with the location of temporary quarters have been developed and
will be distributed beginning June 1. Posters indicating where temporary quarters is
located will be developed for the Main and Easton libraries for installation April 3.
Burlingame Library Foundation
The Library Foundation is moving toward fund raising and heightening interest
in the foundation. A press release will be issued shortly. Work is continuing on the
foundation logo and stationary. The Foundation Board is planning to sponsor an
event with the Chamber of Commerce in September.
Dynix System Update
We are continuing to learn more about the Dynix automated system every day.
The "Storage List" run for us by PLAN was the first of its type to be run on the system.
Telzon (hand held portable terminals for occasional emergency use) training has
been offered and we will be testing the devices shortly.
Personnel
Tracy Hammond, reference librarian, had her baby Hannah, this month.
Following some health complications, Mother, Dad (Bill Van Niekerken) and Hannah
are doing well at home in Hayward. Tracy continues to "telecommute" for a few hours
a week doing book selection. She uses the dial up access to Dynix to check library
holdings.
Linda Watson and Sue Reiterman have resigned from on-call status. We will
shortly be recruiting for on-call reference librarians.
Children's Services
Cathy Somerton did a total of 34 programs during February, reaching 750
young children in Burlingame and Hillsborough. The programs included: 1 Saturday
Story Time, 4 Preschool Story Times, 8 Toddler Story Times, 7 visits to Easton, and 14
programs at schools.

Joan Manini is attending meetings sponsored by the Burlingame Elementary
School District in an effort to take a collaborative effort toward providing services
citywide for children. Representatives from the schools, Recreation Department,
Police Department and community groups are attending the meetings.

Proposed Easton Operations
During Main Library Closure
o Expand hours from 23 to 44 per week.
o Expanded hours in effect from July 17 - August 30.
o Proposed hours: Monday through Thursday, 11-7; Friday and Saturday 11-5.
o Branch Librarian to supervise Branch.
o Part-Time Children's Librarian and Graphic Artist to be housed at Branch during
reconstruction period.
o Additional staff to be added from Main Library.
o Childrens Summer programs to run mid-June to mid-July, with no programs during
the move. A scaled down children's summer reading club will be held at the
Main and Branch libraries.
o Begin with Books Programs and other programs may continue through the summer
at the Branch.
o Letter will be sent to the school principals in Burlingame in June outlining the
closure and reconstruction plans. Fliers will be sent with the letter to be sent
home with all children early in June.
Easton.Operations
March 1 , 1995

RE: Easton Operations During Closure
Attached is a proposal for Easton Branch operations during the main library
closure. I am recommending that the hours expand from 23- 44 to include late
morning and early evening hours.
Easton would operate under this schedule for a period of approximately six
weeks, from July 17th (the first day the Primrose Road facility is closed) through the
month of August. This would allow some "slippage" should the move take longer or
begin later than the current project schedule.
Staff would be used from the Main Library to staff the extra hours. In addition,
the public telephones, 342-1036 and 342-1037, would be routed via a voice mail
explanation, by Pac Bell, referring users to the Easton Branch.

RE: Library Internet Access- For Your Information
Purpose of Internet Access
Internet in the public library will serve a dual function of education and
information retrieval for both the novice and experienced user alike. The purpose of
providing Internet for the public is to acquaint those who may not have access to the
information highway with the new technology.
Internet provides a vast pool of information. The focus of the library offering will
be to try to harness this information by using a menu driven "Windows" software.
"Windows" provides icons on the computer screen which guide the user to the various
functions of the system.
Using the System
The system will have a "Home Page" which will allow users to access only
certain portions of the Internet and help control where the user goes in the system.
The model being used was developed by the Berkeley Public Library which has taken
a leadership role in the development of this type of technology in the Bay Area.
Some Functions Not Available
Although we are still exploring ways to limit various functions, there are several
areas which will be unavailable to the user. For example, no e-mail will be provided
on the public Internet. The purpose of the menu system will be to try to restrict access
to inappropriate sources, and focus on those which would be appropriate for library
users. While we will do the best we can to highlight the most appropriate sources for
users, it would be difficult to totally block portions of the net from the experienced user.
In-Library Use
Internet will be available to all library users. Although children may have access
to the Internet, it is not meant to be a toy or a computer game. The appropriateness of
children using the Internet, or indeed any materials in the public library is a decision
made by parents. Librarians are available to provide information, guidance and
research opportunities, but it is the parent's responsibility to provide parameters for
use.

Initial System Access
_ The initial system access will be offered throughout the Peninsula Library
System via the system-wide network which also carries the Dynix system. Most
public libraries in the system will have access to Internet in March 1995.
Burlingame Public Library will not provide Internet access until Fall 1995, due
to the move of the main library this summer. After that time, we plan to provide a
workstation in the main reference area of the temporary library so that users may
familiarize themselves with the "Information Superhighway." Because of a shortage of
computer terminals, it may be necessary to limit access to certain hours of the day.
We are pleased to able to offer Internet access on a system-wide basis to all
library users in San Mateo County. However, because of it's access via our own
network, the use of the Internet will be monitored carefully, as it is only one of the
several features on our online system.

RE: Peninsula Library System Commendation- For Your Information
Attached is a certificate awarded by the California Library Services Board and
the Chief Executive Officer of the Board, State Librarian Kevin Starr, to the Peninsula
Library System Advisory Board. The System Advisory Board provides citizen input
and support of libraries throughout San Mateo County. The Board sponsors advocacy
activities for libraries and hosts the annual Legislative Breakfast.
This award is especially important to Burlingame, as the Advisory Board
President for the past two years has been Burlingame Library Board Trustee Kristine
Cannon. Under Ms. Cannon's leadership, the Board has flourished in it's activities in
support of libraries. Ms. Cannon's dedication to library service is well known not only
in Burlingame, but throughout the County, and now the the State.
I am certain you will want to join me in congratulating Kristine Cannon on her
commitment to libraries, as librarian, citizen volunteer and Advisory Board President.
