Minutes
May 16th, 1995
Call To Order.
The meeting of May 16th,1995 was called to order by President Robertson
at 4:30pm.
Trustees Present: Cannon, Dunbar, Herman, Robertson &Taylor
Trustees Absent: None
Staff Present: Al Escoffier,City Librarian
Judy Gladysz,Administrative Secretary
Others Present: Marti Knight, Mayor of Burlingame
Bills:
M/S/C (Cannon/Herman) unanimously to approve the payment of City
checks.
Minutes of the Meeting of April 18th, 1995:
The Minutes were approved as written and ordered filed.
Correspondence and Communication:
Correspondence was mailed in the Trustee packets.
Reports:
a. City Librarian's Report:
There was some discussion regarding the hours at the Easton Drive Branch
Library while the Main Library is moving to temporary quarters.
The Board thought it was very nice of the Chamber of Commerce to feature
such a good article in their newsletter.

b. Legislative Day Reports:
There was brief discussion from those Board members who attended
Legislative Day in Sacramento on May 3rd.
C. Foundation Report - Herman:
Trustee Herman reported that the Foundation Board members had all
contributed, personnally, to the Foundation. She said there would be a fundraiser
on October 14, 1995 called "Hard Hat Party: an Elegant Affair." She further reported
that there have been donations coming from the business community. Trustee
Herman reminded everyone that there would be a Chamber of Commerce Mixer
held at the vacant library on September 21, 1995.

New Business:
a_ Consideration of Literacy Request:
M/S/C (Herman/Taylor) to ask City Council to consider a $4,000 donation to
Project Read. Trustee Herman thought it would be nice to get the names of the
Burlingame tutors and recognize them.
b. Board Meeting Date Change:
M/S/C (Dunbar/Cannon) to change the June Board meeting to June 14th,
Wednesday, at 4:30pm. M/S/C (Taylor/Dunbar) to cancel the July Board meeting
because of the move.
Adjournment:
The meeting of May 16th, 1995 was adjourned at 5:20pm. The next regular
Board meeting will be held on June 14th, 1995 at 4:30 in the Duncan Annex.

June 13, 1995
"Something New is Building..."
Design of the Primrose Building is increasing in time and intensity for both
architects and staff. Recent highlights of the design process included a trip to
Peerless Lighting in Berkeley to better understand the qualities of indirect lighting for
the building. Several meetings have been held with staff and the architects to refine
the office plans. These plans are firming up and are nearly complete as of this writing.
Service Desks
A workshop-type meeting was held with key staff to assist with the design of the
Circulation and Reference Desk. Full size mock-ups, using tables and cartons to give
a three dimensional effect, were used to better understand size, sightlines, sizes, etc.
Additional work is yet to be completed on the Childrens and Audio Visual Desks.
Interiors
An all-day session was held on Interiors. Due to some difficulty with the original
designer, we are running a bit behind in interior finish selections. The most recent
meeting consist d of narrowing options for color palette and furnishings. Group 4 and
staff have agr3o recycle and reuse as much of the existing furniture as possible.
Group 4 agrees with staff that the quality of much of the existing furniture is good
enough to warrant reuse. The Reference Room will contain nearly all original furniture.
Flooring is a key element which needs to be decided soon so that it can be
incorporated into the construction drawings. The hard surface areas have been
reduced from previous designs and will be used in the lobby, hallway galleries, and
upper and lower landings. The rest of the building will be carpeted.
Additional chairs and tables will be needed and staff were able to see some
designs which should coordinate well. The actual selection of furnishings is not on
the "critical path" to complete the construction drawings, so additional work can be
done in the coming months.

Lighting
A great deal of effort has been spent discussing lighting and visiting sites where
different types of lighting are installed. Staff have concerns regarding some of the
initial selections for lighting. However, the entire decision making process regarding
lighting is controlled by Title 24 energy requirements for public buildings, which
severely limits the number, wattage and type of fixtures which can be used. We are
currently investigating decorative pendant fixtures, particularly for the older rooms,
which can be fitted with the requisite energy efficient compact fluorescent lamps, and
still provide adequate lighting.
Waterproofing
The waterproofing consultant submitted his findings on the foundation
waterproofing issues facing the project. In a meeting with city staff, consultants and
architects, there was discussion of the three recommended options. An option was
selected which should provide adequate water protection at the lower level and has
been in use some 25 years. This option should not adversely affect the overall
project budget.
"On the Move...." to Temporary Quarters!
The modular structure should be complete the week of June 12th. Most of the
major work has been done and the last weeks should be spent correcting minor
issues on the punch list. The major delay could be the timely delivery of the main
electrical panel. Another electrical issue has slowed the project some: the isolated
computer electrical outlets were switched by G.E. with the regular convenience
outlets. G.E. will be making these and other corrections.
Security
Following a break-in and some graffiti on the interior of the structure, I decided
that we needed some perimeter intrusion security. WE are looking at bids to
electronically alarm and protect the temporary structure. The alarm would ring into an
alarm company and then into the Police Department. The less secure nature of the
building calls for this measure of safely.
Move/Shelving Vendor
The Ross MacDonald Company has been chosen as the contractor to fabricate
and install the shelving uprights and to coordinate the move through a moving
subcontractor. Ross MacDonald has done work for the City previously and we have
been very pleased with the outcome.

The Move
The move is scheduled to begin Monday, July 17. The preliminary plan is to
move staff offices first and then shelving, then collections. There will be a period of
downtime for both computers and telephones, as both systems must be de-installed at
the Primrose site and reinstalled at the Park Road site.
Public Relations and Signage
A sign indicating the future home of the library will be reinstalled after the front
porch is constructed on the building. Book marks will be inserted into all outgoing
materials beginning June 5.
Tapestry Restoration Project
The Friends of the Library will underwrite the restoration of the tapestries.
Mickey Wach has been retained as a textile professional to oversee the project. We
have had a very good response to our request for community volunteers to assist.
Three of the volunteers have tapestry restoration experience! The project will get
underway in mid-June and be completed before the move.
Burlingame Library Foundation
The Foundation Board of Directors is busy making plans for their two events this
fall in the empty library. The Foundation will co-sponsor a Chamber of Commerce
mixer on September 21, 1995. Burlingame Bank and Trust will underwrite the
refreshments for the event.
A "Hard Hat Party: an Elegant Affair" will be the theme of the dinner and auction
calendared for Saturday, October 14, 1995 in the empty library. The evening will turn
the Reference Room, Children's Room and Lobby into elegant entertainment spaces.
A catered meal will be served. There will be a silent auction for rare wines and rare
books. The entertainment will consist of a panel of respected Bay Area authors. This
should be a very special event for the initial fund raiser!
Easton Branch
The Easton Branch is preparing scheduling for the expansion of hours from July
17-August 31st. Staff will be utilized from the Main Library.

Children's Services
The "Kids on the Move" summer program will begin June 12th and wrap up
July 14th, just before the move. A calendar/flyer has gone out to all children and
school principals indicating the library closure and alternative use of the library during
the closure.
Schedule of Upcoming Board Meetings
Due to the impending move, the July 18th Board meeting has been canceled.
The next regular meeting will be August 15th .
