HomeMy WebLinkAboutReso - CC - 054-2014RESOLUTION NO 54-2014 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME ESTABLISHING 2014-15 APPROPRIATION LIMIT FOR CITY OF BURLINGAME PURSUANT TO ARTICLE XIII B OF THE CALIFORNIA CONSTITUTION WHEREAS, in November 1979, the voters of the State of California approved Proposition 4, the Gann Appropriation Limit Initiative, which states that beginning July 1, 1980, all state and local government budgets are limited to a formula based upon the 1978-79 budget, plus adjustments for cost of living and population changes, and specific exceptions for service charges, federal and state grants, reserve funds, etc.; and WHEREAS, the State Legislature adopted Government Code Section 7900, implementing Article XIII B of the California Constitution, and Proposition 111, adopted in June 1990, provided new adjustment formulas; and WHEREAS, in accordance with these State laws, the City of Burlingame has prepared documentation establishing the 2014-15 appropriation limit, and has made this documentation available to the public in the proposed 2014-15 budget more than fifteen (15) days before this resolution is being considered and adopted, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME RESOLVES AS FOLLOWS: 1. For Fiscal Year 2014-15, the City of Burlingame's appropriation limit is $66,619,400. 2. The Adopted Budget for Fiscal Year 2014-15 includes $36,605,601 in appropriations that are subject to the limit, and proceeds of taxes of $49,882,716. 3.
