August 15th, 1995
Call To Order.
The meeting of August 15th, 1995 was called to order by President
Robertson at 4:35pm.
Trustees Present: Cannon, Dunbar, Herman, Robertson & Taylor
Trustees Absent: None
Staff Present: Al Escoffier, City Librarian
Judy Gladysz,Administrative Secretary
Others Present: Marti Knight, Burlingame Resident
Bills:
M/S/C (Taylor/Herman) unanimously to approve the payment of City
checks.
Minutes of the Meeting of June 20th, 1995•
The Minutes were approved as written and ordered filed.
Correspondence and Communication:
Correspondence was mailed in the Trustee packets.
Reports:
a. City Librarian's Report:
Trustee Herman extended a big "Congratulations" to the staff on the
incredible job they did during the move. She said the ribbon cutting ceremony was
very nice. The Trustees expressed a real vote of thanks to the staff.
The Board decided to send letters to the sponsoring near-by businesses
thanking them for providing the coffee and doughnuts for opening day.

Mary Herman brought the Board members up-to-date on the status of the
Foundation.

New Business:
a_ Library Board Election of Officers for July 1995 through June 1996:
Trustee Herman nominated Secretary Dunbar for President. Trustee Cannon
seconded the nomination and it was unanimously carried. Trustee Cannon then
nominated Trustee Herman for Secretary. Trustee Dunbar seconded the
nomination and it was carried unanimously. Newly nominated President Dunbar
thanked Trustee Robertson for her past year of service.
Adjournment:
The meeting was adjourned at 5:OOpm. The next regular Board meeting will
be held on September 19th, 1995 at 4:30 in the Conference Room at 130 Park Road.

City Librarian's Report
September 19, 1995
"Temporary Quarters Update"
The staff and public are settling-in at the Temporary facility. The public has
been very positive about the building. Library users are finding their way through the
stacks with few problems. The new computer terminals which replace the card
catalog have been a challenge for some, but most patrons are enjoying them and are
finding what they need.
Noise is an ongoing challenge in the building, with low ceilings and strange
acoustics which allow for noise to carry down some aisles and not down others. We
have had a few public concerns about parking, but overall patrons seem to be finding
places to park. We will get a truer picture as the pace of fall business picks up.
Our temporary facility is something of a novelty in the library world. We have
had inquires and visits to our facility by construction managers and facilities managers
to determine if this type of modular layout will serve other needs of other libraries
under construction. The City of Mountain View is considering the modular option for
their temporary facility.
"Something New is Building..."
The "Back Check" construction drawings for the Primrose Reconstruction were
received. The drawings reflect a number of requested changes. We met with the
lighting consultant and have reached an agreement on the quality and type of book
stack lighting. We have also met with shelving vendors and consultants to determine
the'type and style of shelving which should be specified in the bid documents.
Interior colors, textures and furnishings are undergoing final review . We are
focusing on a timeless, light interior with elements of the old library throughout. We
will be refinishing our existing library furniture. New straight back chairs will be
fabricated to match the old and new pieces will be intermixed with the existing.
Burlingame Library Foundation
Invitations for the "Hard Hat Party: an Elegant Affair" have been mailed. The
event will be held Saturday, October 14, 1995 in the vacated library. The evening will
include dinner, both silent and live auction of books and wine, and several respected
local authors, including Pulitzer Prize winning author Allen Drury.

In addition, the Foundation and Burlingame Bank and Trust will be co-
sponsoring a "Chamber Mixer" on September 21 in the vacated library. Displays of
the new building will be available.
Children's Services
During July Cathy Somerton did a total of 15 "Begin with Books" programs
including: 2 Toddler Story Times, 2 Bedtime Story Times, 2 class visits to Easton, 1
class visit to the Main, 7 program at schools and our special "End of Summer Session"
Program with Sheila Rubin. These programs were attended by a total of 337 children.
Personnel
Tracy Hammond has returned from maternity leave on a permanent 25 hour per
week schedule. This will leave us with 15 hours per week of public reference desk
time to fill.
As budgeted, we are filling a vacancy for a Library Assistant II, 25 hours per
week. This was an in house recruitment. I am pleased to announce that Patti Flynn is
our new Library Assistant II, working in both the Circulation and Technical Services
Divisions.
Holiday Schedule
As requested last fall, I am bringing the holiday closure hours to the board for
review. (See attached)
Employee Achievement Awards
This month marks the beginning of the process for Library board Employee
Achievement Awards. The awards are given to up to three staff members. The Board
generally selects a two member committee to review the nominations.
Recommendations are made to the full Board at the October Board meeting. Awards
are given at the October General Staff meeting.

I am recommending the following schedule. The impact will be to pay overtime
pay for 4 hours on Friday, to satisfy current MOU's. Overtime pay is time and one half
for full-time, and double time for part time staff.

At the City Council meeting of Tuesday, September 6, the Council appointed
two trustees. Kris Cannon was reappointed for her 4th term. Kris has been active in
local library activities, including librarian of Mills High School, and President of the
Peninsula Library System, System Advisory Board. Kris is currently Secretary of the
newly formed Burlingame Library Foundation. Welcome back Kris!
A new face on the Board will be Jeff Berger. Jeff is a public relations manager
for Bechtel. He has lived in Burlingame for 9 years and has a BA degree in
Communications from the University of California, Santa Barbara. We will welcome
Jeff to our next Board meeting.
Shirley Robertson is retiring from the Board after nine years. Shirley has
helped lead the library reconstruction project through it's various phases over the
years. Shirley is a former school librarian with the Burlingame schools and is active in
a number of community activities. We thank Shirley for her many efforts on behalf of
the library and look forward to her continued activity with the Friends and the Library
Foundation.

Over the years, the Board of Trustees has learned of the importance of the individual efforts of so
many of you to the success of the Burlingame Library in our community. We know that while all of you do
your jobs well, many of you give of your time and energy over and above your basic job descriptions. Our
patrons appreciate that as evidenced by the many comments about a caring and efficient staff. We would
like you to know that we, too, appreciate your efforts and abilities,and have established away to say thank
you.
In 1989 the Library Board of Trustees established "Employee Achievement Awards", and we
have given 3 awards,annually, since then. The staff members to be honored each year are selected by
the Library Board from nominations received from staff. Each employee is eligible to receive an award:
full-time, part-time,administrators. Each person is important to make the system'work, whether you work
with the public or if you provide valuable back-up support.
We would encourage each of you to submit one nomination for a co-worker for this years awards.
A nomination form is attached. Please provide all of the information requested and return it to the Board
President's mailbox by October 6th, 1995. Please note the criteria. To win an award,an employee does
not have to meet all of the criteria,but you must select those that best apply and then provide specific

Proposed Easton Operations
During Main Library Closure
o Expand hours from 23 to 44 per week.
o Expanded hours in effect from July 17 - August 30.
o Proposed hours: Monday through Thursday, 11-7; Friday and Saturday 11-5.
o Branch Librarian to supervise Branch.
o Part-Time Children's Librarian and Graphic Artist to be housed at Branch during
reconstruction period.
o Additional staff to be added from Main Library.
o Childrens Summer programs to run mid-June to mid-July, with no programs during
the move. A scaled down children's summer reading club will be held at the
Main and Branch libraries.
o Begin with Books Programs and other programs may continue through the summer
at the Branch.
o Letter will be sent to the school principals in Burlingame in June outlining the
closure and reconstruction plans. Fliers will be sent with the letter to be sent
home with all children early in June.
Easton.Operations

RE: Easton Operations During Closure
Attached is a proposal for Easton Branch operations during the main library
closure. I am recommending that the hours expand from 23- 44 to include late
morning and early evening hours.
Easton would operate under this schedule for a period of approximately six
weeks, from July 17th (the first day the Primrose Road facility is closed) through the
month of August. This would allow some "slippage" should the move take longer or
begin later than the current project schedule.
Staff would be used from the Main Library to staff the extra hours. In addition,
the public telephones, 342-1036 and 342-1037, would be routed via a voice mail
explanation, by Pac Bell, referring users to the Easton Branch.

RE: Library Internet Access- For Your Information
Purpose of Internet Access
Internet in the public library will serve a dual function of education and
information retrieval for both the novice and experienced user alike. The purpose of
providing Internet for the public is to acquaint those who may not have access to the
information highway with the new technology.
Internet provides a vast pool of information. The focus of the library offering will
be to try to harness this information by using a menu driven "Windows" software.
"Windows" provides icons on the computer screen which guide the user to the various
functions of the system.
Using the System
The system will have a "Home Page" which will allow users to access only
certain portions of the Internet and help control where the user goes in the system.
The model being used was developed by the Berkeley Public Library which has taken
a leadership role in the development of this type of technology in the Bay Area.
Some Functions Not Available
Although we are still exploring ways to limit various functions, there are several
areas which will be unavailable to the user. For example, no e-mail will be provided
on the public Internet. The purpose of the menu system will be to try to restrict access
to inappropriate sources, and focus on those which would be appropriate for library
users. While we will do the best we can to highlight the most appropriate sources for
users, it would be difficult to totally block portions of the net from the experienced user.
In-Library Use
Internet will be available to all library users. Although children may have access
to the Internet, it is not meant to be a toy or a computer game. The appropriateness of
children using the Internet, or indeed any materials in the public library is a decision
made by parents. Librarians are available to provide information, guidance and
research opportunities, but it is the parent's responsibility to provide parameters for
use.

Initial System Access
The initial system access will be offered throughout the Peninsula Library
System via the system-wide network which also carries the Dynix system. Most
public libraries in the system will have access to Internet in March 1995.
Burlingame Public Library will not provide Internet access until Fall 1995, due
to the move of the main library this summer. After that time, we plan to provide a
workstation in the main reference area of the temporary library so that users may
familiarize themselves with the "Information Superhighway." Because of a shortage of
computer terminals, it may be necessary to limit access to certain hours of the day.
We are pleased to able to offer Internet access on a system-wide basis to all
library users in San Mateo County. However, because of it's access via our own
network, the use of the Internet will be monitored carefully, as it is only one of the
several features on our online system.

RE: Peninsula Library System Commendation- For Your Information
Attached is a certificate awarded by the California Library Services Board and
the Chief Executive Officer of the Board, State Librarian Kevin Starr, to the Peninsula
Library System Advisory Board. The System Advisory Board provides citizen input
and support of libraries throughout San Mateo County. The Board sponsors advocacy
activities for libraries and hosts the annual Legislative Breakfast.
This award is especially important to Burlingame, as the Advisory Board
President for the past two years has been Burlingame Library Board Trustee Kristine
Cannon. Under Ms. Cannon's leadership, the Board has flourished in it's activities in
support of libraries. Ms. Cannon's dedication to library service is well known not only
in Burlingame, but throughout the County, and now the the State.
I am certain you will want to join me in congratulating Kristine Cannon on her
commitment to libraries, as librarian, citizen volunteer and Advisory Board President.
