ADJOURNMENT: AgendaN r BURLINGAME 4 �, G � Q��C L1d� Burlingame Public Library Board of Trustees Minutes October 17th, 1995 Call To Order: The meeting of October 17th, 1995 was called to order by President Dunbar at 4:35pm. Trustees Present: Berger, Cannon, Dunbar, & Herman Trustees Absent: Taylor Staff Present: Alfred Escoffier,City Librarian Judy Gladysz,Administrative Secretary Others Present: None Bills: M/S/C (Herman/Cannon) unanimously to approve the payment of City checks. Minutes of the Meeting of September 19th, 1995: The Minutes were approved as written and ordered filed. Correspondence and Communication: All correspondence had been mailed in the Trustees packets. Reports: City Librarian's Report Librarian Escoffier reported that the invitations to bid for the library reconstruction will be advertised shortly in the the San Mateo Times and will be due back the week of November 20th. President Dunbar asked if the library was currently providing Internet to the public. Mr. Escoffier said that it is not yet available to the public in Burlingame, however the capability is available on any Dynix terminal. He further stated that the County branches, Redwood City and South San Francisco are currently offering it. The plan is to offer Internet by the end of the calendar year. She said Legislative Day-would be held on Mai- in Sacramento and N__ that the Legislative Breakfast was scheduled for April 20th. Foundation Report: Trustee Herman extended many, many thanks to Sheri Galvin and Loretta Blevins as co-chairs of the "Hard Hat Party, an Elegant Affair." Librarian Escoffier said it was a wonderful team effort. President Dunbar thanked Shirley Robertson for her help. Unfinished Business: a. Employee Achievement Award - Cannon, Herman: There was brief discussion regarding the Employee Achievement Awards. It was noted that the General Staff Meeting would be held on Nov. 2nd for presentation of the awards. New Business: a. 1996 Holiday Schedule: �.. M/S/C (Cannon/Berger) to unanimously approve the 1996 holiday schedule as presented. Adjournment: The meeting of October 17th, 1995 was adjourned at 5:35 pm. The next regular Board meeting will be held on November 21st, 1995 in the Conference Room at 130 Park Road. Respectfully submitted, Alfred H. Escoffier City Librarian Trustees Minutes-October 10/24/95 qPage 2 UON, City Librarian's Report November 21, 1995 "Something New is Building..." The library reconstruction project has gone out to bid. A bidder's conference has been held, and the bids are due November 21 st. Fifteen general contractors have expressed an interest in the project. Selection of a contractor will take place in late November, with a recommendation forwarded to the City Council in December. Burlingame Library Foundation The Foundation Board is busy wrapping up the lose ends from the "Hard Hat Party." The event received excellent publicity, including a full page spread with pictures in the BoutiqueNillager. The photos taken that evening by staffer Mark Kott and reporter Ruth McAninich are available. A display has been prepared for the public. The "Hard Hat Party" was a wonderful success. One citizen noted that it was "the best party Burlingame has ever had." Others encouraged the foundation to make it an annual event. The capacity crowd included 180 guests. The raffle and silent auctions were each successful. The food was excellent and the company delightful. The volunteers are to be commended for their hard work in creating a wonderful "first class" event! A special thanks to the Library Board of Trustees for their work on this event as well. Personnel We were all saddened to hear the news of the passing of Hilde Rooth on November 9. Hilde worked for the library for nearly 36 years. She began as a circulation assistant and later handled reserves and inter library loan requests. In the early years, Hilde was active in civic and political affairs. Hilde worked under three city librarians and several supervisors over the years. This gracious lady was a strong supporter of the city, the library and the library staff. She will be sorely missed. Children's Services During the month of October, Cathy Somerton did a total of 31 programs in the "Begin with Books" program, including: 1 Saturday Story Time, 5 Preschool Story Times, 8 Toddler Story Times, 2 class visits to Easton, 14 programs at schools and the -1- 480 Primrose Road - Burlingame, CA 94010-4083 - (415) 342-1038 - Fax (415) 342-1948 legendary Halloween Story Time in the vacated Primrose library. Total attendance was at least 886 for the month. Sixty Baby Book Bags were distributed during the month. Reference Services On October 4, Dan chaired the PLS Multicultural Committee meeting. The agenda included selection of Spanish language materials and an update of the multi language bibliography, Mosaic II. The Serra High School Annual Trivia Contest was held in October. Many students and parents used the library to find their answers. This year it was a positive event for both library staff and the students. On October 17, two ESL (English as a Second Language) classes came for a visit. The students applied for library cards as a part of a class assignment, and then came for a tour of the library and to pick up their cards. They will return with a library task assignment next month. Barry Mills continues to attend the Peninsula Library System Dynix/Internet technical support meetings. He will be serving on the Internet Policy Committee. We are currently recruiting for "on-call' librarians to fill in for sickness and vacations. The recruitment will close Thanksgiving week. Easton Branch The after school crowd has returned to Easton, but so far there have been few behavioral problems. Lisa has distributed a Student Behavior Policy during the first week which seemed to help. Connie and Maureen are taking turns working on Wednesday mornings to assist Cathy with the children following the story hours. California Library Association Conference Several staff attended the CLA conference in Santa Clara, November 10-13. Librarian Escoffier was a part of the Conference Planning Committee. A number of topics were covered including the use of technology and the Internet in libraries. Visits to the vendors were helpful in clarifying products we are considering for the new building, including furniture and equipment vendors. We have worked and parked in the area for a long time . As with library personnel we work different hours and we often have to leave our jobs and return , invariably someone takes your place . The problem is the library taking over the parking lot behind the mobile units for their own staff . We are all trying to make the best of a bad situation , everyone has to park far away and allow extra time to get to work , everyone except the library staff . It really seems like a Too Bad for the Rest of You attitude on the part of library mangement . All long time area workers do without parking but the library workers have easy access to a free lot . I certainly can understand your concern for a loss of parking in the immediate area of Howard Avenue. I would like to offer some background on how this decision was made. Site Selection The selection of a site for the temporary library resulted in the selection of Parking Lot "F" after a 10 month review of 9 other alternatives. Some of these alternatives included sites far from the downtown area (Rollins Road or Bayshore Road.) It was felt that these areas would not be conducive to library use as they were ' too distant from residential and business users. I The choice of a leased modular structure not only proved to be the least expensive alternative for the City for a temporary library, but it also allowed the city to utilize city-owned property, which save,O costs and provided some control should the construction project not remain on schedule. Finally, Parking Lot F was the only parking lot in the city which could house a 21,000 square foot structure. (The library's capacity was reduced 1/3 by moving from Primrose to Park Road.) "Panhandle Parking" The "panhandle" portion of the library lot behind the modular building was kept for city use for several reasons. This very narrow lot was appropriate for public parking when it allowed for a one way traffic direction from Lorton to Park. Without the Park Road egress, it was impossible to make the lot two way, which results in a very tight parking radius for maneuverability. This made it an awkward choice for all-public parking, because of the awkward turn radius needed to exit. (My own car has already been hit in this lot by someone trying to turn around to exit from the lot.) -1- 480 Primrose Road - Burlingame, CA 94010-4083 - (415) 342-1038 - Fax (415) 342-1948 Neighborhood Impact Library staff has had parking in the Primrose Parking structure for sometime, and the current configuration allows for the same number of spaces assigned as at the Primrose site. If the staff were not assigned parking in the lot, I see two impacts. One, the lot would need to be restriped eliminating enough spaces to allow for a turnaround, a loss of perhaps 6-8 spaces. Secondly, the same number of staff would need to park on adjacent streets and lots in the area and this would have the same net impact on total parking in the Howard Avenue area. I am truly sorry for the neighborhood impact of this project. Unfortunately, the Primrose Road area will also soon be impacted as a portion of the parking structure must be taken over for construction trailers and storage, as the site is mobilized for the construction project. Project Input I would like to assure you that at no time was there ever a "Too bad for the rest of you attitude" as you mention in your letter. This project has, and will continue to have impacts on all of us, including library users and neighbors at both the Primrose and Park Road sites. It is my sincere belief that this sacrifice on the part of the community will be well worth the effort when we reopen our doors at Primrose Road. At that time, the modular buildings will be disassembled and Parking Lot "F" will return to a parking lot. I hope this clarifies some of the reasoning behind the parking issue.
