HomeMy WebLinkAboutReso - CC - 023-2014RESOLUTION NO. 23_2014 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME SUPPORTING LOCAL GOVERNMENT FINANCE BUDGET ITEM 9210, AID TO LOCAL GOVENRMENTS, AND AUTHORIZING THE MAYOR TO SEND LETTERS OT SUPPORT TO THE LEGISLATURE WHEREAS, in 2004, two State policies, the triple flip and the Vehicle License Fee (VLF) swap, shifted local property tax from schools to cities and counties, requiring the State to backfill schools for the property tax revenues; and WHEREAS, cities and counties receive increased property taxes from two sources: the countywide property tax Educational Revenue Augmentation Fund (ERAF) and, if ERAF resources are not sufficient, base K-14 district property tax revenues; and WHEREAS, state law specifies that "basic aid" K-14 district property tax revenues are not available for allocation to cities and counties for this purpose; and WHEREAS, under current law there is no statutory mechanism to fully reimburse counties and cities for lost sales and use tax revenues when ERAF is insufficient; and WHEREAS, in San Mateo County, only $24.3 million was available from ERAF in FY 2012-13 in order to make the State's $35 million Triple Flip reimbursement payment, creating a $10.7 million shortfall: and WHEREAS, the Governor's proposed budget, released in January, includes $8.5 million in backfill to San Mateo, Amador and Alpine counties due to circumstances arising from the triple flip and the VLF swap. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES HEREBY RESOLVE THAT: The City of Burlingame supports Local Government Finance budget item 9210, Aid to Local Govenrments, and authorizes the Mayor to send letters of support to the Legislature.
