PUBLIC COMMENTS Rudy Horak inquired about the surveillance cameras at EI Avenue. Mr. Chou explained that video cameras were being and bicycle detection since there were no loop detectors on cert wasn't sure about Lincoln since it was not signalized. Camino Real and Lincoln used by Caltrans for vehicle w ain intersections, but he Mr. Horak submitted a letter to the Commission regarding public confusion about paying for parking meters on holidays. He suggested that stickers be posted on the meters indicating which days are observed holidays, similar to what they have in San Mateo. Mr. Horak also suggested that funds inadvertently collected on those holidays could pay for the stickers. Mary Hunt stated that it was dangerous heading west on Burlingame Avenue at East Lane near the donut shop. Ms. Hunt reported that Caltrain construction vehicles were obstructing the right lane, causing motorists to go around and caused congestion. She asked the City to contact Caltrain regarding this matter. 9. CURRENT BUSINESS None. 10. STAFF REPORTS 10.1 Traffic Engineers Report 10.1.1 Broadway/Paloma Avenue Crosswalk —Verbal Update Mr. Chou reported that quotes for the project were received, and that construction could start at the end of this month or early November depending on materials. Commissioner Warden asked that he and Commissioner Bohnert be kept informed as to the status of the implementation and also suggested that perhaps the newspapers could inform the public as to its status as well. Commissioner Bohnert stated that the installation needed to be done at a time when there would be no conflicts with the merchants or the commute. Mr. Chou replied that this was fiaken into consideration and that overtime has been authorized to do this work if necessary. 10.1.2 US 101 Auxiliary Lane Project —Verbal Update Mr. Chou reported that the sound wall construction along Rollins Road was coming along, and that the progress has been faster than anticipated. 10.1.3 Traffic, Safety and Parking Seminar Series —Verbal Update Mr. Chou reported that 3 or 4 consultant presenters were planned to for the Traffic Engineering presentation. He added that the date was still yet to be determined due to coordination of schedules. He added that once the date was set, emails would be sent to the Commission, and that the seminar was tentatively set for the Lane Room. Public notice for the presentation would be through the newspapers, flyers and website. 10.2 Traffic Sergeant's Report None. 11.ITEMS REMOVED FROM CONSENT None. 12. PENDING ITEMS None. 13. COMMUNICATIONS Commissioner Bohnert reported that he received an email from a resident seeking follow up on the traffic study at Carmelita Avenue. Commissioner Bohnert said that he advised her that this matter would be on next month's agenda and encouraged the residents to attend. Commission Warden reported that the City i from the Black Sea Gallery. He asked that report back next month as to an outcome. 14. COMMISSION &COMMITTEE REPORTS s being inundated by "Lost Our Lease" signs Code Enforcement look into this matter and 14.1 Burlingame Bicycle/Pedestrian Advisory Committee Commissioner Bohnert reported that the Committee would be submitting an application for Burlingame to be considered a "Bicycle Friendly Community" this week. Commissioner Bohnert also reported that the bike racks for the Burlingame Avenue project would be received shortly; and, that installation would begin soon pending the weather. He said the City was expecting to receive 24-26 U-shaped racks, of which 18 will be placed on Burlingame Avenue and the remainder at surrounding locations in town. 14.2 Miscellaneous Reports None. 15.ADJOURNMENT Meeting adjourned at 7:26 p.m. III M11 1111 RN9 ;I I TO: Traffic, Safety and Parking Commission DATE: November 2, 2007 FROM: Augustine Chou, Traffic Engineer SUBMITTED B' SUBJEGT: Agenda Item 9.1 Carmelita Avenue — Stop Signs & Speed Reduction Request Meeting Date: November 8 2007 RECOMMENDATION: Staff does not recommend installation of stop signs since they do not meet minimum warrant requirements and are not considered appropriate measures for speed enforcement. Staff does, however, recommend that city staff and residents of Carmelita Avenue meet to establish viable traffic calming measures to address speeding concerns. DISCUSSION: The city received a request for speed control along Carmelita Avenue in April of this year from resident Elisa Marcaletti. The main concern was that fast moving vehicles make driveway ingress and egress difficult. Ms. Marcaletti feels that some type of speed control, such as stop signs or speed bumps, is necessary to decrease traffic volumes and speeds. Two speed surveys were carried out on Carmelita Avenue in June. One survey took place between Chula vista and Laguna. The result of that survey showed that the 85th percentile speed was 34.6 mph. A second survey was taken between Capuchino and Paloma with a recorded 85th percentile speed of 29.5 mph. These results show that the average 85th percentile speed is about 7-8 mph above the posted speed limit of 25 mph. Police staff was informed of these conditions and a short selective enforcement period was immediately implemented. Using this traffic data, stop sign warrant studies were also conducted for the intersections of Carmelita/Paloma and Camelita/Laguna. These warrant studies involved the examination of traffic volume and 12 -month accident history. Based on the evaluations of the collected data, it was determined that the minimum warrant conditions were not met for either intersection. No accidents were reported over the past 12 months to indicate that a collision -prone condition currently exists at these locations. Likewise, traffic volume counts were not so excessive that right-of-way assignment problems exist. Field investigations also revealed that the approaches to Carmelita from both northbound Laguna and northbound Paloma are already controlled by existing stop signs, while there are no controls for the opposite approaches since both streets are designated as one-way streets in the northbound direction only. Since the primary concern is over speeding vehicles and since the 85th percentile speed is above the posted speed limit of 25 mph, the use of stops signs is not considered an appropriate action to address these concerns. Staff recommends that the City respond by continuing the selective speed enforcement program; and, that Engineering and Police staff meet with the residents of this part of Carmelita Avenue to discuss strategies for implementing some type of residential traffic calming measures. Currently, city staff is working with several adjacent streets such as Sanchez Avenue and Mills Avenue to evaluate appropriate traffic calming measures which can be considered for similar problems and concerns. Staff feels that Carmelita would benefit from similar discussions and evaluations. Staff also feels that this street would be a prime candidate for the soon4o-be implemented Neighborhood Speed Watch Program. I wanted to bring to your attention a serious traffic and potential safety issue that has concerned by me and my husband since we moved into our home in July of 2006. That issue is the frequent traffic congestion and high-speed cars that drive on Carmelita. It has become increasingly worse to the point where my husband and I have difficulty getting in and out of our driveway and our guests (and other pedestrians walking in the area) are unable to cross the street without fearing being hit by a speeding car or being honked at for trying to cross. Drivers drive in excessive speeds on this residential street and do not give the right of way to pedestrians. As a result, my husband and I believe some necessary safety precautions are in order. For example, I believe either placing a spee&bump(s) or a Stop signs) on Carmelita (at Laguna or Paloma) would help to decrease the traffic and excessive speed on this street. Please forward this to the City Council or the appropriate authority in order for a discussion into this topic and hopefully a prompt resolution. Shortly after I initially contacted you, I saw that wires or cables were laid down on Carmelita with a lockbox secured to a street sign, which I presume were done to track the traffic down the Carmelita at different hours of the day. The wires & box remained there for approximately one week before being removed. Since then, I have not heard anything with regard to what the study showed, i.e. whether the City believes traffic and/or speed is excessive there, whether there needs to be stop.signs placed on Carmelita, whether Carmelita should be made a one-way street, etc. In fact, I have never received a response from the City at all. Thus, I am revisiting this issue to demand that the City either provide an update regarding my (and many others) traffic and safety concerns on Carmelita, or conduct additional testing to confirm this and to determine what potential remedies there are to address the situation. Recently, there have been traffic accidents on Carmelita due to the high volume of cars that speed down this street. This is an ongoing concern not only for the residents on this street who can barely get in and out of their driveway without fearing being it,, but also for those who walk with their children or pets in this neighborhood. It is a serious issue that needs prompt attention. Please contact me as soon as possible with an update as to the City's intended course of action.
