4.1 Proclamation for outgoing Commissioner Steve Warden
Chair Conway read the proclamation for Commissioner Steve Warden and thanked him for
his years of service and dedication as a Traffic, Safety and Parking Commissioner.

6. PUBLIC COMMENTS
Mr. Horak suggested that Parking Lot Q be looked at for redesign to create additional
parking. Mr. Horak reported that the Broadway merchants are very supportive of this.
Ms. Giorni commented that employee and construction personnel were still parking their
vehicles on EI Camino Real in front of the hospital. She stated while the hospital says that
the construction workers have been notified, the parking situation was still continuing. Ms.
Giorni asked if the commission could play a role on the matter.
7. CURRENT BUSINESS
7.1 Devereux/Bernal —Discussion of pedestrian safety
Mr. Chou presented his staff report which recommended the use of radar speed
monitoring units and police enforcement to address pedestrian safety at the intersection
of Devereux and Bernal. He also stated that a new set of speed studies be conducted
once school was fully back in session to be used by police to target the best times for
their presence as visual deterrent during peak periods. Mr. Chou stated that staff would
report back to the commission in the following months once traffic patterns settle down.
Motion: To concur with staff recommendation to use radar speed monitoring units and
police enforcement based on an updated traffic study at Devereux and Bernal.

8.1 Traffic Engineer's Report
Mr. Chou reported that Caltrans hopes to open the Broadway Pedestrian overcrossing
by mid-September, but that there were some issues regarding when they could
complete the construction work at both ends of the pedestrian overcrossing. He said
that it was Caltrans intentions to finish the temporary landing to Cadillac Way first as a
"stop -gap" measure until the signal equipment is delivered for the Broadway/Rollins
landing.

8.3 Commissioners' Comments and Concerns
8.3.1 Traffic &Parking Technology Seminar Series —Discussion
Chair Conway reported that the next presentation would most likely occur in early
October. He stated that the subcommittee was considering the first half of the
presentation to be given by the speaker for Sustainable San Mateo County
(SSMC), with the second half of the presentation to be given by a representative
of the Congestion Relief Alliance.

10. COMMISSION &COMMITTEE REPORTS
10.1 Burlingame Bicycle/Pedestrian Advisory Committee
Commissioner Noworolski reported that they expect to have a plan for Carolan Avenue
bike path for the November meeting. The committee will bring to the Commission, and
seek public comments on, a specific plan so that they can then proceed to apply for a
TDA grant.

A few words from outgoing Commissioner Steve Warden:
Commissioner Warden stated that he was just two weeks short of six years serving on this
commission. He said that he felt that the community was well served and has seen many
accomplishments by the commission. Commissioner Warden had hoped to work on the
following items and hoped that another Commissioner would address the following items:
■ Correct the Notice of Meeting sign in the City Hall hallway, which still states that the
Commission meetings are held in Conference Room A.
■ Examine how to require auto businesses, particularly on California Drive, to provide
adequate parking on-site to run their businesses rather than using public streets.
■ Re-examine Easton Avenue, as a few more trees are starting to impede the roadway.
■ Consider a lighted crosswalk on Burlingame Avenue at Park Road, in front of the Apple
Store.
■ Address how to deal with the growing number of signs being posted on city poles and
sidewalks, particularly regarding private weekend events such as open houses and
garage/estate sales.
In closing Commissioner Warden wished everyone much luck.
