Dean Williams, Police Department Joanne Louie, Administrative Secretary, Public Works - Visitors: None 1. CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 4 of 5 Commissioners present. 4. ACKNOlNLEDGEMENTS 4.1 Welcome newest Commissioner —Jeff Louder Chair Conway welcomed the newest Commissioner, Jeff Louder. Commissioner Louder gave a brief statement about his background and expressed his interest in the Commission. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of September 11, 2008 as submitted. M/S/C: Noworolski/Bohnert; 3/0/2 (McDonnell absent, Louder abstained) 6. PUBLIC COMMENTS None. 1 FI CURRENT BUSINESS 7.1 Devereux/Bernal — Staff report on traffic & pedestrian safety studies Mr. Chou presented a follow up report regarding pedestrian safety at the Devereux and Bernal intersection. Mr. Chou reported the results of field studies that were conducted. He stated that based on the results, staff did not find evidence to support additional enforcement or engineering actions other than what was proposed before. INFORMATION/DISCUSSION ITEMS FROM COMMISSION AND STAFF 8.1 Traffic Engineer's Report 8.1.1 California Drive Signal Controller Upgrade Project —Verbal Report Mr. Chou reported that wireless testing of the existing interconnect has been completed. The result showed that good communication capabilities could be established. He also reported that a severed hardwire connection that was not previously known was also found. 8.1.2 Bayshore Highway Signal Interconnect Project —Verbal Report Mr. Chou reported that the project plans and specifications were still be drafted at this point. 8.1.3 US 101 Aux. Lane/Broadway Pedestrian Overcrossing —Verbal Report Mr. Chou reported that contractors are working on the trenching and foundation for the signals at the crossings. He also said that it is expected that this part of the project would be completed by mid to late November. 8.2 Traffic Sergeant's Report 8.2.1 Selective Enforcement List —Report Sergeant Williams provided and reviewed this month's Selective Enforcement Report. 8.3 Commissioners' Comments and Concerns 8.3.1 Traffic &Parking Technology Seminar Series —Discussion Chair Conway report ed that the next seminar will be held on October 23, 2008 in the Lane Room of the Library. He added that Mr. Chou would put together flyers and send out notices, via the City's List Sery and post the notice on the website. Vice Chair Bohnert would follow up with the guest speaker. 2 8.3.2 Miscellaneous Comments and Concerns Vice Chair Bohnert confirmed with Mr. Chou that a neighborhood Speed Watch meeting is planned for on October 16, 2008. Vice Chair Bohnert stated the he would like the following items to be addressed by the Commission: ® Parked commercial vehicles, taxis, trucks, etc in residential neighborhoods. ® Better use of the website to help educate people — i.e. bike maps, expansion of the faq's. He also noted that while attending a Council meeting, one agenda item of interest was on the Downtown Specific Plan — Safeway Parking. He added that a lengthy discussion occurred on parking options in the plan, but that this item had not yet been brought before this Commission. Commissioner Noworolski reported that he was contacted by a resident about impaired sight -visibility at entrance to the softball fields at Bayshore Park. Mr. Chou reported that he was meeting with Parks Supervisor, Bob Disco about possible solutions to address this particular concern. Commissioner Noworolski inquired as to when wheelchair ramps would be installed on Balboa Avenue, opposite Ray Park. Mr. Chou replied that it was planned for the Spring or Fall of 2009. Chair Conway stated that he was not available for the November meeting and asked if the Commission it was acceptable to cancel the November meeting in lieu of the normally cancelled December meeting. The Commission agreed. None. 10. COMMISSION &COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory Committee Mr. Chou reported that the committee did not meet this month and planned to meet in the next two weeks. 10.2 Miscellaneous Report s None. 3 1I . FUTURE AGENDA ITEMS Mr. Chou explained that the items listed would be discussed at later dates. ® City Parking Lot Q ® TSPC website ® Commercial vehicles on residential streets 12.ADJOURNMENT Meeting adjourned at 7:59 p.m. Meeting Date: December 11 2008 TO: Traffic, Safety and Parking Commission DATE: December 8, 2008 FROM: Augustine Chou, Traffic Engineer Ae SUBJECT: Item 7.1 — Transportation Development Activities (TDA) Grant Applications for 2009/2010 Cycle RECOMMENDATION: Staff seeks Commission concurrence and support for the submission of two applications for the 2009/2010 funding cycle of the Transportation Development Activities (TDA) Grant. DISCUSSION: Each year, City/County Association of Governments (C/CAG) administers the TDA grants to fund bicycle and pedestrian related projects. For the current cycle (FY -2009/2010), Public Works -Engineering staff has determined that two applications will be submitted on behalf of the City of Burlingame. Staff has met with the Burlingame Bicycle/Pedestrian Advisory Committee (B/PAC) over the last year regarding potential projects to submit for this, and future, cycles. The two projects that have been determined to be the best candidates for application submission are as follows: • New sidewalks near both ends of the Broadway Pedestrian Overcrossing (POC) over US101. • New Bike Route signs along Carolan Avenue, from Oak Grove to Broadway. Broadway POC Sidewalks This project entails the construction of concrete sidewalks near the current lands of the new POC. For the western landing, at the Broadway/Rollins/Cadillac intersection, a new sidewalk would be installed over the current temporary asphalt concrete pathway that is immediately left of the land. The new concrete sidewalk would extend southward from the landing, down to the Rollins/Cadillac/101 On -Off Ramp intersection. A new handicapped access ramp and thermal -plastic striping would be included. The second location for a new sidewalk is at the eastern end of the POC, just north of the Airport/Bayshore/101 Off -Ramp intersection. The area is currently a simple asphalt concrete roadway shoulder. A Samtrans bus shelter is also present along this segment of shoulder. The new concrete sidewalk would be installed from the bus shelter south to the signalized intersection of Airport and Bayshore. The project would also include handicapped access ramps and appropriate striping and signage, where needed or required. This project to install sidewalks at both ends of the new Broadway POC would provide both pedestrians and bicyclists an improved access as they approach and leave the POC. Additionally, this project plays a key role in achieving the goal of improved pedestrian and bicycle access, as called out in the North- South Bikeway Plan (Project #11) of San Mateo County Comprehensive Bicycle Route Plan. Carolan Avenue Bike Route Signs This project application entails the procurement and installation of 20 bike route signs along Carolan Avenue. Bike route signs would be posted along Carolan Avenue in both directions for approximate distances of 500'-600'. The benefit of this project is that signs would be useful to bicyclists as they travel to and from the Broadway POC and Bayshore bicycle corridor. Staff feels that this project has merit Page 1 of 2 S:\A Public Works Directory\TSP CommissionlStaff Reports\2008\TSPC Staff Report -Item 7.1 TDA.doc since Carolan Avenue is identified as main component of the North-South Bikeway Plan (Project #13) of San Mateo County Comprehensive Bicycle Route Plan. Both the City staff and the Burlingame B/PAC strongly support the submission of both these project applications because their construction would directly address those concerns that have been identified in the San Mateo County Comprehensive Bicycle Route Plan. Additionally, the proposed projects are also identified as part of the Burlingame Bicycle Transportation Plan. Location maps and drawings are included as attachments as reference to project locations and specifics on sign types.
