M/S/C: Londer/Serrato; 3/0/2 (Noworolski —absent, McDonnell —abstained) 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 Parking Meters for Motorcycle Parking Mr. Chou stated that, at the request of the Police Chief, a discussion should occur regarding parking meters for motorcycles in the downtown business area. He said that currently there were three areas right off Burlingame Avenue (California Drive, Park Road, Primrose Road) that offer free parking for approximately 3 - 4 motorcycles each. Discussion occurred regarding the utilization of metered motorcycle parking, whether the revenue generated would offset the costs of installing meters, and if the size of the motorcycle spaces could actually accommodate a vehicle. The Commission suggested that a quick and basic parking study be done in the future during some typical weekday and weekend. In the meantime, the Commission gave comments back to Sgt. Shepley outlining their concerns that any revenue generated from new meters might not offset the cost of the actual meter procurement and installation until after a long period of time. 8. INFORMATION/DISCUSSION ITEMS FROM COMMISSION AND STAFF 8.1 Traffic Engineer's Report Mr. Chou reported that Caltrans was still working on the Peninsula Avenue overcrossing and that some southbound and northbound closures would occur late at i nght one or two nights within the next few weeks. Mr. Chou also reported that the 101 Auxiliary Lane Project is still looking ata 12 — 15 week wait for the signals and signal pole for Broadway Pedestrian Overcrossing landing. Mr. Chou reported that the Bayshore Signal Interconnect has a bid opening on September 15, 2009. 8.2 Traffic Sergeant's Report 8.2.1 Residential Permit Parking Program Not discussed. Selective Enforcement Report Sergeant Shepley presented an updated Selective Enforcement list. Sergeant Shepley also stated that the Police Depart ment was preparing a response to the Grand Jury regarding red right camera enforcement. 8.3 Commissioners' Comments and Concerns 8.3.1 Miscellaneous Comments and Concerns Commissioner McDonnell mentioned double-parking occurring by the schools, 2of3 particularly at Washington Elementary, and the need for signage stating that it is illegal to stop or park in a bicycle lane. Commissioner Serrato stated that an email was sent to the City Manager regarding the necessity and concerns of having addresses and phone numbers of Commissioners published on the City website. Commissioner Louder mentioned that the Peninsula Cities Consortium was meeting at Council Chambers tomorrow morning at 8:45 to discuss High Speed all (HSR). Commissioner Lander also mentioned the following upcoming HSR events: September 12, 2009 — Teach -In @ Palo Alto September 26, 2009 — Town Hall Meeting @ Burlingame Recreation Center with Senator Leland Yee and Assemblyman Jerry Hill October 3 & 4, 2009 — Workshop @ Palo Alto (This information can be found at www.peninsularail.com) 9. COMMISSION &COMMITTEE REPORTS 10.1 Burlingame Bicycle /Pedestrian Advisory Committee None. 10.2 Website/Communications Subcommittee Commissioner McDonnell stated that he would like to see a more user friendly method to arrive at the Traffic, Safety and Parking webpage from the homepage. 10.3 Neighborhood Parking Working Group Chair Bohnert mentioned that the "brainstorming" session that occurred last month wG010 very helpful for the subcommittee to prioritize all the concerns. 11. FUTURE AGENDA ITEMS 11.1 City Parking Lot Q —Possible lot re -configuration 11.2 Radar Speed Trailer —Future discussions about City procurement and use 12.00 JOURNMENT Meeting adjourned at 8:08 p.m. TO: Traffic, Safety and Parking Commission DATE: November 5, 2009 FROM: Augustine Chou, Traffic Engineer A� SUBJECT: Item 7.1 — City Parking Stall Standards Meeting Date: November 12 2009 RECOMMENDATION: Concur with staff to recommend to the City Council the revision of City parking stall standards as described below. DISCUSSION: The current city standards for parking stall dimensions and aisle widths were first adopted in May, 1962. At that time, the standards were considered consistent with the dimensions used to accommodate cars of that era. Since that time, the trend in transportation engineering and parking technology has been to modify the overall sizes of parking stalls to better reflect the increase use of smaller vehicles. Engineering staff is currently revising the existing parking stall standards for the City by reducing the standard size parking stall from 9'.0" wide by 20'4' long to 8'-6" wide by 18'-0" long. A survey of the standards for other cities shows that the new proposed dimensions are currently being used by the majority of the surveyed cities. Those cities are: ® Belmont ® Menlo Park ® Millbrae ® San Mateo ® South San Francisco Staff feels that the revised standards will better reflect the more common use of modern, smaller vehicles with shorter doorswings. Staff is seeking concurrence from both the Traffic Safety and Parking Commission and the Planning Commission before gaining approval from the City Council. Once approved, Planning and Engineering documents as well as City municipal codes will be updated to reflect the change.
