ACKNOWLEDGEMENTS Introduction of New Commissioner, Caroline Serrato Chair Bohnert welcomed Lieutenant Caroline Serrato to this Commission. Commissioner Serrato introduced herself as a Burlingame resident and member of the Hillsborough Police Department. She explained about her experience in setting up bike safety programs for schools grant writing, and welcomed the opportunity to serve Burlingame. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of March 12, 2009 as submitted. M/S/C: Londer/McDonnell; 3/0/2 (Serrato —abstained; Noworolski not present) 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 City Lot X — Parking lot metering/paybox Mr. Chou presented a staff report seeking public and Commission comments consideration to convert City Lot X from a free parking lot to a pay lot. She added that meters that reset would be great. Ms. Giorni reiterated that as a green -sustainable gesture, the City should encourage people to walk and bike more often. INFORMATION/DISCUSSION ITEMS FROM COMMISSION AND STAFF 8.1 Traffic Engineer's Report 8.1.1 Transport ation Development Activity (TDA) Article 3 Grant Applications —Verbal Update Mr. Chou report ed that the City's submission for TDA grants (Broadway Pedestrian Over -Crossing Sidewalks and the Carolan Avenue Bike Route Signs) were looked upon favorably by the scoring committee, and the grants were awarded. He added that the projects scored 4th and 5th out of 16 accepted submissions. Chair Bohnert congratulated Mr. Chou and commended him for his efforts. 8.1.2 California Drive Signal Controller Upgrade Project — Verbal Report Mr. Chou reported that a preconstruction meeting and occurred; and, that some work has begun by the contractor. 8. 1.3 Bayshore Highway Signal Interconnect Project —Verbal Report Mr. Chou reported that this project has not gone out to bid yet but he planned to advertise the project in the next week. 8.2 Traffic Sergeant's Report 8.2.1 Introduction of New Traffic Sergeant Chair Bohnert welcomed the return of Sergeant Shepley to this Commission. 8.2.2 Selective Enforcement Report Sergeant Shepley provided a DRTR Report and Selective Enforcement List. Sergeant Shepley reported that the Redfle� Program went into its trail phase on March 2; would be fully active by April 29, 2009. He phase, motorists have only received warnings. Red Light Running Enforcement 2009. COMMISSION &COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory Committee (B/PAC) Mr. Chou report ed that the subcommittee had interesting ideas that will be brought forth to this Commission. One of the ideas included aonce-per-month "family bike ride" event from Broadway over to Bayside Park, by Embassy Suites, and back to Broadway. Ice cream would them be provided to all the children participants. Preston's Ice Cream shop and Summit Bicycle shop would be involved in sponsorship. The other idea was to provide local hotels with resources for a Hotel Program. This would enable visitors to explore Burlingame and the recreational areas such as Coyote Point by bicycle. 10.2 Downtown Specific Plan (DSP) Commissioner Londer reported that there was no this subcommittee may not have any further Department. 10.3 Website/Communications Subcommittee Bike Loan surrounding meeting this past month, and that meetings as per the Planning Commissioner McDonnell stated that he reviewed several municipal websites and many of them did not offer a traffic webpage. DISCUSSION: The City received an email message from resident, Laurie Friedman, regarding the on - street parking situation along Capuchino Avenue between Broadway and Lincoln Avenue. The concerns focus mainly on various large vehicles parked either for extended periods, or are commercial vehicles which usually aren't expected to be parked in a residential neighborhood. After the initial submission on April 3, 2009, the request was responded to by Police Sgt. Shepley, via email on April 8, 2009. Copies of the correspondence are attached. In an effort to further address the concerns, staff has been working with Ms. Friedman to schedule time for her and her neighbors to present these and any other concerns to the City in a public forum. Staff anticipates that the goal of this, and any subsequent meeting, is to allow the neighborhood the chance to present their concerns personally; and, work with the City to find workable solutions which can be implemented by City staff. This is of great concern to myself and my neighbors on Capuchino and I wanted to contact you directly. Please see the comment below: I live on Capuchino Avenue, between Lincoln and Broadway. This is a very narrow, one-way street with parking on both sides of the street. Living on this street has become most unpleasant due to the number of over -sized commercial vehicles parking in front of residences. These vehicles are operated and parked by people who live on Capuchino and desire to park near their homes. However, we now have, at all times: 1. Two large, bright blue Super Shuttle vans L One D&M Motors tow truck 3. One very large flat bed tow truck (certainly over the weight limit). 4. An oversize and raised Hummer (private, not commercial) 5. Various other commercial vans, at various times. The tow trucks are often parked in the red zone in front of 1235-1237 Capuchino. These vehicles make it very difficult to get in and out of driveways and impede traffic on the very narrow street. We can hear, at all hours of the night, the loud engines and back up alerts from the tow trucks. The Super Shuttle vans are not over the weight limit for Burlingame residential streets, however, the tow trucks must be over the limit. Can something be done to remedy this situation? We pay property taxes and choose Burlingame as our home because of the quiet residential streets. Living near the commercial district at Broadway means that there is, of course, more traffic, but I don't see why we have to live on a street that is more like a commercial parking lot than a residential neighborhood! This situation affects the ambiance, neighborhood cohesion, and, most importantly, the safety of everyone living on this block. Can the weight limit be lowered for a narrow, one-way residential street? Can vehicles with commercial logos be banned from parking overnight in residential areas? Can we work to get parking on just one side of the street? Capuchino is just too narrow to accommodate all these urban and commercial uses. Please advise how we can initiate a process to better regulate traffic and parking on narrow, one- way streets in Burlingame, including Capuchino!! Laurie Friedman SYA Group, lnc. 1126 Broadway Avenue, Strife #4 Burlingame, California 94010 650-373-7747 The following is Sergeant Don Shepley's response to the initial request by Laurie Friedman (1200 Block of Capuchino) via the City's Comcate Service. My name is Don Shepley and I am the City of Burlingame's Tranic Director. My team consists of our parking enforcement staff and two traffic officers. I will work closely with my staff to see what we can do to help lessen the negative impact illegally parked vehicles are having on your neighborhood. I will also be asking the patrol supervisors to have their teams monitor this area by adding the area to our selective enforcement list. We will specifically monitor the area for red zone violations and vehicles violating weight restrictions. If it appears vehicles are being stored on your street in excess of 72 hours, we can address that issue as well. You can contact our front office (7774100) to request our parking enforcement officers check the vehicles. You will need to have the location, license plates, color, and make of the vehicle for our front office. Please be aware that we check abandoned vehicles Monday through Friday and will not check the vehicle untili the next business day after you call. We also provide up to a 24 hour grace period. In other words, we do not tow after 72 hours the marking but up to 96 hours and only Monday through Friday. There are issues you have brought up that my staff has no impact over. There are no prohibitions for parking a company car at a private residence. This would be true of the SuperShuttle vans and tow trucks weighing less than 10,000 lbs. I checked your neighborhood today, and was only able to locate the Hummer you write about. I agree the Hummer is very large. However, there is nothing illegal about parking it on your street as there are restrictions that would apply to the Hummer from the California Vehicle Code (CVC) or the Burlingame Municipal Code. You are correct in saying that over weight vehicles cannot be parked in a residential neighborhood. The majority of the 1200 block of Capuchino is zoned as residential. The South end of the block is zoned commercial. Vehicles over 10,000 lbs cannot be parked in a residential district. You would be surprised to discover how large a vehicle has to be to have a weight of 10,000 lbs. Many vehicles that are perceived to be over 10,000 lbs are not. Our staff would have to inspect each vehicle in question to determine if they are over 10,000 lbs. It is my understanding that the tow driver from D&M that lived on your block no longer lives there. I hope this takes care of the issue you have had with D&M. I am also hopeful that this will remove the flatbed tow truck from your block as well. I would like to ask your help in this matter. First of all, the issue of restricting parking on one side of the street or restricting weight limits even further would be a question for our Traffic Engineer. I have spoken with him and he invites you to contact him. His name is Augustine Chou and he can be contacted at: (650)558-7230. There are no restrictions on back-up warning devices. Also, there is little chance the engine noise you are hearing would be in violation of the CVC. If you are able to get company names, and/or license plate numbers, of vehicles which regularly parking in your neighborhood, and create nighttime disturbances, I would be willing to contact the companies. I would ask these companies to change their business practices in the spirit of being a good neighbor. It is possible they do not realize they are disturbing the peace of the neighborhood. CURRENT BUSINESS -ITEM 7.2 TO: Traffic, Safety and Parking Commission DATE: May 8, 2009 FROM: Augustine Chou, Traffic Engineer " SUBJECT: Item 7.2 — G!Ibreth Road Parking. Limits Meeting Date: May 14, 2009 RECOMMENDATION: Staff seeks Commission concurrence to recommend to City Council the following changes to the on -street parking restriction along G!Ibreth Road between Mahler Road and Cowan Road. • Removal of the 4 -HOUR PARKING - 8AM to 6PM restriction on the east side. As part of the Traffic Engineer's authority, the following existing restrictions will be retained and new restrictions implemented. • Retention of the NO PARKING —10PM to 6AM restriction on the east side. • Retention of the current parking restrictions along the west side of G!Ibreth Road, next to US101. • Implementation of new height restrictions, with posted signs, along the east side in place of the recommended removed parking restrictions. DISCUSSION: The City received comments from the management of Interstate Batteries (1680 (, !Ibreth Road) regarding the parking I!m!tat!ons and t!me limits along the street. Their primary concern, under the current restrictions, is that full-time employees who park on the street cannot do so without receiving citations for violating the posted parking time limits. The request is for the City to re-examine the restrictions to see if accommodations may be made to allow employees to park on the street for more than the posted 4 -hour limit. Staff conducted several ! field meetings with the management of Interstate Batt eries and determined that the business site has dedicated on-site parking for customers; however, they must share the limited number of spaces with other businesses on the entire property. It was further determined that each business is assigned a specific number of on-s!te spaces for customer parking. Discussions with the managers established that the number of employees and customers typically exceeds the available spaces on the property. As a result, employees are asked to park on the street and leave the on-s!te spaces for customer convenience. The field investigations also confirmed that G!Ibreth Road is currently signed with the following signs, which are posted on both sides of G!Ibreth Road from Mahler Road to Cowan Road. 4 -HOUR PARKING 8AM to 6PM Except Sundays & Holidays Page 1 of 2 S:\A Public Works Directory\TSP Commisslon\Staff Reports1200915-1409 SR -7.2 Gilbreth Timelimit.doc The parking situation along Gilbreth Road has been a recurring issue for the Engineering staff, Police staff, and the Commission over several years. Other businesses along Gilbreth besides Interstate Batteries have asked for City assistance to exam the day time parking conditions. In response, the City has implemented several parking restrictions over the years, with the existing restrictions being the most current attempt at solving the several problems which exist there. Those problems are the following: • Long-term storage of large 18-wheel/big rig vehicles • Long-term parking of taxis and limousines After the most recent round of staff evaluations, it was determined that a possible solution to address the long-term parking of the big -rigs is to replace the existing 4 -hour parking restriction with a vehicle height restriction on the east side of Gilbreth Road. This action would remove large vehicles from the east side of the street and also improve the sight visibility for cars exiting from the business driveways. Additionally, this action would give business employees the opportunity to park on the side closest to their establishments for more than the current 4 hours. Staff feels that the retention of the NO PARKING — 10PM to 6AM (overnight parking) restriction along the entire street would continue to address the problem of stored vehicles. Therefore, that restriction is proposed to be unchanged. Regarding the matter of taxi and limousine storage on City streets, Police staff is currently working with the Code Enforcement staff to control this situation. Efforts are being carried out to make sure that such businesses demonstrate their ability to maintain and store their fleet within the business property, or make arrangements with other properties. The attached chart is a simple comparative analysis showing estimated cost for purchase and installation of parking meters, meter poles, pay station, and pay station shelter. The chart also shows projected maximum revenue possible if certain parking rates were applied. This projected maximum amount is based on ideal circumstances using several ideal assumptions. The assumptions are as follows: ® All 56 "chargeable" spaces are occupied for the full 8 hours, every day of the "effective" year. ® The "effective" year is 300 days — six days per week, 52 weeks per year, less 12 holidays. Staff caufiions that any cost analysis of the projected revenues from meters or pay stations must take into account that there will be a drop in use of the lot based solely on the fact that parking is no longer free. As discussed in the previous TSPC meetings, staff has determined that converting Parking Lot X from free to fee-based parking will no longer be considered at this time. This is based on analyses regarding orri �pancy and types of users. The Commission also concurred with staff that implementation of fee-based parking would most likely also drive motorists from the lot to surrounding streets. This analysis is being provided because a majority of the Commission requested staff to produce informational data on costs as a reference.
