the Commission. The Ralph M. Brown Act (the State -Local Agency Open Meeting Law) prohibits the
Commission from acting on any matter that is not on the agenda. Speakers are requested to fill out a
"Request To Speak" card located on the table by the door and hand it to staff. The Commission
Chairperson may limit speakers to three minutes each.

6. PUBLIC COMMENTS
Ms. Giorni provided a copy of the San Francisco Bicycle Coalition Bikes Onboard Caltrain
News flyer. This flyer sought support of increasing bicycle capacity on Caltrain trains and
asked that this Commission email Mark Simon of their support for this effort.

8. INFORMATION/DISCUSSION ITEMS FROM COMMISSION AND STAFF
8.1 Traffic Engineer's Report
8.1.1 Easton DriveNancouver Avenue Centerline dots/striping consideration —Verbal
Update
Mr. Chou reported that field studies and observations were done at this 5 -legged
intersection. He said that staff would coordinate with the Streets Division
personnel to install a short centerline as a "test line" on the east side of Easton
Avenue heading west. The Commissioner concurred with the installation of a test
line.
8.1.2 Transportation Development Activity (TDA) Article 3 —Grant Applications —Verbal
Update
Mr. Chou reported that the TDA Grant Application packets for the Broadway
Pedestrian Over -Crossing Sidewalks and the Carolan Avenue Bike Route Signs
were ready and would be submitted the next day, Friday January 9, 2009.
8.1.3 California Drive Signal Controller Upgrade Project —Verbal Report
Mr. Chou reported that the project is prepared to be advertised at the end of the
month; and, that the selection of a contractor should occur next month, with
construction beginning 45 days after that.
8.1.4 Bayshore Highway Signal Interconnect Project —Verbal Report
Mr. Chou reported that it was anticipated that the project would be prepared to be
advertised at the end of January or early Febr��ary with the selection of a
contractor the following month.
8.2 Traffic Sergeant's Report
8.2.1 Introduction of new Traffic Sergeant
Mr. Chou introduced Sergeant Dawn Cutler and welcomed her to this
Commission.
Sergeant Cutler provided citation information for December 2008. Sergeant Cutler
also indicated that she was open to requests for any additional reports or
information the Commission would like her to provide.
Chair Bohnert sought input from the Commissioners.
Commissioner Noworolski requested data of meter revenue versus parking
citation revenue. Sergeant Cutler said she would try to obtain this information for
the next meeting.
8.3 Commissioners' Comments and Concerns
8.3.1 Future Commission Goals and Objectives for 2009
Chair Bohnert expressed a goal of utilizing the website to promote interest and
attendees for the Traffic, Safety and Parking Commission meetings and to be
further utilized as a public resource. Mr. Chou reviewed various web links within
the Burlingame website. Various ideas were expressed to better utilize the
website. Asub-committee will be formed to address this need.
Chair Bohnert sough input from the Commissioners.
Commissioner McDonnell expressed the goal of seeing the Red Light Camera
Program in place and expanded. Commissioner McDonnell said he would also
like to see signs as a means to replace the radar trailer.
Commissioner Louder expressed his concern that parking issues were discussed
at the Council Meeting regarding Walgreens, yet the Commission was not part of
that discussion. Chair Bohnert added that this occurred during the Safeway
meeting also. Mr. Chou explained that there was staff representation and that it
would be the Council who would appoint commissions and commissioners for
involvement and representation at such meetings.
Commissioner Noworolski expressed the need to look at parking rates and
durations.
Commissioner Loader would like to explore the use of meter to pay box in various
parking lots as a means to increase revenue.
Commissioner Noworolski had Mr. Chou demonstrate the use of Google Maps
Street View and how this could a beneficial visual when Commission matters are
being discussed. Mr. Chou reported that the laptop was an available visual aid in
Council Chambers going forward.
8.3.2 Miscellaneous Comments and Concerns
None.
9. COMMUNICATIONS
9.1 Stop sign petition for Martinez Drive and Toledo Drive

Chair Bohnert advised the Commission that he could not continue to serve on the
DSP sub -committee. He added that a discussion to fill the sub -committee vacancy
would be conducted when all Commissioners were present.
