APPROVAL OF MINUTES - Motion: To accept the minutes of August 12, 2010 as submitted M/S/C: Akers/Londers; 4/0/1 (Commissioner Simonson absent) 6. PUBLIC COMMENTS Ms. Giorni offered a suggestion regarding traffic detours when the PUC waterline project work closes lanes on EI Camino Real. Ms. Giorni also suggested that the City ask Caltrans to pay for the noticing to residents regarding the detours. 7. CURRENT BUSINESS None. 8. Information/Discussion Items from Commission and Staff 8.1 Traffic Engineer's Report 8. 1.1 Broadway Interchange Project —Public Meeting Announcement Mr. Chou reported that there would be a meeting on Wednesday, September 15tH at 6:00 p.m. in the Lane Room regarding this project. He said that this meeting would be interesting and informative. He added that is would be in a workshop format with a short slideshow presentation in between. Along with the project design staff and environmental staff, there would also be drawings, renditions, and plans for the public to view. The Commission was also reminded that the EIR was open for comment until September 29tH 8.1.2 Various School Safety Improvements —Verbal Report Mr. Chou reported that city staff had implemented several safety improvements at four elementary school sites (Washington School, McKinley School, Lincoln School and Franklin School) in coordination with the beginning of the new school year. 8.2 Traffic Sergeant's Report 8.2.1 General/Selective Traffic Enforcement Report —Staff Update Officer Witt reported that the school year opened with a minimal number of cV1 plaints. Officer Witt stated that the Broadway Pet Parade will be occurring on September 25t" and that Broadway would be duly noticed regarding the closure. Officer Witt briefly mentioned that a private individual had been directing traffic at Adeline and Avarado for Mercy High School, but that the use of that individual was not in compliance with the Municipal Code. He stated that this issue is being addressed and that any complaints regarding Mercy High School should be directed to him directly. 8.3 Commissioners' Comments and Concerns Commissioner Londer mentioned that he received a complaint from Elaine Garcia, 500 Ahmer Road. Officer Witt stated that the issue has since been resolved and asked that any further communication be directed to him directly. 9. COMMUNICATIONS None. 10. Commission &Committee Reports 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) None. 10.2 Website/Communications Subcommittee Commissioner Akers reported that he met with Mr. Chou and discussed the general direction of the website. He said that they plan to modify some of the language and hope to have a mock up or live update of the page for next month's meeting. Commissioner Akers recommended that the Commissioners' email addresses be added at the end of the agendas. 10.3 Neighborhood Parking Working Group Chair Noworolski reporting that the committee met briefly discussed the October Burlingame Avenue 2 -hour Parking Evaluation. Mr. Chou stated that this agenda will likely be pushed back further. The BID was also on "hold" for at least a month due to the close number of protests/support on this matter at the last Council meeting. 11. FUTURE AGENDA ITEMS 11.1 EI Camino Real/Floribunda Avenue Left -Turn Caltrans Project (October) 11.2 Burlingame Avenue 2 -Hour Parking Evaluation (November/December) 11.3 Adeline Drive/Cort ez Avenue Ped Safety Measures (October) Commissioner Akers asked that we look at peninsula corridors —particularly the sidewalks on EI Camino Real and asked that this be added to a future agenda. 12.ADJOURNMENT 7:35 p.m. TO: Traffic, Safety and Parking Commission DATE: October 12, 2010 FROM: Augustine Chou, Traffic Engineer SUBJECT: Item 7.1 — Adeline Drive/Cortez Avenue pedestrian Safety Measures RECOMMENDATION: To concur with staff on the following items: Meeting Date: October 14 2010 • Continue to monitor the pedestrian crossing situation and make adjustments to signage as necessary. • Conduct periodic engineering speed checks along this portion of Adeline Drive. • Coordinate with Police staff to place this portion of Adeline Drive on the selective enforcement list. BACKGROUND: A request came before the City regarding installation of pedestrian safety measures at the intersection of Adeline Drive and Cortez Avenue. At the May 13, 2010 Traffic Safety and Parking Commission meeting, it was determined that new SCHOOL CROSSING and SCHOOL SPEED LIMIT signs would be installed at the Adeline Drive approaches to the intersection. The new signs were installed in September, at the beginning of this school year. It was also discussed that a follow up study would be conducted to see if additional signage or safety measures should be considered as the new school year progresses. The matter of considering marked crosswalks would not be entirely eliminated until after the results of the follow up study were examined. DISCUSSION: Staff conducted a follow up study at the beginning of October, approximately one month after the start of the new school year. The study was done at this time to allow for both drivers and pedestrians to get used to the new signage. The follow up study was taken Tuesday through Thursday (10/5 — 10/7). Study times took into account the varying start and dismissal times, and are as follows: 8:15-8:45 AM, 10:30-11:00 AM, 1:45-2:15 PM, and 2:45-3:15 PM. A review of the data showed that the 8:30 AM school start time for Lincoln School was the highest pedestrian count. For the 30 -minute period (8:15 AM to 8:45 AM), the pedestrian count was 21 people crossing Adeline Drive. The counts done during the other time periods were significantly lower. Staff had also conducted a preliminary pedestrian study at Adeline/Cabrillo for comparison. This study confirmed that a higher number of pedestrians are using the all -way stop controlled intersection crosswalks than at Adeline/Cortez. During the time period of 8:15 AM — 8:45 AM, the study showed that 34 people crossed Adeline Drive. This may indicate that pedestrians are choosing to take advantage of the added safety that the all -way stop controls provide. Staff also observed that an occasional driver would tend to accelerate between stop sign controlled intersections. This was particularly true for eastbound Adeline traffic from Cabrillo to Balboa during the afternoon study times, usually after 3:00 PM. Painted crosswalks should not be used as visual "warnings" to drivers to slow down. Instead, they are used to inform pedestrians that a particular location is the recommended point of crossing. Such a recommendation is typically based on engineering evaluation to determine the safest location for pedestrians to cross a street. If Adeline Drive has a perceived speeding problem between the stop -controlled intersections of Adeline/Cabrillo and Adeline/Balboa, it would be unsafe to install marked crosswalks at the uncontrolled intersection of Adeline/Cortez. The marked crosswalks would not serve to "warn" drivers to slow down; and, more importantly, this action would have the appearance of the City implying to pedestrians that this particular intersection is as safe to cross as the other marked crosswalks. Staff feels that the City should continue on-going monitoring of this location —and, if deemed necessary, other more appropriate advanced -warning measures should be considered such as additional or different signs. Staff will also have this portion of Adeline Drive placed on the selective enforcement list (during the 3:00 PM — 4:00 PM time period) as a short-term measure to curb periodic speeding. DISCUSSION: At the request of the Town of Hillsborough, Caltrans has begun the process of evaluating the feasibility of installing dedicated left -turn lanes (also known as "protected left -turn pockets") along EI Camino Real, at Floribunda Avenue. The analysis was initiated after both Caltrans and Hillsborough reviewed collision data for the intersection. Caltrans is also seeking input from the City of Burlingame since a portion of this intersection also falls within the city limits. As part of design analysis process, Caltrans has provided four preliminary designs for input and comment. Each draft design was put together to address safety concerns as well as right-of-way and tree concerns from both cities. Design layout plans and roadway cross-section plans are included in this staff report. A Caltrans "Summary of Impacts" sheet is also attached. The designs are summarized as follows: ® Design A: Split signal phasing only. No changes to lane configurations and no roadway construction. ® Design 13-1: Construction of standard length dedicated left -turn lanes for both northbound and southbound ECR. Roadway widening to occur on both sides of ECR. ® Design 13-2: Construction of short dedicated left -turn lanes for both northbound and southbound ECR. Roadway widening to occur on both sides of ECR. ® Design 13-3: Construction of standard length dedicated left -turn lanes for both nort hbound and southbound ECR. Roadway widening to occur only on Hillsborough sides of ECR. ® Design 134: Construction of short dedicated left -turn lanes for both nort hbound and southbound ECR. Roadway widening to occur on Hillsborough side of ECR. Designs 13 -3 and B-4 are the preferred designs by Burlingame city staff; and, was included as possible design considerations after city staff requested Caltrans to take into account saving trees along EI Camino Real. Staff will collect any comments that the Commission may have and incorporate them into the overall City response to these designs. Staff will also be presenting these draft designs to the Beautification Commission for comments and input. Once all the comments are collected and incorporated, Caltrans will take the final design to the city councils of both Burlingame and Hillsborough for final comments.
