CURRENT BUSINESS of Commissioner Serrato's first name from "Carolyn" to 7.1 Parking Lot C Stormwater Green Streets Parking Lot Project —Update and Discussion Mr. Chou introduced City staff members Jane Gomery, Program Manager, Lisha Mai, Assistant Engineer and Bill Lowry, Senior Inspector. Staff gave a presentation on the current configuration and new configuration of Parking Lot C Stormwater Green Streets Project. Construction is scheduled to begin Monday, January 18, 2010, weather permitting. Blossom Valley Construction also had representatives on hand to answer questions pertaining to construction. Chair Noworolski opened the floor for public comment. Audience members asked for clarification of closure dates and whether or not available meters would be operational during this period. Commissioners Serrato, Louder and Noworolski expressed their support of this project. Mr. Chou mention_ ed that resurfacing and repaving the lot is not part of the project as it is not covered by the grant which is funding this project. He stated that resurfacing/repaving would be included in a future project likely in the summer or fall. 7.2 Burlingame Avenue 24-Minute/Short-term Parking Evaluation —Update and Discussion Mr. Chou presented raw data of an on-going 24-minute/short term parking space study in the downtown Burlingame Avenue area. The data was for aone-day segment which was conducted on Wednesday, January 6, 2010 between the hours of approximately 11:00 am and 2:00 pm; and, showed the percentage of time a space was occupied during the study time period. He said that the full study would be completed by the next meeting and a full analysis would be presented then. 8. Staff Reports 8.1 Traffic Engineer's Report 8.1.1 City Parking Lot HConversion —Staff Update Mr. Chou report ed that City crews were nearing completion of the project to convert Lot H from a free lot to long-term pay box lot. He reported that on January 19, proper signage will be posted, followed by a grace period prior to enforcement. On February 1, the lot would be operational. 8. 1.2 101 Auxiliary Lane Project —Staff Update Mr. Chou reported that the bulk of this project is complete except for the work at the Broadway POC landing. That part is waiting on the arrival of new traffic signal equipment. Mr. Chou stated that Caltrans expects this portion of work to be done by late February or early March, and that the chain link fence and K -rails will be removed from the site then. 8.2 Traffic Sergeant's Report 8.2.1 Ray Drive/EI Camino Real Intersection Evaluation —Staff Update None. 8.3 Commissioners' Comments and Concerns 8.3.1 Miscellaneous Comments and Concerns None. COMMUNICATIONS Mr. Chou stated that in the coming months there would be discussion regarding the Burlingame Avenue parking situation and the time limits of meters. He added that the discussions would include speaking with businesses. Chair Noworolski advised the Commission that there was yet another accident that he was aware of at Ray Drive and EI Camino Real. 10. COMMISSION &COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that there was no meeting for this month. He said that typically durinW the winter months there are no bike projects. Mr. Chou added that in the next couple of months, the committee would begin to discuss potential projects. 10.2 `Jqebsite/Comm unications Subcommittee None. 10.3 Neighborhood Parking Working Group None. 11. M/S/C: Noworolski/Serrato; 2/0/1 (Commissioner Louder abstained) 13.ADJOURNMENT: 7:37 PM TO: Traffic, Safety and Parking Commission DATE: February 9, 2010 FROM: Augustine Chou, Traffic Engineer SUBJECT: Item 7.1 — Burlingame Avenue 24 -Minute Parking Meeting Date: February 11, 2010 RECOMMENDATION: Staff recommends that the existing 24 -minute spaces not be reduces or replaced with 1 -hour parking. Staff further recommends that the commission evaluate and discuss the benefits and liabilities of re -allocating existing 24 -minute spaces along Burlingame Avenue for a more even distribution. DISCUSSION: Recently, a 24 -minute parking study was conducted for Burlingame Avenue. The purpose of the study was to determine if the current configuration and number of spaces along Burlingame Avenue is sufficient or needs modification. The study was conducted over a 4 -day period (1/6/10, 1/7/10, 1/9/10 and 1/12/10). The days of the study were a typical Tuesday, Wednesday, and Thursday. A Saturday evaluation was also done to provide data for a typical weekend pattern. The study was taken during the time periods between 1 1A and 2PM for each day. Only one corner of all the intersections of Burlingame Avenue had more than on 24 -minute parking space. The northwest corner of Burlingame Avenue and Primrose Road (by the "smoke" shop) has four spaces. The occupancy of these four spaces ranged from 54% to 96% over the study period. This shows that there is consistent usage of the 24 -minute spaces at this location. Similarly, a review of the collected data shows that for the study period, the other 24 -minute spaces alonW Burlingame Avenue experience occupancy rates of between 79% and 96%. This also indicates that the current spaces at these locations are being well -utilized. Based on the recorded usage, staff does not feel that any of the existing 24 -minute spaces should be replaced with 1 -hour parking. The collected data shows that there is a demonstrated need for these spaces in their current locations. The Commission may, however, wish to discuss whether or not there is merit to the idea of relocating some of the current spaces or adding new ones adjacent to the existing locations. Exhibit 7.1-A shows the tabulated data for the study, while Exhibit 7.1-13 shows the location of each of the 24 -minute spaces in the study. A similar study of Howard Avenue is also being conducted; however, the results have not yet been fully evaluated for this staff report. As of Thursday, January 28, Caltrans and its contractor, DeSilva Gates, began work on the Broadway POC landing. Advanced warning signs and changeable message boards were placed to advise motorists of the work, as well as provide detour information for alternate routes to get over the Broadway overpass. It is anticipated that the construction work will last until early to mid March. The work involves the following: ® Demolition of the existing "pork chop" island for the free right turn of northbound Rollins onto the eastbound Broadway overpass. ® Construction of a new POC landing at the corner of Rollins and Broadway. ® Construction of new curb, gutter and sidewalk at the above corner, moving the entire corner farther into the intersection. ® Installation of new traffic signal poles and mast arms at the above corner. • New pedestrian marked crosswalk and pedestrian signals at the above corner. In order to connect up the new traffic signals, Caltrans advised the City that the intersection would experience aone-day complete signal shutdown lasting between 6 hours and 10 hours, depending on weather and field complications. This work is planned for February 16, again barring any weather delays. Police and Engineering staff are working to coordinate traffic control for the anticipated shut down. Q D /• • ••1 • •• • �� 0 TO: PUBLIC WORKS DEPARTMENT Traffic Safety &Parking Commission Augustine Chou, Traffic Engineer February 9, 2010 SUBJECT: Gilbreth Road Parking Restriction Update This is a brief update for the Commission regarding the change in parking restrictions along Gilbreth Road. At its May 14, 2009 meeting, the Commission concurred with staff to implement the changes on Gilbreth Road, as outlined below. ® Removal of the 4 -HOUR PARKING - 8AM to 6PM restriction on the east side. ® Retention of the NO PARKING —10PM to 6AM restriction on the east side. ® Retention of the current parking restrictions along the west side of Gilbreth Road, next to US101. • Implementation of new height restrictions, with posted signs, along the east side in place OT the recommended removed parking restrictions. The parking situation along Gilbreth Road has been a recurring issue for the Engineering staff, Police staff, and the Commission over several years. Businesses along Gilbreth have asked for City assistance to exam the daytime parking conditions. The problem has been the long-term storage of large 18-wheel/big rig vehicles and long-term parking of taxis and limousines on Gilbreth, thereby denying business employees access to on -street parking. In response, the City implemented several parking restrictions over the years. But in finding a solution, the 8" hour employees have also penalized. At the March 14 TSPC meeting, it was determined that a possible solution to address the long- term parking problem, as well as the concerns of the 8 -hour business employees, was to replace the existing 4 -hour parking restriction with a vehicle height restriction on the east side of Gilbreth Road. This action would remove large vehicles from the east side of the street and also improve the sight visibility for cars exiting from the business driveways. Additionally, this action would give business employees the opportunity to park on the side closest to their establishments for more than the current 4 hours. Staff will be presenting this item as an ordinance to the City Council on an upcoming agenda for their adoption.
