ROLL CALL. 4 of 4 Commissioners present. 4.1 Proclamation for Michael Bohnert, Resigning TSPC Commissioner Vice Chair Noworolski stated that former Commissioner Bohnert was unable to attend this evening's meeting and the proclamation will be mailed to him. 5. Page 1 of 4 f CURRENT BUSINESS 7.1 24-Minute/Short-term Parking on Burlingame Avenue Mr. Chou reported that the occupancy rate of the 24-minute/short-term parking spaces will be looked at in the next few months. Given that this was the holiday season, he added that the study period would have to be focused more on the January/February timeframe. Mr. Chou added that the peak times of the study would be from 11:00 am to 2:00 pm on a typical Tuesday, Wednesday, Thursday and Saturday in order to get an accurate "snapshot" of occupancy. He said that the similar spaces on Howard Avenue would also be looked examined. 8. Information/Discussion Items from Commission and Staff 8.1 Traffic Engineer's Report 8.1.1 City Parking HConversion —Update Mr. Chou reported that the pay machine was installed and signs were being fabricated. He stated that installation should be completed by mid-January, with full operation shortly afterwards. 8.1.2 101 Auxiliary Lane Project —Update Mr. Chou reported that Caltrans has nearly completed all of the paving on US101. He added that the Broadway pedestrian/bike bridge landing on the west side still needed new signal installation, which may occur by March. 8.2 Traffic Sergeant's Report Sergeant Shepley reported that many of the City's meters and pay boxes are becoming obsolete; and as a result, replacement parts are becoming unavailable. He added that this would affect how the Police Department looked at future purchases of additional or replacement meters and pay boxes. Sergeant Shepley also reported that there has been limited interest in the Residential Parking Permit Program since the program was adopted. 8.3 Commissioners' Comments and Concerns 8.3.1 Miscellaneous Comments and Concerns Commissioner McDonnell commented on the large overhead traffic signs at Rollins Road and Broadway. Specifically, he wanted to know if anything would be done about the double -right turn arrow indications on the overhead sign for drivers turning onto Rollins for southbound US101 and Cadillac Way. He said that the signs seemed confusing for drivers wanting to go to southbound US101 Page 2 of 4 because they currently have to know that the inner right -turn lane is for the freeway, while the outer right -turn lane is for Rollins and Cadillac Way only. Mr. Chou stated that Caltrans would be addressing this situation as part of their work on the Broadway pedestrian/bike bridge landing. He said that Caltrans would be restriping the lanes to indicate a single right -turn only lane with signage to match the traffic direction. Commissioner McDonnell mentioned that parents were still double-parking in the bike lanes on Howard Avenue and suggested that signage be posted indicating that this is against the law. Mr. Chou said that he would coordinate with Sergeant Shepley to approach the school to educate the parents, as well as consider sign installations and discuss enforcement. Commissioner McDonnell raised the concern of vehicles travelling north on Park Road unaware that the Farmer's Market was occurring, resulting in vehicles making u -turns where there was a lot of pedestrian traffic. He recommended that signs be posted to warn drivers that the street was closed mid -point for Farmers Market and to exit through the Post Office parking lot. Vice Chair Noworolski inquired as to the follow-up on his concerns about the number of accidents at Ray Drive and EI Camino Real, Mr. Chou said that he would make sure to have this item on the next agenda for discussion. 9. COMMUNICATIONS Commissioner Louder stated that he had been approached about a traffic circle at Crescent Avenue and Newlands Avenue. Mr. Chou explained that staff had a request by a resident to look into how to improve traffic flow around this old, non-standard traffic circle. He added that some signs were installed, but that he already received comments from another resident on the effectiveness of the new signs. Mr. Chou said that additional improvements would still be needed and that other improvements were forthcoming. Commissioner Londer said that he would respond back to the resident and will bring this item back to the Commissioner if further suggestions for improvements could be looked at. 10. M/S/C: Noworolski/Conder; 4/0/0 13.ADJOURNMENT - 7:45 p.m. TO: Traffic Engineer —Augustine Chou FROM: Program Manager — Jane Gomery DATE: January 8, 2010 SUBJECT: Review of Public Parking Lot C off Donnelly Avenue Construction will begin this month for the Stormwater Green Streets project in Parking Lot C off Donnelly Avenue. Last year the Traffic Safety and Parking Commission reviewed the design for this project. The City of Burlingame obtained a Green Streets and Parking Lots Grant for a storm drainage demonstration project at public parking Lot C off Donnelly Avenue. The goal of this project is to capture storm water runoff and treat it in landscaped planter areas or rain gardens. In order to maximize the amount of collection and retention areas the parking lot will be reconfigured with one large landscaped rain garden (about 160' long x 15' wide) and an on -street curb extension garden (about 50' long by 10' wide). The current angled parking stalls and four driving aisles will be consolidated into 45 degree parking with two way driveways. This will simplify the current parking configuration and retain about the same number of stalls (81 parking stalls total) while continuing the on - street parking (four stalls). In addition disabled accessible stalls will be included to meet current code requirements. The new rain gardens will have bioswales to collect and treat storm water runoff before releasing it into the gutter and eventually the storm drain piping system. Landscaping will include native drought tolerant plants and boardwalks will allow pedestrian circulation across the planters to the parking lot. Please refer to the proposed design plan. The current angled parking stalls and four driving aisles will be consolidated into 90 degree parking with two driveways. This will simplify the current parking configuration and retain about the same number of stalls while bringing the parking lot up to current standards. The new rain garden and curb extension is pari of a Green Streets Grant for storm drainage demonstration F1 oject which aims to capture and treat storm water runoff in landscaped planter areas before releasing it into the gutter and eventually the storm drain system. The rain garden will be approximately 160' long by 15' wide and the on -street curb extension will be about 50' long by 10' wide. Landscaping for both will include native and drought tolerant plants. The rain garden will also include two boardwalks for pedestrian access. During reconfiguration of the parking lot, Parking Lot C will be fully closed to public parking. The duration of the closure will be discussed at the Traffic Safety and Parking Commission meeting on January 14t" at 7:00PM. Once the reconfiguration is complete, the majority of the parking lot will reopen to the public while installation of the rain garden and curb extension continues. The entire project is anticipated to last approximately three months, pending weather or other unforeseen delays. Please make arrangements to park your vehicle at other City parking lots during the full closure of Parking Lot C.
