PUBLIC COMMENTS Persons in the audience may speak on any item on the agenda or any other matter within the jurisdiction of the Commission. The Ralph M. Brown Act (the State -Local Agency Open Meeting Law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are requested to fill out a "Request To Speak" card located on the table by the door and hand it to staff. The Commission Chairperson may limit speakers to three minutes each. 7. CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 4 of 5 Commissioners present. (Commissioner Simonson not present) 4. ACKNOWLEDGEMENT 5. APPROVAL OF MINUTES - Motion: To accept the minutes of September 9, 2010 with the following amendments: Item 8.3 Commissioners' Comments and Concerns, delete the address of Elaine Garcia. Item 10.2 Website/Communications Subcommitt Item 11.3 Adeline Drive/Cort ee, Commissioner Akers recommended that the Commissioner's basic and contact information be added to the end of the agenda. ez Avenue Ped Safety Measures, Commissioner Akers asked that we look at pedestrian corridors —particularly the sidewalks on EI Camino Real and asked that this be added to a future agenda. CURRENT BUSINESS 7.1 Adeline Drive/Cortez Avenue Ped Safety Measure Mr. Chou presented a staff report and presentation regarding the background and installation of pedestrian safety measures at the intersection of Adeline Drive and Cortez Avenue. The staff report sought concurrence with staff on the following items: • Continue to monitor the pedestrian crossing situation and make adjustments to signage as necessary • Conduct periodic engineering speed checks along this port of Adeline Drive • Coordinate with Police staff to place this portion of Adeline Drive on the selective enforcement list Chair Noworolski opened the floor for public comment. Ms. Giorni expressed her concern regarding drivers trying to make the traffic signal while coming down Balboa Avenue to EI Camino Real. Ms. Giorni suggested that a yellow centerline on Adeline Drive could be used as a means of traffic calming. She felt that if drivers perceived the lane to be smaller, they might tend to drive slower. Motion: Move to concur with staff on the following recommendations for Adeline Drive and Cortez Avenue pedestrian safety measures: • Continue to monitor the pedestrian crossing situation and make adjustments to signage as necessary • Conduct periodic engineering speed checks along this port of Adeline Drive • Coordinate with Police staff to place this portion of Adeline Drive on the selective enforcement list 7.2 EI Camino Real/Floribunda Avenue Left -Turn Caltrans Project Mr. Chou presented a staff report seeking comments regarding the draft designs for the left turn concepts on EI Camino Real, at Floribunda Avenue. Mr. Chou presented preliminary design options from Caltrans that were requested by the Town of Hillsborough. The design options are summarized as follows: • Design A: Split signal phasing only. No changes to lane configurations and no roadway construction. Design B-1: Construction of standard length dedicated left -turn lanes for both northbound and southbound ECR. Roadway widening to occur on both sides of ECR. Design B-2: Construction of short dedicated left -turn lanes for both northbound and southbound ECR. Roadway widening to occur on both sides of ECR. • Design B-3: Construction of standard length dedicated left -turn lanes for both northbound and southbound ECR. Roadway widening to occur only on Hillsborough sides of ECR. Design B-4: Construction of short dedicated left -turn lanes for both northbound and southbound ECR. Roadway widening to occur on Hillsborough side of ECR. Discussion occurred amongst the Commissioners regarding tree impact and what would be most favorable for Burlingame. Commissioner Akers expressed support of Design B-3. Commissioner Simonson expressed support of Design B-3. Vice Chair Londer felt Design B-3 was the best plan; however, he was not in support of removing trees. Chair Noworolski felt Design B-3 was the best option, following by Design B-2. Chair Noworolski opened the floor for public comment. Ms. Giorni stated she would not choose any of the options presented and felt residents would not support these options. She also mentioned that Caltrans has been trying for 35 years to remove the trees. Commissioner Akers suggested that input be sought from McKinley School. Commissioner Simonson said that perhaps Design A (split -phasing) should be tried prior to considering other options. Commissioner Simon stated her preference for Design B-3. Commissioner Akers supported trying split -phasing first. Commissioner Serrato expressed her dislike of shutting Oak Grove Avenue and prefers trying split -phasing, otherwise she was in support of Design B-3 with the possibility of reducing it to 100' length. Commissioner Serrato also noted that Town of Hillsborough was also in favor of Design B-3. Mr. Chou stated that he would gather up the Commission's comments and provide them to Caltrans for the next step — which would be for them to formalize the designs and present them to Burlingame and Hillsborough Councils. 8. Staff Reports 8.1 Traffic Engineer's Report 8.1.1 Traffic Signal Update Mr. Chou reported receiving lots of call regarding the Broadway &Rollins Road signal. Caltrans found a faulty detector and the traffic signal issue has been resolved. 8.2 Traffic Sergeant's Report 8.2.1 General/Selective Traffic Enforcement Report — Staff Update None. (Officer Witt absent) 8.3 Commissioners' Comments and Concerns Commissioner Akers mentioned obtaining collision data from Officer Witt. 9. COMMUNICATIONS None. 10. FUTURE AGENDA ITEMS 11.1 Burlingame Avenue 2 -Hour Parking Evaluation (November/December) 11.2 EI Camino Real Sidewalks (no date established yet) 11.3 Pedestrian Corridors (January ) ADJOURNMENT 8:30 p.m. CURRENT BUSINESS -ITEM 7.1 STAFF REPORT AGENDA ITEM 7A TO: Traffic, Safety and Parking Commission DATE: January 10, 2011 FROM: Augustine Chou, Traffic Engineer ECi- SUBJECT: Item 7.1 — Goal Setting for Commission Meeting Date: January 13, 2011 RECOMMENDATION: For the Commission to discuss and establish specific goals for 2011. DISCUSSION: City Council meets annually with all City Commission Chairs and staff to discuss possible goals that each commission has for the upcoming year. The meeting is also a way for the Council to find out what has been going on with each commission, as well as what matters the Commissioners have been dealing with at the commission level. This year, the Council will be meeting with the TSPC Chair and staff on Monday, March 7. The objective of the January TSPC meeting should be to discuss and establish possible goals that this commission would like to see addressed for 2011.
