Speakers are requested to fill out a "Request To Speak" card located on the table by the door and hand it to staff. The Commission Chairperson may limit speakers to three minutes each. 7. CALL TO ORDER. 7:05 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 3 of 5 Commissioners present. 4. ACKNOWLEDGEMENT None. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of July 14, 2011 as submitted M/S/C: Akers/Simonson; 3/0/2 (Noworolski and Serrato absent) 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 Burlingame Avenue Downtown Parking (Meter Upgrades, Rate/Time Modifications) — continued discussion and updates Mr. Chou provided a brief update on the Burlingame Avenue Downtown Parking situation. He reported that the City received a proposal from Wilbur Smith Associates (WSA) to conduct an analysis updating parking occupancy, usage, and demands so that the City would have a current picture of these conditions for the downtown. He added that the analysis would also help staff develop the best approach to including smart meter technology, revised parking time -limit schemes, and public parking information in the streetscape plans. Mr. Chou explained that this discussion item was planned to be brought back to the Commission at its October meeting when the analysis is expected to conclude. He also added that there was a possibility of brief updates as needed before then. Mr. Chou concluded by saying that when the analysis is completed, WSA representatives would provide analysis results and a draft summary. Commissioner Serrato expressed the need to see the scope of work prior to the draft report being presented in October. Mr. Chou reiterated that an update on the scope of work at the September meeting. 8. Staff Reports 8.1 Engineer's Report —Report and update on various construction projects Mr. Chou gave an update on the following items: • Tenants were supposed to move in on Primrose Road as part of the Safeway project at the end of this month. However, construction was taking longer due to certain sidewalk and driveway grade issues. He said the contractor would be re -doing this work to correct the errors. • The City received comments back from Caltrans regarding the new sidewalk project around the Broadway pedestrian overcrossing; and, that staff would proceed with the bidding and construction portion shortly. • The US101/Broadway Interchange design work was now fully funded. He said it would cost $4.2 million to proceed with the full design and would take approximately 1-1/2 years. • The lighted crosswalk on Bayshore Highway, by the Hyatt, is slated for repairs and upgrades. That work is planned for the coming months, pending materials fabrication and delivery. • Funding was also received for LED flashing beacons and radar speed display signs for Trousdale Drive, at Franklin School. 8.2 Traffic Sergeant's Report — General/Selective Traffic Enforcement Report Corporal Witt reported that there were two successful DUI checkpoints this summer in which they screened nearly 3,000 cars. He added that there would be one more DUI checkpoint before the summer was over. Corporal Witt reported that the Police Department recently received several traffic complaints around Floribunda Avenue and Almer Road. He stated that, in response, this intersection was moved to the top of the selective enforcement list. Corporal Witt also reported that during this new grant cycle, the PD would be applying for a grant to fund a programmable radar speed trailer. Chair Londer commented that some cyclists reported vehicles are speeding on northbound on California Drive, north of Broadway. Corporal Witt stated that this area had been heavily enforced the last 3 months. Commissioner Akers expressed concern for pedestrian safety the Trousdale and Murchison area due to complaints of fast driving vehicles there. 8.3 Commissioners' Comments and Concerns 8.3.1 Bike Safety Workshop —Update Chair Londer gave a reminder about the Bike Safety Workshop occurring on Saturday, August 20th. The 10:00 am to 12:00 pm session is free and the 12:30 — 2:00 pm session is $30 per person. Reminders would be sent via eNews. Other Concerns and Comments None. 9. COMMUNICATIONS None. Comm &COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou report ed that B/PAC met and discussed looking at new streets to consider adding as Class II bike lanes. He stated that the Committee was looking at perhaps Bloomfield Road, from Burlingame Avenue to Peninsula Avenue. 1U14 Website/Communications Subcommittee Commissioner Akers acknowledged Mr. Chou for developing three traffic safety informational pamphlets which would eventually be included on the website once the language and content is finalized. 10.3 Pedestrian Corridors Subcommittee Mr. Chou reported that a work order went out to install a marked crosswalk at Oak Grove and Ansel Road. He said that this work was still planned to occur in the next few weeks. 10.4 Neighborhood Parking Working Group Commissioner Akers mentioned that an email was sent to the Secretary of DBID to reach out for a meeting with them. He said that as of yet, he had not gotten a response. 11. FUTURE AGENDA ITEMS 11.1 Discussion of Electric Vehicle Charging Station (September) 11.2 Parking Meter and Rate/Parking Limit Modifications Updates (September) 11.3 Burlingame Avenue Downtown Parking Analysis (October) 11.4 Short-term parking around Lot G/Howard/Primrose area (October) 11.5 Alternate parking lots uses: Post Office & others (Date pending) 12.ADJOURNMENT 7:59 p.m. CURRENT BUSINESS -ITEM 7.2 STAFF REPORT BURLINGAME AGENDA ITEM 7.2 TO: Traffic Safety and Parking Commission DATE: September 2, 2011 FROM: Augustine Chou, Transportation Engineer SUBJECT: Item 7.2 —Burlingame Avenue Downtown Parking Analysis Update RECOMMENDATION: No Commission recommendation needed at this time. Meeting Date: September 8, 2011 DISCUSSION: The City is proceeding with work to analyze the parking situation in the Burlingame Avenue Downtown District in preparation for streetscape work. This analysis will be conducted by Wilbur Smith Associates (WSA) and the results will be used in conjunction with independent staff studies to obtain answers to the following: • Current parking usage and occupancy. Conduct surveys, both on -street and off-street, in all parking facilities within the district core, as well as within the peripheral areas to determine the current parking usage and occupancy conditions in the district. • Current state of parking supply versus demand. Analyze the current condition and compare with past studies. Also identify external influencing factors such as business economy and future development prospects that may/will affect supply versus demand. Updated demand forecast. Use sales tax receipts and/or other information to adjust past comparison studies and develop a more current demand forecast as a guide to future parking management recommendations. • Parking and citation revenues. Prepare an analysis comparing actual revenue to those forecasted above to be used to determine an appropriate parking rate increase needed to generate $600,000 annually to fund streetscape, intelligent parking technology, and smart meter implementation. • Alternative parking solutions. Analyze altern ative actions which can be used in conjunction with above actions to improve parking, address potential revenue losses, and/or cover increased costs in smart meter/intelligent parking. They are: o Extend meter revenue hours to 8:00 PM o Increase rates only in high -demand areas o Implement graduated fee rate structure o Increase parking time limits on Burlingame Avenue o Combination of all or some of the above A final draft report and recommendation will be presented to the Commission, and ultimately to the City Council, by WSA upon completion of the analysis. The tentative schedule for this report and recommendation is set for October or November of this year.
