Conference in Pasadena New Meeting Time ( ( ✓) // z ADJOURNMENT: Next Board meeting scheduled for November 18th , 1980 at 4 : 30pm unless there is a change in the meeting time . `- PMB/jag BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES SEPTEMBER 16th, 1980 CALL TO ORDER: The meeting of September 16th, 1980 was called to order by Chairman Nagle at 4:30pm. ROLL CALL: Trustees Present: Chairman Nagle, Trustee Fricke, Trustee Weatherbe Trustees Absent: Trustee Hechinger, excused for vacation; Trustee Parsons excused for illness. Also Present: Mrs. Kristine Cannon, Representing A.A.U.W. Mrs. Joy Molder, Assistant City Librarian BILLS: Checks in the amount of $9,503.48 were ordered paid on a motion made by Chairman Nagle, seconded by Trustee Fricke and carried. Special Fund checks in the amount of $1,093.30 were paid on a motion made by Trustee Fricke, seconded by Trustee Weatherbe and carried. MINUTES OF THE MEETING OF AUGUST 19th, 1980: Minutes were approved as written and ordered filed. LIBRARIAN'S REPORT: Librarian Bergsing reported to the Board that she and Chairman Nagle had attended the City Council's Study Session on August 20th and that an additional $4,000.00 was allowed for the book budget, but no additional hours had been approved for the Easton Drive Branch. Chairman Nagle gave a report of the meeting. Discussion followed. Mrs. Bergsing reported that the Burlingame City Council approved the Hillsborough Contract • at their meeting the night before. There was discussion of the financial provisions in the contract, and on possible increased funds from the State if the Governor signs SB 958. The City has still not received all of the necessary insurance information for the smoke detection work to begin, but it shouldn't be long now. The joint meeting with City Council and the Library Board members has a firm date of November 15th. Librarian Bergsing said they would probably be meeting at Summerfields in Burlingame's Ramada Inn, but she would definitely let them know in plenty of time. Regarding the foundation repairs, Chairman Nagle questioned whether or not the City Engineering Department was definitely going to install a sump pump to control the leakage near the Community Room. Mrs. Bergsing assured him that they were working on the project and that it would be installed as soon as possible; hopefully before the rains start. Chairman Nagle inquired about the art prints and expressed thanks to the Friends for the purchase of the art prints for the Library. CORRESPONDENCE: Chairman Nalge read a letter to Mr. Escoffier from Chris Faltis, instructor at the Catholic Social Service of San Mateo County, thanking him and the Reference Department staff for a thorough introduction to the services of the Burlingame Library. UNFINISHED BUSINESS: Agreement with Burlingame's Historical Society: Librarian Bergsing reported that she had given a copy of the License Agreement to Martha Rosman of the Historical Society, but that the entire matter should be tabled for the moment. Ms. Rosman had informed her that the San Mateo Foundation had turned down the Society's request for funds to purchase the cabinets and hire a librarian or archivist to catalog their materials. The San Mateo Foundation in refusing the funds suggested that the collection should be housed at the San Mateo County Museum. Therefore, the Board of the Historical Society will have to meet and decide what to do next. Mrs. Bergsing suggested that the Library Board not take any action until dentact gain by the Society. The Board members agreed. C, t, Distribution of Additional Materials on Automated Circulation: Librarian Bergsing distributed some additional informatin on automated circulation, as well as the P.L.S. Newsletter, and The Clarion, the C.L.A. newsletter on library funding. She explained that she was working on a comprehensive report for them on the subject of automated circulation which she hoped to have ready by the October Board meeting. She further explained that Bro-dart had notified the Library that there would be a 20% re-stocking charge in addition to freight and handling charges. She said their catalog states clearly that there is a $5.00 re-stocking charge. After consulting with Jerry Coleman, Mrs. Bergsing notified Bro-Dart that Burlingame Library would pay the $5.00, plus the freight charges and nothing more. So far, the Lbirary has received no reply. NEW BUSINESS: Mrs. Bergsing told the Board members that SB958 had passed both hoses of the legislature and was now on the Governor's desk for a signature. SB958 provides state funding for base level support of public libraries in California. The impact on Burlingame would be $1.10 per capita. There was discussion about whether or not Burlingame would receive funds for serving Hillsborough residents. Mrs. Bergsing replied that issue would have to be resolved. She said that the Hillsborough City Manager was aware of the legislation and had already raised the question. The Governor has until September 30th to sign or veto the bill. There was discussion about who would have control of the approximately $25,000.00 that would be distributed to Burlingame; how the money could or should be spent; and what were the strings attached from the State. Mrs. Bergsing stated that Gary Strong had been appointed to the position of State Librarian. He was Assistant State Librarian for the State of Washington. In general, the library communisty in the State seems pleased with his appointment. Discussion followed. Mrs. Cannon stated how pleased she was to receive the Library's Annual Report in the recreation brochure. She thought it was an excellent idea, very w4ll presented. She also wanted to know how the Library handled gifts for the Library, namely money gifts. Mrs. Bergsing explained to her that the money goes into the special fund account and books are bought and paid for out of the fund. Mrs. Cannon said that she felt comfortable with that and as soon as the City issues her a check for her refund on her taxes, she is going to present it to the Library as a gift. Chairman Nagle requested that the minutes show that there was a 28.79% increase in the July 1980 Branch circulation figures and that there was a 11.20% increase in the August 1980 circulation figures, compared to last years statistics. A new meeting time for the Board meetings was tabled until everyone is present next month. Bergsing Clerk of the Board PMB/jag BURLINGAME PUBLIC LIBRARY LIBRARIAN' S REPORT OCTOBER 21st , 1980 Automated Circulation System The majority of my time since your last Board meeting has been spent on gathering information and writing the circulation study which accompanies this report . I am hoping that we can spend some time dis- cussing it at your meeting next week. Joint Meeting With City Council As I reported last month , there will be a Joint Meeting of the Library Board Trustees and City Council on Saturday morning, November 15th, at 9 : OOam. I will have to call you and let you know where it will be held. After polling each of you by phone , the vote was 4 to 1 to hire an automation consultant to be present at this meeting. I have subsequently contacted Mr. Joseph Matthews , and he will be there . Uniform Circulation Policies �.. The P . L. S . Board of Directors is meeting on Thursday, October 23rd, and they would like some indication at that time about what each Library intends to do about the recommended uniform circulation policies. We discussed this at your August meeting, and I am enclosing a chart of the recommended policies with an indication of how these changes differ from Burlingame ' s current procedures . I ' d like to recommend approval of these changes at your October meeting, with tentative implementation set for January 2nd, 1981. Duncan Property , 404 Primrose Road Enclosed is a copy of Mrs . Roger Duncan 's Will . She passed away several weeks ago, and it appears that she has left her property at 404 Primrose Road to Crocker Bank; in Trust for the San Mateo Foundation with income from the property to be used for the benefit of the Burlingame Public Library. Mr. G. Paul Lechich has been appointed executor of the Will. According to the Education Code of the State of California, the Board of the Library Trustees may administer Trusts , so it appears that this bequest is legally in order. Bill Nagel may wish to comment further �' on this matter at your meeting.. LIBRARIAN' S REPORT CONTINUED, PAGE 2 10/21/80 Smoke Detec tion System Work has finally begun on the smoke detection system. So far everything seems to be going smoothly with a minimum of inconvenience. We are hoping that the same company (Western Audio) may also be able to run some conduit to the stairwell so we can install the sump pump outside the Community Room. Governor Vetoes SB9'58 As you have problably read in newspapers and Library publications , the Governor vetoed SB958 on September 30th. He expressed concern for the plight of libraries since Proposition 13 , but he felt that=-:the State might soon be facing a deficit , and he could not approve the funds . He suggested that libraries may try again next year. Reference Department/Audio-Visual Reference Desk statistics were up 210 over the same time period last year. This is the second largest increase this year for a 30 day Period. Interlibrary Loan statistics were likewise up :. items lent up 12% and items borrowed up 230'. Lora Shank, longtime Reference Librarian, will be resigning from our staff on October 31st . Lora has worked alternate weekends and filled in as needed op the Reference Desk. October lst marked her 7th year anniversary with us . Lora will be looking for work closer to her Newark home to avoid the commute. We will miss Lora's reference skills . Susan Reiterman , full-time Reference Librarian since September 1977 , will be resigning from full-time status on October 15th. We will miss her in her role as Audio-Visual Supervisor, however she will be taking the part-time position vacated by Lora Shank. Susan will be working 15-20 hours per week. We are pleased that Sue will be staying with us . Pat Harding will be spending 3 hours per week in Reference to learn more about our operations. Pat is a library school student who works on the Circulation Desk and at the Branch Library. We will be recruiting for a full-time reference libarian beginning immediately. We hope this position will be filled by mid-December. In the meantime , Valerie Conserva , Susan Reiterman and Penni Vogel will be working some additional hours . The Reference Department is currently working on a project to transfer our cassette collection from locked drawer storage to our new cassette Y display/storage case. Before the cassettes are moved into the case , new LIBRARIAN' S REPORT CONTINUED, PAGE 3 10/21/80 labels are being added to each cassette box. As part of the move , we have cancelled approximately 80 cassettes which were recorded by the library some years ago. The condition of the copies , as well as the current copyright laws were a deciding factor. The Audio-Visual Department will be adding two new pieces of equipment in its circulating collection. These are cassette player/ recorders which will replace items cancelled from our equipment collection. We receive many requests for cassette players which have a recording capability and we are pleased to be able to offer these once again for our users. System News The newly-formed Community Relations Committee met on September 18th at the Burlingame Library. The group has split into two committees : Celebration (of PLS ' 10 years of service) and Production (of slide presen- tation, displays , etc . ) Al Escoffier is Chairman of the Production Sub- Committee. The one year grant period is one-quarter gone, so both committees have their work condensed considerably. The committee will be seeking professional public relations assistance. Programming Barbara Rowe organized an;-excellent seminar "How is Your Fiscal Fitness?" given on September 27th and October lst. The program covered financial and estate planning. Guest speakers were. Mrs . Dorothy Belville and Mr. John Johnson, affiliated with Connecticut General Insurance Corporation. , Both sessions were attened by approximately 70 people (total attendance was 136) . Exhibits for the month included: "Is Your House in Order?" featured ' -- books on wills, . inheritance and estate planning; Handcrafted papier mache and stained glass houses from- patron Mrs . Marie Jones . Other exhibits included famous personages : Grandma Moses , George Gershwin, H . L. Menken, Sam Levenson, J.R.R. Tolkien; Victorian Architecture. Also on exhibit was an outstanding Legos "Space Colony" constructed by 72 year old Jason Brandt , a student of Our Lady of Angels School .
