APPROVAL OF MINUTES - Motion: To accept the minutes of August 11, 2011 with the following amendment; Item 7.1 Commissioner Simonson (not Serrato) expressed the need to see the scope of work prior to the draft report being presented in October. M/S/C: Akers/Simonson; 3/0/2 (Serrato &Noworolski abstained) 6. PUBLIC COMMENTS Ms. Meriwether expressed her support and urged the City to pursue electric vehicle charging stations. 7. CURRENT BUSINESS 7.1 Electric Vehicle Charging Station —Initial discussions Mr. Chou reviewed a new funding program for procurement of electric vehicle charging stations called Charge Point. He explained that to utilize this program, the City would face some issues. These issues included finding a way to provide power at the parking lots to be considered, funding the cost of installation, and the initial grant deadline quickly approaching — September 15th, Mr. Chou explained that as with past attempts to obtain electric charging stations, while the units themselves may be paid for through grants or by someone else, the biggest obstacle was always finding the most cost effective way to bring power to the stations and installation. He said that because of the City's budget situation, and the fact that the fiscal budget year had already started, the City would not be able to find sufficient funds to pay for the high cost of electrical installation without programming the work as a capital improvement. Chair Londer opened the floor for public comment. Ms. Weriwether volunteered her group to do some foot work so that the City can be shovel ready when future grants become available. 7.2 Burlingame Avenue Downtown Parking (meter upgrades, rate/time modifications) — Minor Update Only Mr. Chou presented a staff report which gave an update on the Burlingame Avenue Downtown Parking analysis. Mr. Chou reported that Wilbur Smith Associates would be conducting the analysis and a final draft report and recommendation would be provided to the Commission; and, ultimately to City Council. He stated that the tentative schedule for the report and recommendation was set for October or November of this year. The analysis would include: - Current parking usage and occupancy - Current state of parking supply versus demand Updated demand forecast Parking and citation revenues Alternative parking solution 8. Staff Report s 8.1 Traffic Engineer's Report —Report and update on various construction projects Mr. Chou report ed Primrose Road and Howard Avenue, by the Safeway project, have been repaved and that they have temporary striping. Permanent striping should occur with the next week and a half. Mr. Chou reported that work should begin on the driveway out onto EI Camino Real from Lot K within the next two weeks. 8.2 Traffic Sergeant's Report— General/Selective Traffic Enforcement Report Corporal Witt reported that a DUI checkpoint was conducted at the end of August. He reported that additional grant applications were submitted to fund future checkpoints. 8.3 Commissioners' Comments and Concerns 8.3.1 Bike Safety Workshop —Follow up summary Chair Londer reported that 20 people attended the very informative workshop. He said that the only drawback was that there were no families in attendance. He concluded that in the future, various measures could be considered in an attempt to attract more families. 8.3.2 Other Concerns and Comments None. 9. COMMUNICATIONS Commissioner Akers reported that a resident communicated that it is challenging to make a left turn from Lincoln Avenue onto California Drive. He said that many of the nearby intersections have red zones which help improve sight lines. Commissioner Akers asked that Mr. Chou report back as to whether or not this would be an option at this intersection. 10.COMMISSION &COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Chair Londer reported that B/PAC did not meet this month. 10.2 Website/Communications Subcommittee No report. 10.3 Pedestrian Corridors Subcommittee Commissioner Akers had a discussion with Mr. Chou regarding EI Camino Real sidewalk issues and various ideas to consider. 10.4 Neighborhood Parking Subcommittee No report 11. CURRENT BUSINESS -ITEM 7.3 STAFF REPORT AGENDA ITEM 7.3 TO: Traffic Safety and Parking Commission DATE: October 11, 2011 FROM: Augustine Chou, Transportation Engineer . SUBJECT: Broadway Pedestrian Over -Crossing (POC) Naming Meeting Date: October 13. 2011 RECOMMENDATION: That the Commission review the attached documentation; and, consider the recommending to Council the naming of the Broadway Pedestrian Over -crossing (POC) in honor of former Mayor and Councilmember Rosalie O'Mahoney. DISCUSSION: The City has an award policy that recognizes Burlingame citizens for community works and/or civic contributions that have benefitted the city and its citizens. This award is called the Community Volunteer Award and is administered through the Burlingame Community Recognition policy by the Burlingame Recreation and Parks Department staff. Former Mayor and Councilmember Rosalie O'Mahoney has been nominated for consideration. Along with her service to the City of Burlingame, Ms. O'Mahoney also served on the San Mateo County Transportation Authority (SMCTA) Board member and C/CAG representative. Her work on these boards and commissions not only allowed the City to benefit, but also had a great impact on transportation issues of the region. The nomination process for the Community Volunteer Award begins with support Along with the strong community support for the award, there are also letters from Congresswoman letters and an application for the award. Rosalie O'Mahoney received several applications on her behalf. While the Broadway POC is the propert for the award, there are also letters from Congresswoman Jackie Speier and State Assemblymember Jerry Hill to further recognize Rosalie O'Mahoney's contribution by calling for the naming of the Broadway POC in her honor. Ms. O'Mahoney worked tirelessly to obtain funding for its original construction. y of the State, Caltrans does have a policy which allows for the consideration to name structures. This policy, however, is in abeyance due to state budget constraints. Despite this "hold", Caltrans has provided its support for the City to proceed with the naming honors, especially in light of the Congressional and State support. Should the State policy resume, an official application process will be commenced. This matt er is presented to the TSPC and falls naturally under the Commissions auspice because of the pedestrian safety, traffic, and transportation aspect. Therefore, to complete this process, the Traffic Safety and Parking Commission is asked to review the letters and application. The Commission is further asked to provide Council with a recommendation and concurrence that the Broadway POC be named in honor of Rosalie O'Mahoney. While performing the above services for Burlingame and San Mateo County, she continued to work as an adjunct professor in the mathematics department faculty at College of San Mateo since 1965. She filled her spare time as a charter member on the board of The Burlingame Aquatic Foundation, as a donor to the Burlingame Library Foundation, and, as a member of the Rotary Club, she has committed countless hours in community service projects and thousands of dollars for college scholarships. As the current President of the Burlingame Lions Club, it has been my pleasure to continue a long standing, affable, relationship with Ms. O'Mahoney. Ms. O'Mahoney was elected to the Burlingame City Council in 1989 and served as mayor of Burlingame in 1994, 1997, 2000, 2004, and 2008. She was instrumental in the approval of plans for a new Burlingame City Library in 1993 and provided leadership and support for the creation of the soccer fields, the driving range, and the renovation of the Broadway Burlingame business district. Rosalie O'Mahoney has been an inspiration to citizens of Burlingame, as well as the employees who work for the city. Countless students in the Burlingame community have benefited from Ms. O'Mahoney's instruction in the Mathematics' department at the College of San Mateo. Throughout her tenure with the Burlingame City Council, Ms. O'Mahoney was instrumental in recognizing others for good work and citizenship within the city, and the city government. When the Burlingame Police Department revamped its neighborhood watch program, Rosalie O'Mahoney was the first to praise, and the first to become actively involved. Leadership and role modeling, starts by setting a good example. Rosalie O'Mahoney has always conducted her personal life and public 0 'Ile life in a way that encourages others to stay true to their core values while never allowing differences to create a hostile environment. I have often thought of Ms. O'Mahoney's whimsical way of describing this, "Never air your dirty laundry in public." I have personally gained positive role modeling skills by watching the actions of someone I deeply respect, Ms. Rosalie O'Mahoney. RECOMMENDATION: Staff recommends the TSP Commission approve the proposal and recommend to council to adopt a rate/duration change to Burlingame City Lot S, and revitalization of City Lot T. In February 2011, I was approached by the Chief of Police, via a request from Council, to examine the feasibility of a Merchant Parking Permit program for the Broadway area, similar to the program in place in the Burlingame Core area. After multiple discussions with the Broadway Merchants Association and City Traffic Engineer Chou, it was determined demand for this program is currently very low. The Broadway Merchant Parking Permit Program is still under discussion, and will be addressed at a later date. From these discussions, we discovered there were other parking related needs in the Broadway area. This led to an investigation of improvements to City Lot T, and changes to City Lot S. As you are likely well aware, Lot T is positioned on the northeast corner of Broadway and California Drive. Lot T extends north from Broadway, to Rhinette Avenue. With the Broadway corridor being the most direct access to US 101, and the arch extending over the entrance to the Broadway downtown; this area is clearly the "gateway," to the city of Burlingame, and easily its most recognizable landmark. Yet adjacent to this area is City Lot T, which in its current state of blight is not representative of this city. Additionally, the lack of occupancy results in daily loss of potential revenue for the city. It was with these thoughts in mind, Mr. Chou and I, with input from the Parking Enforcement Staff, and Merchant's Association, developed a plan to improve this area. City Lot T would undergo a revitalization, to make the lot more appealing to visitors and merchants. This revitalization would initially involve aclean-up of the lot to remove the years of accumulated gravel, dirt, and weeds that now grow in the lot. The next step to revitalizing Lot T would involve the repainting of the space markings, an d adding additional signage to clarify the lot's usage, and direct pedestrians to the crosswalk at Broadway and California Drive. Additionally, in order to increase the usage of City Lot T, it will remain a long term lot, while Lot S would be converted to all short term parking. (2 hour) The intended result of this would be to move the employees in the area to lot T, while freeing parking for the customers in Lot S. Currently Lot S is a- mixed _use _lot, with _1-5_short _term (2 hour) and 7_long _term _(9_hoor) _meters. _Lot S is the ONLY parking lot in the city with a non-standard rate structure. Currently Lot S has the following parking rates. Amount -2 Hour Meters Duration .05 30 Min. .10 1 Hour .25 2 Hour Amount -9 Hour Meters Duration .25 2.25 Hours Under this proposal, Lot S would have the 9 hour meters removed, and replaced with a112 hour meters. Additionally, the lot would be rerated to match the rates of every other parking meter/lot in the Broadway Area. Proposed New Rate Duration .05 6 Min. .10 12 Min. .25 30 Min. There are multiple anticipated effects as a result of this change. First, long term parking is actually less expensive for persons utilizing the 9 hour meters. At the current rate, 9 hours of parking costs $1.00. By utilizing the more appropriate Lot T for long term parking, the customer will pay $1.00 for all day parking. In effect, they will receive more time for the same money. Secondly, Lot S will have 7 additional short teen parking spaces, thus alleviating some of the current congestion in the lot. The Broadway Merchant's Association is supportive of these changes. The most directly impacted business is Goodwill. I have made multiple attempts to contact Goodwill's management to determine their position on the proposed changes. These attempts have met with negative results, with the Goodwill management failing to contact me multiple times to express an opinion one way or the other. BUDGET IMPACT: Currently, at 100% occupancy, the maximum amount of money per day that Lot S can collect is $27.50. Under the new rate structure, the lot could collect a maximum of $220.00 per day. With 303 enforceable parking days per year the lot has a current maximum potential of $8,332.50. Under the proposed rate structure the lot could generate as much as $66,660.00 per year. Similarly, as part of the walk -to -school campaign, the school has created walking school buses' where students walk in groups along a designated route; one of these routes uses Oak Grove Avenue from the Aquatics Center until Paloma. In addition, there are many driveways along Oak Grove where residents must back their vehicles into the street as they leave their house. The higher speeds often limit a speeding driver's time and ability to see, recognize, and react to a vehicle backing out of a driveway, I believe the increasing volumes of students using this street, combined with the numbe of driveways, warrants consideration of speed humps, speed tables, grooved/buttonedpauement, or other devices to reduce speeds to 25 mph. First of all, there are no distinct loading zones marked in yellow along the curb in front of the school. There is a blue handicap zone and a red zone right where parents stop to drop off their kids. By simply adding a yellow loading zone in front of the office and having teachers or parent volunteers waving cars towards the exit, we can prevent parents from stopping wherever they please! This in turn will stop kids from walking in between cars and improve the safety and flow of traffic. Secondly, I would like to propose a secondary yellow loading zone along Quesada (Franklin park side) with no parking between 8-9 am and 2:30-3:30 pm. By adding a yellow loading zone just past the park stairs heading south to the curb will allow for people to do a quick drop-off and then continue straight to the guard without entering the school traffic circle at all!! I propose we add just below the existing sign, a proper No Left Turn Symbol sign (left arrow with big red circle with a line). I personally would prefer to make the left and head back to Trousdale, (in order to avoid crossing over two pedestrian walkways) but, will happily drive around the block if it means our kids are safer. I think the people trying to make the left on to Clarice are the reason for the CLOG!! Perhaps, they should head down to Davies and turn left? Finally, I would like the Comm ission I see your next meeting is 10/13/11 From 7-9 to consider adding a proper right turn lane at Trousdale / Quesada heading east past Franklin is another clog. Parents take it upon themselves to make a right turn lane close to the curb to bypass the traffic jam. I feel that if there is enough space to add a right turn lane, then a right arrow and extending the red zone may be a simple solution. One that is legal... I look forward to your suggestions!
