Trip to Roseville to look at their automated circulation- ADJOURNMENT: NEXT BOARD MEETING SCHEDULED FOR JANUARY 20th, 1981 at 7: :"f o 'clock in the CALIFORNIA ROOM. pmb/jg BURLINGAME PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES NOVEMBER 18th, 1980 CALL TO ORDER: The meeting of November 18th, 1980, was called to order by Chairman Nagle at 7:30pm. ROLL CALL: Trustees Present: Chairman Nagle, Trustee Parsons, Trustee Fricke, Trustee Weatherbe, and Trustee Hechinger. Trustees Absent: None Also Present: Mrs. Joy Molder, Assistant City Librarian Mrs. Kristine Cannon, Representing A.A.U.W. BILLS: Checks in the amount of $11,093.15 were ordered paid on a motion made by Trustee Weatherbe, seconded by Trustee Parsons and carried. Special Fund checks in the amount of $660.71, were ordered paid on a motion made by Trustee Parsons, secon- ded by Trustee Weatherbe and carried. MINUTES OF THE MEETING OF OCTOBER 21st, 1980: Minutes of the meeting of October 21st, 1980 were approved as written and ordered filed. LIBRARIAN'S REPORT: Librarian Bergsing said she had nothing to add regarding the Librarian's Report and asked if anyone had any questions. Trustee Fricke reported that the final figure for the booksale was $3,799.00. Trustee Hechinger suggested that the Chairman of the Board send a letter to the Friend's to thank them for the wonderful job they did. Everyone unanimously agreed. In answer to a question from Chairman Nagle, Mrs. Bergsing reported that she had received a copy of the Governmental Research Council's draft on the study of the "Feasibility of Automating Circulation Systemwide for P.L.S.". This is a detailed anylysis of current and automated circulation systems and concludes with the recommendation that a shared automated circulation system for P.L.S. is feasibile and cost effective. Several members of the Board expressed the desire to read the study, and Mrs. Bergsing stated that she hoped to have more copies when the report was officially released, but at the moment she had only one copy. Discussion followed. Chairman Nagle noted that the Computerized Community Information Project (C.C.I.P.) staff used the Easton Drive Branch Library for training on the use of the Community Information File and he was pleased that Burlingame could provide the facility for this program. Since the Branch had been mentioned, Trustee Weatherbe asked about a proposed change of the Book Chat from the Branch to the Main Library. She stated that a member of the Book Chat has expressed some concern about the move. Mrs. Molder replied that the Library was trying to increase partici- pation in the book discussion group, and that we hoped to give the meetings more structure and to increase the publicity about the program. She emphasized that no decision had been made about changing the meeting place, and that was only one of several options that was being considered. The Board asked for some additional "feed-back" from the participants, and to be kept informed. CORRESPONDENCE: Chairman Nagle acknowledged a letter from Lynn Franco. He stated that it is always pleasant to hear from patrons that are pleased with the Library's services. UNFINISHED BUSINESS: Discussion of Joint Board and Council Meeting: Librarian Bergsing requested reactions from the Board members regarding the Joint Council and Board meeting. Trustee Fricke stated that she felt that any agreement about the circulation system should be with P.L.S. rather that with the County. Chairman Nagle agreed, but felt that we needed more facts and figures. He still has reservations about a shared system, and Burlingame's ability to main- tain its independence. After further discussion, the Board agreed that there was a general feeling on the part of the Council, that they were willing to continue to explore the possibility of automating circulation. However, they felt that questions and concerns had been raised by the Council that would have to be addressed before a final decision could be reached. Report on Trustees visit to the Palo Alto Public Library: Trustee Weatherbe said that her trip to the Palo Alto Public Library to view their automated circulation system had been fascinating and extremely worthwhile. She said she could see that it was a definite time saver. Trustee Fricke stated that she had written a letter of thanks to Mary Jo Levy the Assistant City Librarian at Palo Alto. Discussion followed. Report by Trustee Fricke on the P.L.S. Advisory Board Meeting: Trustee Fricke reported on the meeting of the P.L.S. Advisory Board, and the work of the committee to promote community awareness of P.L.S. on the occasion of its 10th Anniversary. Mrs. Fricke stated the committee was planning a series of programs at different libraries during National Library Week in April, and a big celegration at Marine World. The theme of the publicity campaign will be "The Library Connection". She said there were other plans underway for posters, brochures, etc., and she would keep them informed. The money for the project is coming from a Federal Library Service and Construction Act grant via the State Library to the Peninsula Library System. Bergsing Clerk of the Board PMB/jag BURLINGAME PUBLIC LIBRARY LIBRARIAN' S REPORT DECEMBER 16th, 1980 �- Automated Circulation Since your last Board meeting, there have been several further developments regarding automated circulation. Burlingame has continued to meet with the other P. L. S . libraries (except the City of San Mateo) , to go over the detailed specifications for a shared Circulation System. In addition, the City of San Mateo called a Joint Meeting between the City and County of San Mateo which involved the following people : the San Mateo City Manager and Finance Director; the San Mateo City Lib- rarian ; the head of the City' s Data Processing Department ; a member of the City 's Library Board ; George Riley from the County Manager's Office ; the County Librarian and her Assistant ; and the Burlingame City Librarian. Burlingame was asked to attend primarily as a potential participant in either the City ' s or County 's system. After about two hours of dis- cussion, it became apparent that it was extremely difficult to compare the two proposed systems because the City of San Mateo does not have any written specifications , and the County or P.L. S . system has not yet been sent out to bid, so no true cost figures are available. As a result , it seems appropriate to consider hiring an outside expert to compare the two systems and try to define more clearly what they will and will not do , and what the comparative costs will be. I hope to have further information about this at your Board meeting because I may be asking you to approve $200 . 00 from the Special Fund to �.. help pay for this analysis . I think this is an extremely important decision for Burlingame ; so the more information we have, the better. While I was at C .L.A. I asked for two "ball park" estimates of costs from two of the largest vendors of circulation systems for Burlingame to "go it alone" . I hope we will receive those estimates within the next few weeks . We 'll discuss this further at your meeting. I am also enclosing a couple of articles that appeared recently about automation at Claremont Colleges in Southern California. They are interesting because they show the connection between circulation, cata- loging, ordering and reference. California Library Association Conference Alice Fricke, Al Escoffier, Pat Thomas and I attended the State Conference in Pasadena from December 6th through the 9th. We are planning a more complete report for your meeting, particularly from Alice, but , in general , it was a good Conference with some interesting meetings . Some of the major themes or concerns were : adequate funding for libraries (there were several legislators who spoke) ; the new technologies becoming available in all aspects of library work , circulation , acquisition , cataloging and reference ; and the new master plan for library development in California in the next decade. Naturally, there were many meetings covering a wide variety of interests , and we will try to tell you a little more about them next Tuesday . You received a copy of the State Master Plan in your November C .LA. Newsletter. LIBRARIAN' S REPORT CONTINUED, Page 2 12/16/80 System News I am attaching a copy of the P. L. S . Newsletter and the C.I .N . Newsletter to keep you abreast of the activities of these two groups . The biggest news that has happened since these publications were received, is that Joan Larsen, currently the P.L.S . Reference Coodin- ator, has submitted her resignation. She will be assuming a new position at the San Mateo County Library as Public Services Coordinator on January 5th . We are all happy for Joan, but very sorry to see her leave the System. If the P. L.S . Board decides at their meeting of December 18th, to apply for an L. S . C.A. grant on the "Planning Process for Public Libraries" , then I 'll be discussing it with you at your January meeting. If we apply and receive a grant , it would require some committment of time from you to help participate in a rather detailed analysis of the Burlingame Community. The second quarter of 1980-1981 C .L.S .A. Survey showed more non-resident direct patron loans than did the second quarters of 1978-1979 , or 1979-1980 . 1978 —2 , 710 (non-resident loans) 11 ,501 Total Circulation 1979 - 3 , 076 (non-resident loans) 12 ,596 Total Circulation 1980 - 35540 (non-resident loans) 13 ,484 Total Circulation This increase in non-resident direct loans continues to provide a consistant reimbursement to the Burlingame Public Library for an imbalance of service . Barbara Rowe attended a P . L. S . Film Committee meeting on November 17th at which the prospect of purchasing video cassettes for home use was discussed. There will be some monies available to add video cassettes this year. A tentative buying list was decided upon. Al Escoffier continues as Chairman of the P. L.S . Community Awareness Production Committee . This month the committee met with Communication Advocates of Palo Alto to discuss our needs . We will be contracting with this group for production of a theme , logo and stationary to create a fresh P. LS . image. In addition , Communications Advocates will assist in production of a slide show to be used with community groups to promote library/system services. P.L.S . will be purchasing the National College Catalog Collection, a microfiche college catalog collection with 3 ,600 catalogs from accredited U.S . Colleges . The set will be supplemented every 2-3 months . This $549 . 00 set is being purchased on a one year trial basis for use by the entire system. It will be housed at the Burlingame Library. PROGRAMS A special Christmas program was held Saturday morning at 11 : OOam in the Children ' s Room. Over 175 children and adults came for special Christmas readings done by Warren Wickliffe, Joan Leach , and a puppet play performed by Barbara Lazarus , Sidney Poland, Suzanne Kittridge, Brooke Ryan , and narrated by Joan Leach. Cookies and apple cider were provided by the Friends of the Burlingame Library. Ornaments were furnished by 26 people during the first week of December for the "Community Christmas Tree" which stands in front of the large window in the Reading Room. A Christmas tree has been donated for the Easton Drive LIBRARIAN' S REPORT CONTINUED, Page 3 12/16/80 Branch Library by the Lions Club of Burlingame . The public has been invited to hang ornaments on that tree also. We hope that this program and the festivities will become an annual tradition. Barbara Rowe attended the San Bruno Library Book Chat in preparation for a restructuring of our program. We will begin a new series in February 1981 , every 4th Tuesday afternoon at the Branch Library. Jag b LIBRARIAN 'S REPORT JANUARY 20th, 1981 Automated Circulation: Study continues on San Mateo City ' s proposed circulation system and on the County' s P .L. S . ' s shared system. Since most of the meetings are scheduled to take place later this week, I 'll have to report to you on the 20th to bring you completely up to date. At the moment, the San Mateo City Library Board is planning a study session on January 14th to compare the two systems. On January 15th, I understand that the San Mateo City Manager and the City Librarian are meeting with the Consultant from C.L.A. S . S . to hire him to analyze and compare the two systems . If they follow through on this , then it ' s probable that Burlingame and the other P .L. S . libraries will not have to hire the Consultant to do the same study. I should know more after the 15th. On the 16th, all the P .L.S . libraries are getting together again for a final run-through on the specifications for the shared system. We should know more about a proposed time schedule after this meeting. Commissioner ' s Dinner: You should all have received your invitations for the annual Commissioner ' s Dinner on January 30th, at the Hyatt- House. If you haven't already responded to City Hall, Judy or I can take care of it for you if you want us to. Smoke Detection System: Work continues somewhat sporadically on the Smoke Detection System. We are hoping they will finish up soon so we can clean up the basement storage room. However, the workmen have only been here about twice during the past month. Community Room Foundation Leaks : Nothing new to report. We are waiting for the Contractor to install the conduit for the sump pump. Since we have not had any rain, we have not experienced any problems . Burlingame Historical Society: , Martha Rosman from the Society came into see me this past week. She was recently notified that the San Mateo Foundation had reconsidered their request for funds , and it appears that they have decided to approve the grant after all. In the meantime, the San Mateo County Historical BURLINGAME PUBLIC LIBRARY LIBRARIAN'S REPORT 1/20/81 PACE #2 : Society has decided that they will have space and staff to house and care for the Burlingame Historical materials . Therefore, the artifacts and records will be sent to the museum for safekeeping. This seems to happily resolve the Burlingame Historical Society 's needs without impacting on the Library' s limited space. Capital Improvements 198.1-1986 : The Finance Director has sent out the instructions for the Capital Improvements for the Capital Improvement Program for 1981-1986 . I am attaching a copy, and also a copy of the summary sheet the Library submitted last year. The major budget item for the Library for 1981-1982, will be a request for Automated Circulation. We may also need to carry over some of our maintenance funds , and the $25, 000 . 00 allotted for reorganization of the Public Service Areas . Mid-Year Financial Review: I am enclosing the Finance Director ' s summary of the financial condition of the City of Burlingame at mid-year. Reception for State Librarian: Jane Light, P.L.S . Director, is hosting an informal reception at her home on January 25th for the new State Librarian, Gary Strong. I am attaching a copy of the announcement . You are all cordially invited. Planning Process for Public Libraries : P. L. S. applied for an L. S .C.A. grant to develop a five-year plan for the system, and the individual libraries, by using the American Library Association' s "Planning Process" . I have a copy of the grant application, but since it is quite lengthy, I have not duplicated it. I think you might want to defer further discussion until we see if the grant is approved. R.L. I .N . We are moving along with plans to automate the Library 's Cataloging operation. We have finally decided on the rearrangment of the Technical Services area, and as soon as we do this we can notify C.L.A. S .S . of the site for the C. R.T. Terminal . We can also proceed-with installing the new light fixtures in the Workroom as budgeted. After careful study, it appears that the least expensive and most BURLINGAME PUBLIC LIBRARY LIBRARIAN 'S REPORT 1/20/81 , PAGE #3 : efficient method to use R.L. I .N . is to open a shared cataloging account with Daly City. This does not affect our cataloging in any way, but potentially could save Burlingame several thousand dollars per year. It will require an agreement between Burlingame and Daly City, and I have already spoken to Jerry Coleman about what we would need to do. I ' ll explain this in more detail if you are interested. Collections : Penni Vogel is completing work on a new service for the business section. The service will consist of a binder and related print materials on the subject ; "How To Start A Business in Burlingame. Also included are sample loan forms and business license forms . This will prove a handy one-stop source for questions relating to opening a business . Personnel : Applications are being accepted until January 16th, for a Library Assistant I, to replace Libby Raftery who resigned effective January 5th. Interviews are also being held for the full-time position of Librarian I. We hope to have both positions filled as close to February lst as possible, and to be in full force by that time. Staff Development : Through the City' s contract with T.M.I . (The Management Institute) , library staff members have enrolled in several staff development classes : Sidney Poland, Speed Reading; Joan Giampaoli, Time Management ; Helen Ward and Joy Molder, Stress Management; and Marilyn Morrison, Clear Writing. The staff continues to find these short courses valuable and useful in their work. Special Programs : Joy Molder presented a "Cookbook Book Talk" to the North Burlingame Women' s Club on Tuesday, January 13th. Mrs . Molder selects the cookbooks for the Library' s collection, and has presented talks on unique cookbook titles to several community groups . Barbara Forrest 's 6th grade class at Pranklin School will participate in a morning-long introduction to reference materials . The class will be led by Joan Leach, with assistance from several reference librarians .
