7. CURRENT BUSINESS
7.1 Future TSPC participation at Farmers /Fresh Market —Discussion
A commissioner's table is reserved at the Farmers/Fresh market the 1ST Sunday of every
month. TSPC is working with other groups/Commissions to share the table. Chair
Simonson thanked Commissioner Londer for coordinating and Mr. Chou for the table
signage and displays.
7.2 Standing Committees and Committee Assignments —Further Discussion
Discussion occurred regarding disbanding some of the subcommittees. Ad hoc task
forces can be formed to address future needs should they arise.
Motion: Thank, excuse and disband the following subcommittees:
Website/Communications Subcommittee, Pedestrian Corridors Subcommittee and
Neighborhood Parking Working Group,

7.3 Public Works Traffic Safety Brochures —Further Discussion
Mr. Chou will send electronic copies to the Commissioners for their review and input.
Each Commissioner took on one of the brochures:
Bicyclists —Chair Simonson
Neighborhood Safety Tips — Commissioner Noworolski
Pedestrian Signals — Commission Serrato
Pedestrian Crosswalks — Vice Chair Akers
Speed Limits — Commissioner Londer
The Commission will attempt to tackle a few of these brochures at their meetings -
starting with Pedestrian Crosswalks, Bicyclists and then Neighborhood Traffic Tips.
8. Staff Reports
8.1 Engineer's Report
8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks,
speed control, parking)
Mr. Chou has not heard back from residents on pending matt
ers, and staff -level
matters were resolved through maintenance service requests.

8. 1.2 Construction projects
- Illuminated Crosswalk replacement project
Staff is currently working with the contractors to set up a schedule. Installation will
occur later this month or early July.
- 2012 Street Resurfacing Project
Mr. Chou reported that this project has gone out to bid.
- Burlingame Village Water Main Replacement Project
Mr. Chou reported that there is little need now for California Drive closures. The
majority of work has been done, and Ranger Pipeline is now working on lateral
tie-ins to the main pipeline.
- Parking rate and meter change out
The parking meter change -out has been successfully completed. Staff needs to
finalize the Request For Proposal (RFP) for Smart Meters.
- Broadway/US 101 Interchange Project
Mr. Chou reported that the plans are at 65% completion, and that they would be
read for City review at the end of this month.
- Bay Point (Millennium) Development
This project recently went before the
Planning Commission
and will be
presented
to City Council on Monday, June 18.

8.2.1 General/Selective Traffic Enforcement Report
Corporal Witt acknowledged the parking meter repair shop staff for the successful
change out of parking meters.
Corporal Witt also report
ed that the City is testing aradar/message board, and
was close to making a purchase.
Corporal Witt also informed the Commission that there was to be a panel
discussion event hosted by Burlingame Police, titled "Car Accidents: How to
Prepare, Prevent and to Have a Positive Outcome" on July 30 at the Main Library.

I just wanted to update you all on the status of this concern. I have contacted Bob Disco about this matter and have
asked that he make a determination if the obstructing tree can be pruned back without harm to it.

to me) would be to relocate the stop sign to the front of the tree, or else

Hey Michael,
Sorry, I know this isn't your specific area, but was hoping you could
forward my email to the right person or tell me who to contact. There is a
stop sign on the SE corner of Broadway and Vancouver that is completely
blocked by a tree. The stop sign is right at the intersection of the
Roosevelt Elementary School and could potentially be a huge safety hazard.
What prompted this email is that while I was at that intersection this past
weekend, a car blew threw the stop sign without even slowing down. That's
when I noticed the stop sign is completely obscured. I've attached a
picture from Google Maps.

Thank you for your honest reply,
My intent in writing a petition was to simply gain feedback from my friends regarding an idea. By NO means
was it meant to be adversarial or divisive. Yes, once I received over 70 signers, of major contributors and
volunteers in our community who liked the idea, I forwarded it to you all.
No one picks up the phone anymore, Liz. Emails do not Interupt busy people in the middle of a hectic day,
unwanted phone calls do. I didn't feel the need to listen to automated messages to share my thoughts with you
and the others I have contacted.
There is a reason why important people, like you, display your emails on websites- that is for people like me to
share my concerns and offer feedback with regards to the safety of my children.
Every time my kids cross the four lane Trousdale Crosswalk on their own, while I watch from my waiting car- I
cringe and get very uneasy, to a point where I have jumped out in the past.
I have said my peace, and have stopped actively working on my petition.

minutes will solve the problem of traffic at our schools. your energy would be better spent in
helping us get a bond passed in November so that we can begin work on Hoover and open
another elementary school in the District and realign the District so that we can spread the
sIndents out across the District. Your efforts could be better served helping get the Burlingame
CIty Council to fund another few crossing guards in and around our schools to help guide our
students safely to campus.
While I applaud your concerns for our students safety -your methods of enacting change are not
appropriate.

especially once Franklin eliminates the early/late bird schedule. If you think
traffic and congestion is bad now, it's going to get worse. If you think your kids
are safe walking to school, they may not. If you think I can solve this problem on

We have asked parents to drop off early- We have asked parents to drop off a few
blocks from school- We have asked parents to avoid crossing the Main BIS
crosswalk- We have asked parents to follow the traffic guidelines- We have asked
parents not to pull U -Turns on Quesada- We have asked parents not to cut thm the
Staff lot- We have asked parents not to speed- We ask parents not to leave their
cars unattended- We ask parents to park in designated parking spots- We ask
parents not to infringe upon students in the crosswalks- We have asked parents to
carpool- We have asked parents to walk to school with their kids- We have asked
parents not to block the BIS exit- We have asked parents not to wait until the last
minute to drop off their kids- We have asked parents to unload at the white
loading zone curb- We have asked parents not to stop in Red,Blue or fire lanes. A
whole lotta asking and NOT much progress!
NONE of these potential solutions haue worked in the past, unfortunately -
What we need IS to stagger the Bell Schedule and get proper Supervision! I
believe this is the only way things will IMPROVE at BIS and the surrounding
schools. I have conducted a Traffic Flow and Safety Study at BIS long enough to
know that asking parents is admirable and many do choose to act when we
ask. However, there are just too many cars to control, especially with the
increasing traffic flow we are about to experience. The safety of our children
depends upon major improvements and solutions, not just suggestions to parents
(see above).

Good morning,
There was another bike injury collision on Friday (6J29) afternoon at 6:30 PM. A cyclist going southbound just south of
the Police Station was "taken out by a driver pulling away from a parking space" according to one witness I spoke
to. California Or was closed in both directions for a few minutes. The driver was very apologetic and showed genuine
remorse.
That makes two bicycle injury incidents last week on California Drive, including the ane on Monday in the photo. This is
on top of the road rage incident I reported last week involving an enraged pickup driver who saw fit to drive side by side
with me and threaten me for taking the lane. He finished it off by swerving to the right into my path, to try to make me
crash as a lesson.
The optimist in me would like to think this is a statistical blip in an otherwise safe roadway. For perspective, below are
statistics straight from City's documents. These are not my data or analyses. If anything was taken out of context or if
there is more current data, please let me know. Given this data, sharrows are a goad first step but they should not be
the ultimate solution.
I'm also copying other cyclists so they know of the recent collisions and the next steps the City will be taking in the
coming months.

Dear TSPC, Planning, and Beautification Commissions,
An update on the Burlingame Avenue Streetscape Improvements project will be held during the regularly
scheduled Council meeting, Monday, August 20 at 7:00 pm in the City Hall Council Chambers. At the meeting,
a presentation on the streetscape design and materials will be given by the consultant team for review by the
City Council. We invite all City commissioners to attend this important meeting to learn more about the project.
All City commission members are strongly encouraged to attend this public meeting. We need input from all
community members at this presentation and in particular the members of City Commissions. This meeting will
be an appropriate time to participate in the design, character and style of the Burlingame Avenue Streetscape
Improvements. Staff encourages all of the commissioners to attend and participate in the process.
