APPROVAL OF MINUTES - Motion: To accept the minutes of June 14, 2012 as submitted M/S/C: Londer/Serrato; 4/0/1 (Commissioner Noworolski absent) 6. PUBLIC COMMENTS Mr. Paul spoke as a follow up to his study pertaining to Fox Plaza Lane. Mr. Paul expressed his concerns for pedestrian safety and made recommendations for the Commission to consider. Ms. Giorni expressed her concern about bicycles on sidewalks, especially in commercial areas, and asked that police increase enforcement of this traffic rule for bicyclists. Ms. 4 D Giorni also inquired about parking on EI Camino Real in front of the hospital, which was previously prohibited prior to the construction of the new hospital. The parking of vehicles there has created a safety concern for bicyclists. CURRENT BUSINESS 7.1 Public Works Traffic Safety Brochures —Discussion Mr. Chou gave background information about these safety brochures. The Commission began reviewing and modifying the first two (Bicycle Safety and Crosswalk Safety) for content and design. 7.2 Primrose Rd/Howard Ave; Possible 24 -minute green zone -Discussion Mr. Chou gave background information on this request from a local merchant. Mr. Chou stated that he brought this item to the Commission because of a broader scope of need for this block. He explained that there are already a few 24 -minute green zones planned for Howard Avenue near Primrose Road. The Commission agreed that they would like to look at the needs of the surrounding area and have this matter as a future agenda item at the end of the year. Staff Reports 8.1 Traffic Engineer's Report 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) • Burlingame School District traffic/safety measures Mr. Chou acknowledged that the Burlingame School District Superintendent and Assistant Superintendent were in attendance to help solve traffic flow concerns at their schools, in particular three schools that need special attention. Assistant Superintendent Robert Clark provided background of the issues and informed the Commission of proposed changes at various school sites. Mr. Chou report ed that staff worked together with the School District and has created draft maps with plans for circulation for distribution to the parents. They aIso worked with Sam Trans to relocate the bus stop to allow better traffic flow. He said that staff was still working with the School District to determine feasibility of traffic flows on Trousdale Avenue as they leave Franklin School. There was aIso a flashing school zone beacon to be installed on Trousdale next to the school. Mr. Chou reported at Lincoln School there will be No Left Turn during cert ain times to help alleviate traffic congestion. • Linden Avenue/Larkspur Drive speeding concern Mr. Chou reported that the requesting residents have put together a petition from the neighborhood to request a temporary traffic circle. Mr. Chou stated that an initial traffic study would be conducted to record the "before" conditions; and, then temporary delineators will be installed as a test. After a period of time, such as 6 months, a follow up study would be conducted to compare results. • Broadway/Drake Avenue sight visibility concerns Mr. Chou received letters requesting that the Broadway &Drake Avenue be looked at for sight visibility concerns. There are no red curbs at this intersection resulting in vehicles being parked to the corners causing sight visibility concerns. Mr. Chou looked at the area and found some of the streets did have the red curbs at the corners. He reported that a work order was submitted to make the streets coming into Broadway consistent with red curbs at the corners. • Howard/California Drive Signal Mr. Chou said there were some concerns about the signals "hanging up" at California and Howard Avenue. Mr. Chou stated that the problems were addressed and that he would recheck to ensure that the problems do not reoccur. • Adeline Avenue/Balboa Avenue stop sign problem Mr. Chou said there was a request regarding a problem with the stop signs at this intersection. Mr. Chou reported that he would examine the situation and see if this was the correct intersection or if it was actually at the Cortez intersection. • Fox Plaza Lane pedestrian safety measures Mr. Chou reported that City staff had already implemented some pedestrian safety measures at Fox Plaza Lane. He reported that Mr. Paul had already talked directly to staff regarding his concerns on Fox Plaza Lane. Mr. Chou explained that the pedestrian "walkway" stripes had been previously grounded out to make but that there might still be a need to eradicate them further. He added that Pedestrian Crossing warning signs were also installed at the crosswalk coming out of Fox Plaza Lane. The crosswalk itself was enhanced with ladder -type paint and reflective buttons to further highlight the crosswalk. Lastly, Mr. Chou explained why the pedestrian warning signs had to be installed in the position that they are in. Floor was opened for public comment. Councilmember Brownrigg thanked Mr. Chou and the Commission for all that they do. Councilmember Brownrigg brought to the attention of the Commission that the 3 northbound stop sign on Vancouver, at Broadway, was obstructed by shrubbery. Councilmember Brownrigg also stated that Lot K now has an exit on CA Camino Real and is no longer land -locked. He thought this might be a good time to look at making Fox Plaza Lane one-way and with a sidewalk. Mr. Chou reported that the Mills Peninsula Hospital project manager will reinstall the No Parking signs in front of the hospital as per their agreement. 8. 1.2 Construction projects • Burlingame Streetscape Project Mr. Chou reported that there will be a presentation by the design team RHAA at the August 20th Council meeting. • Illuminated Crosswalk replacement project Mr. Chou reported this project is on hold temporarily until the end of this month due to work being done currently at the Hyatt. • 2012 Street Resurfacing Project Mr. Chou reported that the contractor C. F. Archibald has been selected and work will begin. • Burlingame Village Water Main Replacement Project Mr. Chou reported that this project along California Drive has been completed for abVU t a month now. Any complaints about traffic in this area will no longer be attributed to this project. • Parking rate and meter change out Mr. Chou reported that the request for proposal has gone out and submissions are due on August 16tH • Broadway/US101 Interchange Project A presentation by the design team, URS, will be made to Council pertaining to aesthetics on September 4cn 8.2 Traffic Sergeant's Report Sergeant Nakiso reported that the Police Department conducted some pedestrian sting operations resulting in 24 citations and 6 warnings issued. The police department also has a new reader board/radar trailer and Corporal Witt has devised a schedule for its D usage. Chair Simonson also mentioned that during the BPAC meeting a concern was brought up by a resident on California Drive about bicyclists riding on sidewalks and asked if this could be included in selective enforcement. The police department has been trying to provide safety awareness and educate the public on this matter. 8.3 Commissioners' Comments and Concerns None. 9. COMMUNICATIONS 9.1 Rich Voon —Stop sign sight -visibility at Broadway on Vancouver Mr. Chou stated that this concern was also brought up by Councilmember Brownrigg earlier this evening. Staff worked with the Parks Department to trim the tree that was obscuring the stop sign but found that further trimming would kill the tree. A work order has been placed to relocate the stop sign. 9.2 Lisa Kreft —Burlingame School District safety issues Mr. Chou acknowledged receipt of a copy of an email from Ms. Kreft regarding safety issues at Burlingame Intermediate School. 9.3 Manito Velasco —Bike safety measure on California Drive Mr. Chou acknowledged receipt of an email from Mr. Velasco regarding bicycle collisions on California Drive. 9.4 Jane Gomery —Burlingame Avenue Streetscape Improvement Council meeting 8/20/12 Mr. Chou informed the Commission that a project update presentation on Burlingame Avenue Streetscape Improvements will be made to Council on August 20t". This meeting will be an appropriate time to participate in the design, character and style of the Burlingame Avenue Streetscape Improvements and encourages commissioners to attend and participate in the process. Other Communications: The City received a resident inquiry about the process to have a storage/moving pod delivered. Mr. Chou reported that he has already responded to this inquiry directly. Another communication was received regarding the parking on Crescent Avenue. Mr. Chou has been communicating with this resident and informed her that this will be on a future agenda. Commissioner Serrato had also been in communication with the resident for clarification of her request. 5 U. COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that committee members have been gathering pedestrian and bike counts at key intersections throughout the city to determine foot and bike traffic. This summer data is currently being compiled and fall counts will be performed in October. The two bike lane projects funded by Measure A funds are ready to get underway. Commissioner Louder made a request again to pursue getting a Planning Department representative to participate in B/PAC. 11. CURRENT BUSINESS 7.1 Crescent Avenue Parking Congestion —Discussion Mr. Chou presented a staff report and analysis of a Residential Parking Permit Program (RPPP) for the 200 block of Crescent Avenue. Chair Simonson opened public comment on this matter. Ms. Sjorstrom expressed concern that the 100 block of Crescent Avenue was also very crowded and getting worse since the new Safeway opened. Ms. Sjorstrom stated that she supported RPPP for the 200 block of Crescent. Ms. Realyvasquez said, as a resident of the 200 block of Crescent, the parking has been unbearable at times and requested a 2 -hour parking restriction. She took an unofficial survey and found the majority of the people parking on the block are from Walgreen's, as opposed to Safeway. Ms. Realyvasquez provided a copy of her survey results to the Commission. Ms. Treadwell stated that she is a resident of nearby Newlands Avenue and supported RPPP for the 200 block of Crescent Avenue. She also requested the City consider an extension of the RPPP to Newlands Avenue. Ms. Holden suggests that the City start with the merchants to encourage their employees to use the parking lots for parking; and, also consider making Lot H free again. Ms. Holden stated that she was in support of the 200 block of Crescent, provided it is extended to surrounding streets because otherwise those streets would be further impacted. Mr. Becker stated that she was opposed to a RPPP for the 200 block of Crescent. She said that this would result in moving the problem onto the surrounding streets. Ms. Burke stated that she supported RPPP for the 200 block of Crescent. Chair Simonson closed the public comment period. Motion: Staff continues to explore a Residential Parking Permit Program on the 200 block of Crescent Avenue. M/S/C: Noworolski/Akers; 5/0/0 Mr. Chou will proceed with the next steps such as noticing the surrounding area to seek concurrence. Motion: Staff will reach out to the business owners and investigate implementation of reduced cost monthly employee parking options for Lot H and other lots. Staff Reports 8.1 Traffic Engineer's Report 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) • Burlingame School District traffic/safety measures Mr. Chou reported that the implementation of No Left Turn restriction on Balboa Avenue at Devereaux has had a positive effect on traffic at Lincoln School. Mr. Chou reported that the relocation of the bus stop at Burlingame Intermediate School (BIS) was accomplished, and also seems to be having a positive effect on the traffic at BIS. • Adeline Avenue/Balboa Avenue stop sign problem Mr. Chou noted that he misspoke last month; and, that the concern for this intersection was the stop sign being obscured by trees. This concern was addressed and the Parks department has trimmed the trees. 8.1.2 Construction projects • Illuminated Crosswalk replacement project Mr. Chou reported that the illuminated crosswalk on California Drive in front of Stacks and Christie's now have a rectangular rapid -flashing beacon installed at the sign locations. He stated that the beacons should result in better response and awareness from drivers. He added that the beacons would be added to the majority of existing illuminated crosswalks. • 2012 Street Resurfacing Project Mr. Chou reported that the traffic signal detection loops were put in on Howard Avenue; and, that there was a delay in getting all the new striping done. • Parking rate and meter change out D Mr. Chou reported that proposals were received and have not yet been reviewed. Mr. Chou suggested that one Commissioner participate in the review process. Vice Chair Akers volunteered, with Commissioner Londer serving as a backup. • Broadway/US101 Interchange Project Mr. Chou reported that URS Corp. and Haygood Associates would be making a presentation to Council at the regular Council meeting on October 1St. The presentation would be addressing the aesthetic/landscaping components of the Broadway Interchange project. 8.2 Traffic Sergeant's Report 8.2.1 Introduction of new Traffic Sergeant, Jay Kiely Chair Simonson welcome Traffic Sergeant Jay Kiely. Sergeant Kiely was also introduced earlier during the Acknowledgment portion of this meeting. 8.2.2 General/Selective Traffic Enforcement Report Sergeant Kiely reported that the Traffic Division now have a full time Traffic Sergeant, Corporal Witt and an additional motor officer for a total of two officers, which should allow them to be more responsive to traffic complaints. Commissioner Londer reported that a merchant on Burlingame Avenue approached him with concerns about the worsening problem of cars are making U-turns into parking spaces. 8.3 Commissioners' Comments and Concerns Commissioner Londer reminded the Commission that Fresh Market is on October 7, 2012 and whether the Commission would like to participate. Commissioner Londer also noted that the Pet Parade is also coming up on September 29tH and a suggestion was made if Commissions would like to participate with their pets. Chair Simonson reported that this would be her last TSPC meeting, as she has accepted an appointment with the San Mateo County Planning Commission effective October 1St. Chair Simonson expressed her thanks and stated that she was happy to have served on this Commission. COMMUNICATIONS 9.1 Maria Realyvasquez —Parking problem on 200 block of Crescent Avenue Ms. Realyvasquez was heard during public comment during Item 7.1. Additionally, Mr. Chou stated that the Commission also received last-minute communications today regarding Agenda Item 7.1 from several other residents. 9.2 City staff —Burlingame Avenue Parking Structure Council Study Session (September 4, 2012) Communication to the Commission was received from Councilmember Brownrigg. 10. FUTURE AGENDA ITEMS 11.1 Primrose Road — 24 -minute parking zones (October) 11.2 Fox Plaza Lane —Pedestrian Safety (October) 12.ADJOURNMENT 8:54 p.m. CURRENT BUSINESS -ITEM 7.1 STAFF REPORT AGENDA ITEM 7A TO: Traffic, Safety and Parking Commission DATE: November 5, 2012 FROM: Augustine Chou, Transportation Engineer 14L SUBJECT: Item 7.1 — Fox Plaza Lane Pedestrian Safety Meeting Date: November 8. 2012 RECOMMENDATION: Concur with staff to continue implementing pedestrian improvements as is feasible and deemed beneficial to Fox Plaza Lane. DISCUSSION: At the August TSPC meeting, Mr. William Paul came before the Commission and presented some verbal comments regarding the pedestrian safety situation along Fox Plaza Lane. At that time, it was explained that the City staff was already looking into the situation and some mitigating actions had already been taken. Roadway &Location Conditions Fox Lane Plaza is parallel to, and south of, Burlingame Avenue. It serves as east/west access between City Parking Lot K and EI Camino Real on the west side, and Primrose Road on the east side. A majority of the businesses on Burlingame Avenue have secondary exits onto Fox Plaza Lane. The roadway width is approximately 19 feet wide with no dedicated 6 -inch raised sidewalks. Observations and Analysis Pedestrians currently walk along the lane mixed with vehicular traffic. The main concern for pedestrian safety is the rear access way from Fox Mall, as there is little indication for pedestrians upon exit. The City anticipated that with the advent of the Safeway development, there might be increased pedestrian traffic between the development, city parking lot, and the mall. To address this, several new safety measures were implement, such as an enhanced crosswalk, handicapped truncated dome mat, and pedestrian crossing warning signs. The items and concerns that that Mr. Paul presented, along with any staff actions are listed below: 1. COMMENT: Fox Plaza Lane is an "alley" and is "no place" for pedestrians. ACTION: No action to be taken. All roadways must allow for pedestrians unless specified by proper signage. The City wishes to keep pedestrian access available on Fox Plaza Lane, especially because of all the currently existing rear/secondary business access. 2. COMMENT: Consider widening or removing the "faded" 3 -inch stripe along the north side of the Fox Plaza Lane for pedestrians use. ACTION: The stripe referred to by Mr. Paul was already removed by asphalt grinding approximately 12 months prior to the request. However, the grind marks are still present and create a "shadow" or appearance of an existing, but faded stripe. Staff will schedule new work to regrind. COMMENT: Consider installing the missing "yellow mat" for handicapped access at crosswalk in Fox Mall entrance/exit. ACTION: Staff is scheduling work to install new truncated dome mats as requested. Current delay is due to property and right-of-way conflicts. 4. COMMENT: Consider relocating the existing pedestrian warning sign for westbound Fox Plaza Lane traffic. Current sign is on the wrong side of the lane and cannot be seen by drivers in that direction. ACTION: No additional action to be taken. The northbound sign originally could not be installed on the right-hand side of the roadway because of right-of-way restrictions. 5. COMMENT: Consider making Fox Plaza Lane one-way direction, especially for cars exiting City Parking Lot L. ACTION: Staff to look into feasibility of RIGHT TURN ONLY signs at the exit of Lot L. Staff will continue to examine the feasibility of the concern above and implement those measures which it can; and, update the Commission on future progress under the "Engineer's Report" of the TSPC agenda. Staff will also schedule future items concerning Fox Plaza Lane under "Current Business", where such actions require broad public input but are not dependent on federal, state, or local regulations or restriction.
