Ms. Simonson recommended a book, "Walkable City". She found it very pertinent to issues
that TSPC addresses and a good read.
Mr. Velasco inquired about receiving a parking citation when parked in his own driveway
which has red tips. Mr. Velasco also sought support from staff to help improve safety on

Chair Akers reported that Commissioner Londer reserved a table on various dates at
the Fresh Market for TSPC representation. The Commissioners would attempt to
schedule some participation dates for the Fresh Market at a future meeting.
7.3 Accident and Citation Data —Initial Discussion
Chair Akers and Commissioner Noworolski had previously reached out to the Police
Department to inquire if there was GIS or mapping technology available to look at traffic
in Burlingame, with particular emphasis at looking at accident and citation data to give a
sense of where the Commission should be targeting. Mr. Chou suggested working with
two Commissioners on an ad hoc or subcommittee level to get this information. Mr.
Chou questioned the use of an accident data map since it was unclear at the time
whether or not such maps would ultimately be for public use. Sergeant Kiely said there
are two avenues to show this information — mining accident report information from their
database, which is quite labor intensive; or, utilizing a visual display on Google maps.
Sergeant Kiely stated that he would have his new officer work on this and would present
data at a later date. This item will be revisited in a couple of months.
Staff Reports
8.1 Traffic Engineer's Report
8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks,
speed control, parking)

Mr. Chou report
ed that staff is fabricating back-to-back signs with "No Left/Right
Turn". He said that these new signs would be posted on the southeast corner of
Devereux and Balboa Avenue for added and better visibility.
8.1.2
Larkspur/Linden temporary traffic -speed control measures
Mr. Chou reported that he has been working with residents Janet McDonald and
Matthew Carlson on this issue and plans to meet with residents. He said that staff
would try to setup temporary traffic delineators to mimic a traffic circle for
approximately 6 months to a year to see if this addresses the problem at this
intersection. If so, then staff would work further with the neighborhood to make a
more permanent fixture.
Construction and Design projects
Annual Thermoplastic Striping Project
Mr. Chou reported that the thermoplastic striping project is currently in progress.
The extensive work to be done on Broadway between EI Camino Real to Highway
101 is pending a proper temperature.
Broadway/US 101 Interchange Project
Mr. Chou attended a project development meeting and the plans are to be at
100% completion specifications

Annual Street Resurfacing Project
Mr. Chou reported that the plans are 60% done and upon completion will need
Caltrans approval. He stated that staff expected the project to bid in March, with
work to begin shortly after.

participating in a countywide sting program.

ed that two grants were submitted in the prior month.
One was for funding their participation in the countywide sting program; and, the
other was funding for DUI checkpoints.
8.3 Commissioners' Comments and Concerns
Commissioner Wettan mentioned that the roadway at Laguna and Capuchino caused
him to bottom out considerably.

Chair Akers reported that he responded to Ms. Ballinger and informed her that her
communication would be on this evening's agenda.

Mr. Chou reported that B/PAC met earlier this evening and that the discussion was
about the OBAG grant applications and the general schedule for application reviews.

SUBJECT: Item 7.1 — Burlingame Avenue Downtown Parking Structure
Meeting
Date: March 14, 2013
RECOMMENDATION: Staff recommends the Commission seek additional public input from this
meeting and determine whether additional focus group meetings are necessary before providing Council
with a Commission recommendation regarding a preferred location for the parking structure in the
Burlingame Avenue downtown area. No formal actions or votes by the Commission are recommended
at this time.
BACKGROUND: At the September 4, 2012 Council Study Session meeting, staff made a presentation
regarding an initial feasibility study for a parking structure in the downtown area. The study was deemed
necessary to determine critical information on how to meet the continuing parking needs of the
downtown businesses. At the study session, Council provided feedback and directed staff to conduct
additional analyses that would involve property values and traffic circulation impacts from a parking
structure. In addition, the Council directed staff to obtain public input from the residents and merchants
through public meetings.
Downtown Specific Area Plan: The commission may recall that, in October, 2010, the Council adopted
the Burlingame Downtown Specific Plan. The purpose of this document is to provide growth guidance,
development, and design standards for downtown Burlingame. The Specific Plan was the result of a
thorough two-year process involving numerous public "visioning" sessions, and stakeholder meetings
and interviews.
In "Section 4.0 — Streetscape &Open Space" of the plan, it calls for the creation of a "signature"
downtown open space area. This area would act as a signature "town square" area in the heart of the
Burlingame Avenue commercial district. The location for consideration was identified in the document
as the area currently on the Lot E site. Furthermore, the also plan identified Lot J as a potential parking
structure site in conjunction with the Lot E conversion to the signature town square open space area.
Downtown Parking Lots Redevelopment: Currently, the City is exploring public-private partnership
opportunities with private developers to redevelop City Parking Lots E and N. There are no specific
details available about the parking lot redevelopment, other than the fact that it is understood to include
mix use. If these lots are redeveloped into mixed use, the loss of parking from these lots needs to be
replaced. In addition, if Lot E is used for mixed use, other parking lot sites may need to be identified for
the "town square" open space area.

DISCUSSION: In February of this year, the City held two meetings to gather public input regarding
potential locations for a downtown parking structure. The general format for both meetings consisted of
a brief presentation by William Hurrell of CDM Smith, a short "question and answer" session, and a more
extensive break-out session where all the attendees formed small groups for detailed discussions. At
the end, representatives of each group provided the consensus choices on potential parking structure
location candidates.
The meetings provided information and insight on factors and issues that were %J importance to both
residents and the business community regarding the possible locations to consider for a parking
structure. Throughout the discussions in both meetings, it was evident that the issue of a signature open
space area posed questions which impacted the decision process for some attendees. Specifically,
there were questions on how this Downtown Specific Plan goal would affect a decision regarding a
potential structure on the Lot E and Lot J sites. In some discussions, this issue was not as prominent as
it might have been. Staff determined that as a way to further address this matter, a third public
discussion would be prudent.
It is, therefore, advised that for this regular TSPC meeting, the purpose of the Commission and staff
should be to continue gathering public input and further the discussions on a potential downtown parking
structure location, especially with renewed emphasis in the context of the signature downtown open
space concept.
Furthermore, the Commission is asked to work in conjunction with staff to determine if there is a need to
hold additional public meetings, either by way of regular TSPC meetings or specific focus group
meetings to gather more public input, both residential and business.

May 12, July 14, October 13, November 10 &December 8 are open for the TSPC. Please let the

Hello, I'm a 6.5 yr resident at 217 Chapin Lane and am writing to request help with frequent speeding traffic along our street.
We have at least 10 kids who live along our short section of Chapin Lane (between Ralston and Pepper) and they very
frequently play outside together on both sides of the street. It's a great situation in that all our neighbors know each other and
enjoy spending time outside together. However, we have a constant problem with cars driving too fast down our street and all of
us are very concerned about the chance of an accident (there have even been a couple of altercations between a neighbor and
speeding drivers he has flagged down). Even the speed limit of 25 mph is way too fast given the curve of the street and the
number of parked cars along it. This section of Chapin Lane doesn't really go anywhere and there's no real need to drive down it
other than to get to one of the homes located there. However, it seems that quite a few drivers find it while navigating between
Ralston, Barroilhet, and El Camino. We would very much like to find a way to improve this situation before a tragic accident
occurs. I believe that most residents along our street would be in favor of permanent speed bumps being installed or some other
barriers to excessive speed. What are our options and what is the process for pursuing them?
