CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 4 of 5 Commissioners present. 4. ACKNOWLEDGEMENT Chair Akers welcomed Corporal Jason Roberts to this evening's Traffic Safety and Parking Commission meeting. Chair Akers acknowledged Mr. Chows recent promotion to Engineering Programs Manager. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of March 14, 2013 with the amendment of adding Mayor Ann Keighran as a visitor. M/S/C: Noworolski/Conder; 3/0/2 (Commissioner Wettan abstained, Vice Chair Serrato absent) 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 Accident and Citation Data —Discussion Mr. Chou gave some background and history on the idea of looking collision data to pinpoint location for which the City can improve safety. into accident and Corporal Roberts reported that Sergeant Kiley has been working with another traffic division officer to gather this data. Chair Akers opened the floor for public comments. Mr. Velasco wanted to share his awareness of www.crimereports.com. Mr. Velasco wanted to point out that on California Drive between Dufferin and Lincoln, over a 3 - month period between November, December and January, there was a collision at each of those intersections. Mr. Velasco suggested that there be red zones at each of those approaches to California Drive. Mr. Chou reported that work was being planned to mark out and standardize red zones at all the intersection approaches along that portion of California Drive, Mr. Chou stated that he would provide an update on this next month. The accident and citation agenda item will be revisited next month. 7.2 Primrose Rd/Howard Ave Green Zone —Discussion Mr. Chou provided background on this request and presented an aerial photo of the existing green zones in this area. Discussion occurred in regards to whether or not additional green zones are needed and/or if only changes to the existing green zones are necessary. The Commission agreed that staff should look at the 10 -hour spaces on Howard Avenue in front of the United Methodists Church and evaluate converting them to shorter 1 -hour or 2 -hour spaces. Commissioner Noworolski volunteered loaning some equipment with time lapsed cameras to help determine usage of the various spaces in the area. Chair Akers asked Mr. Chou to report back in a couple months regarding the status of the possibility of conversion of the 10 -hour spaces; and, perhaps in 6 months regarding the green zones. 7.3 General TSPC Plans for 2013 — Discussion 7.3.1 Municipal Code Review and Update There was a brief discussion of items that should be added to the General TSPC Plans for 2013. It was agreed to add School Traffic & Safety Issues under the Engineer's Report as Item 8.1.2 and Construction and Design Projects would become Item 8.1.3. The Commission discussed reviewing certain Municipal Codes related to traffic, pedestrian and bicycle issues on a monthly basis. Chair Akers asked that the Commissioners review Chapters 13.04 through 13.12 and to be prepared to provide comments next month. Chair Akers opened the floor for public comment. Mr. Velasco brought to the Commission's attention that Municipal Code 13.52.100 is not consistent with the current California Vehicle Code 21202. The Commission had a discussion and agreed that Municipal Codes pertaining to bicycles should be initially reviewed by B/PAC. 7.3.2 Parking Policy Review Commissioner Noworolski stated that he would attempt to provide contacts at other cities so as to share their experiences with "dynamic pricing" schemes for parking and report back in a few months. 7.3.3 Traffic Studies and Collision Data Previously discussed in Item 7.1 and will be revisited next month. Pedestrian Corridors Chair Akers asked Mr. Chou to brief the Commission in the next couple of months as to how to look at Pedestrian Corridors and Safe Routes to School on a "big picture" level and how the City might go about approaching these issues. 7.4 Outreach Events —Discussion Commissioner Londer volunteered to represent the Commission at the Fresh Market on May 12, 2013. Chair Akers said that he would coordinate with Commissioner Serrato; and, that one of them would accompany Commissioner Londer. Bike to Work Day is May 9th and there will be an energizer station at the Burlingame Avenue train station. Commissioners Londer and Wettan volunteered to represent TSPC at this event from 7:00 am to 9:00 am. 8. Staff Reports 8.1 Traffic Engineer's Report 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) - Balboa/Devereux traffic sign for Lincoln School traffic Mr. Chou reported that a letter is ready to be sent to neighborhood residents to inform them of the traffic signs that will be installed as an effort to address the safety and traffic flow. He stated that once the letters were sent, the signs would be installed about two weeks later. - Larkspur/Linden temporary traffic -speed control measures Mr. Chou reported that he met with the residents and informed them that funding would allow for more than a "temporary" traffic circle design. He stated that staff was currently initial developing plans for this project. - 2 -Hour Parking on Capuchino Avenue Mr. Chou reported that he would be informing the residents of the process to get a petition to extend the 2 -hour limitation for the whole block, as a beginning point to a Residential Parking Permit Program on Capuchino. - Chapin Avenue speeding concerns Mr. Chou said staff will perform radar counts and speed surveys. Staff would also loU k at other measures such as possibly raising or enlarging the speed limit signs for better visibility. - Burlingame School District pedestrian safety issues Mr. Chou report ed that he met with Assistant Superintendent Robert Clark about the district's plan to develop a Safe Routes to School program. He stated that this program could be useful to better define crosswalk installations near schools. Mr. Chou also reported that staff and the district are also discussing mutual traffic concerns at all the school locations. Construction and Design projects - Annual Thermoplastic Striping Project Mr. Chou report ed that this project is complete, but that there were a few items that the City plans to add to the project, such as the crosswalk relocation at North Lane by Carolan, which needs agreement from Caltrain. Broadway/US 101 Interchange Project Mr. Chou reported that the project plans are ready to go the Caltrans headquarters in Sacramento in late April/early May. He stated that once there, it will take about 6 months for Caltrans HQ review and final approval. Burlingame Avenue Streetscape Project Mr. Chou reported that there was a Burlingame Avenue Streetscape Project groundbreaking event earlier this week. 8.2 Traffic Sergeant's Report 8.2.1 General/Selective Traffic Enforcement Report Corporal Roberts reported that the Police Department continue to receive reports regarding specific areas to enforce and are actively going out and investigating those locations on a regular basis. 8.3 Commissioners' Comments and Concerns Commissioner Wettan acknowledged how quickly (less than 3 minutes) the Police Department responded to a collision that occurred close to his home a few months ago. 9. COMMUNICATIONS 9.1 Liz Vorsatz —Hoover School Traffic Concerns Chair Akers acknowledged the email communication from Ms. Vorsatz. Commissioner Wettan noted there have been ongoing discussions with Hoover staff. Commissioner Wettan suggested that the Commissioners walk through the Hoover site. From a format standpoint, with Commissioner concurrence, Mr. Chou recommended that this discussion be under Item 8.1.3 under Traffic Engineer's Report. Mr. Chou felt that a site visit could be arranged with the School District for one or two Commissioners, if desired. Chair Akers suggested including a map of the site for next month's discussion. 9.2 Other Communications None. 1Un COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that B/PAC met earlier this evening and discussed vehicle speeds, speed on streets, and the citywide radar survey. Mr. Chou also reported on the status of the City's OBAG (One Bay Area Grant) grant submittals. Mr. Chou also reported that there was a discussion regarding the planned Criterium Race and how it would be held during the Burlingame Avenue Streetscape Improvements Project construction. Commissioner Londer reported some of the B/PAC goals discussed at their meeting, such as: - Getting a Planning Commissioner join B/PAC - Speed signs stating they are Radar Enforced Any indoor parking structure has bicycle storage Southbound route on from Millbrae into residential areas 11.
