PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 TSPC Areas of Emphasis for 2013 — Discussion 7.1.1 Municipal Code Review and Update 7.1.1.1 BMC Chapters 13.04-13.12 — Discussion Discussion occurred regarding the codes in Chapters 13.04 — 13.12, with the following possibly needing further attention: - 13.04.030 Central traffic district 13.04.130 Definition of a Parking Meter 13.08.020 Persons other than officials shall not direct traffic 13.08.015 Authority of Parking Enforcement Officers Chair Akers stated that he would maintain a running follow-up list of codes identified as needing further review. Chair Akers asked that the Commissioners review Chapters 13.16 — 13.28 and to be prepared to provide comments next month. 7.1.2 Parking Policy Review No discussion. 7.1.3 Traffic Studies and Collision Data 7.1.3.1 Accident and Citation Data — Discussion Chair Akers reported that he met with Sergeant Kiely and Officer Kempel. He stated that the Traffic Division was taking the lead in using the Google map application to gather information on all injury accidents and mapping them by category. Chair Akers said that he hoped in the next few months this information could be ready to share with the public. Pedestrian Corridors Mr. Chou reported that he had been working with the Mills -Peninsula Hospital administration to return a section of EI Camino Real back to No Parking, as it was prior to construction. 7.2 Outreach Events —Discussion Commissioner Londer and Chair Akers reported that they would be representing TSPC at the Fresh Market for the coming Sunday. Commissioners Londer and Wettan reported that they represented TSPC at the "Bike to Work" event today; and, that it was very successful. 7.3 Public Works Safety Brochures Mr. Chou presented draft versions of the "Pedestrian Signals" brochure and "Traffic Signals" brochure for review. There was a brief discussion on the format of the brochures. Commissioner Noworolski suggested that the "Traffic Signals" brochure include information regarding how Caltrans has jurisdiction of the traffic signals on EI Camino Real. Mr. Chou asked that the Commissioners to forward additional comments to him on these brochures before the next meeting. Staff Reports 8.1 Traffic Engineer's Report 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) - California Drive intersection red zones Mr. Chou reported that due to sight -visibility concerns on side streets along California Drive between Murchison and Broadway, red curbing would be installed as part of a maintenance project instead of during the upcoming street resurfacing project. - Balboa/Devereux traffic sign for Lincoln School traffic Chair Akers recused himself from this discussion. Mr. Chou reported that due to the school year ending soon, he held back on sending out the notification letter to the residents on Devereux regarding the new NO TURN signage at Balboa and Devereux. Mr. Chou stated that it might be better to send the letter during late summer, right before school was to resume. Commissioners Noworolski and Wettan stated that they saw no reason to delay issuance of the letter and felt it would still be beneficial now. Mr. Chou stated that he would take their comments into consideration to determine how to get the letter out sooner. - 2 -Hr Parking on Capuchino Avenue Mr. Chou report ed that staff was working to determine if a petition was being gathered for neighborhood concurrence to extend the existing 2 -hour parking restriction to the entire 1200 block of Capuchino Avenue, instead of just at the Broadway end. Chapin Lane speeding concerns Mr. Chou reported that staff was could be installed as a solution efforts were being conducted enforcement. - Paloma/Lincoln red curb request evaluating whether or not additional signage for this concern. He added that coordination with the Police Department on selective Mr. Chou reported that red curbs would be installed for better sight -visibility where it was necessary. Chair Akers opened the floor for public comment. Mr. Boutin, the requestor, thanked the Commission for their attention on this matter. Mr. Velasco spoke on several items: o suggested painting a red zone on Lincoln at Paloma Avenue and noted the urgency on this matter o support for the red zones on the side streets for better sight -visibility for turning onto California Drive — particularly Mills Avenue, Oxford Road and Cambridge Road o when looking at accident citation data, keep in mind that not all collisions not reported o the signal brochure or other appropriate brochure should include where bicyclists should stop to access a signal o asked for clarification of traffic signs at Lincoln School - Coronado/Davis pedestrian path Mr. Chou reported that the residents in the neighborhood originally requested the original pedestrian path be closed and removed; and, that the hospital proceeded with the closure during the construction. Construction and Design Projects - Burlingame Avenue Streetscape Project Mr. Chou report ed that the streetscape construction that the 1200 block of Burlingame Avenue would be months. He added that all businesses would construction. work was proceeding; and, closed for the next several remain open during the Larkspur/Linden temporary traffic -speed control measures Mr. Chou reported that staff was working on some basic plans for a possible residential traffic circle at this time. He said that there would be nothing to report until a more substantial design was ready. 8. 1.3 School Traffic Issues Commissioner Wettan inquired if there was further staff discussion regarding Hoover School. Mr. Chou replied that there has been none at this time. Mr. Chou also stated that the School District was working on a "Safe Routes to Schools" map, which would help in determining the need for certain crosswalk installations at intersections leading to schools city-wide. 8.2 Traffic Sergeant's Report 8.2.1 General/Selective Traffic Enforcement Report Corporal Roberts reported that the Traffic Division continued to perform selective enforcement on the streets on the selective enforcement list. 8.3 Commissioners' Comments and Concerns The Commission received communication from a bicyclist who had difficulty getting completely across the intersection at may Drive & EI Camino Real, especially with the currently timed green traffic signal light. Commissioner Noworolski reported that he secured video cameras for use at Primrose Road and Howard Avenue for a parking duration study. Commissioner Wettan mentioned that there a number of bulbs out on the overhead traffic signal light at Hillside Drive &Cabrillo Avenue. Commissioner Londer requested that Electric Charging Stations be added as a Future Agenda item. BACKGROUND: Over approximately eighteen months, the Commission has been working with engineering staff on creating pubic information brochures on various traffic and transportation matters. The purpose of these brochures are to help the general public get a better understanding of why and how certain traffic/transportation signs or equipment are used in certain situations. The Commission's input is being sought to provide staff with comments from a non-technical perspective. It must be reiterated that these are draft documents in their most preliminary state for the Commission to review and comment. Distribution of the final version of these brochures will be available in printed and digital forms at city facilities, city -sponsored events, chamber events such as the Fresh Market, as well as on the City's web page. Past topics for brochures have been: • Bicycles -Vehicles: Share the Road • Neighborhood Traffic Safety • Pedestrian Crosswalks • Pedestrian Signals • Traffic Signals DISCUSSION: The current draft brochures being put together, "Speed Limits" and "Stop Signs/Traffic Signals", are also the last ones planned at this time. The purpose of these two brochures is to provide the public with insight into how stop signs/traffic signals and speed limits are established and used properly. The brochures should explain in simple, non-technical terms how the City uses speed limits and stop signs; and, why these mitigations are used instead of others. 1 Item 7.3 - Public Works Safety Brochures June 13, 2013 Staff's goal is to return to the Commission later in the year with updated versions based on all the past comments collected for a final round of review before finalization and distribution. BACKGROUND: The City received a petition from the residents of the 1600 block of Howard Avenue requesting the designation of 2 -hour parking on the south side of the block, and the designation of No Parking Anytime on the north side of the block. This request stems from residential concerns over increasing long-term on -street parking of non-residents, as well as the desire for consistency with the current parking conditions along the 1500 block of Howard Avenue. DISCUSSION: This portion of Howard Avenue is two blocks west of EI Camino Real, and is composed entirely of single-family residential homes. On -street parking is currently available without any time restrictions. Field analyses confirmed that there are numerous vehicles parked on -street along this portion of Howard Avenue; specifically, within 100 feet %J the intersection of Howard Avenue at Crescent Avenue. Conversely, there is no such parking impact on the 1500 block due to existing parking restrictions. The analyses also revealed that there are generally more parked cars on the street closer to the above intersection, while there is little to no parked cars farther west down the block, closer to the Occidental Avenue intersection. While the residents have requested a combination of a 2 -hour parking time limit on the south side of Howard and a No Parking Anytime zone on the north side of Howard, implementation would mean the total elimination of on -street parking for residents on one side of the street. Such an installation would be consistent with the restrictions currently imposed on the 1500 block of Howard Avenue, which is the next block closer to EI Camino Real. Should this request be considered, the majority of the residents need to be in agreement that they understand such an implementation will also have significant impact to half their block regarding access to on - street parking. If this is not the outcome that the residents seek, an alternative could be to look into 2 -hour parking for both sides of the street. 1 Item 7.4 — Howard Avenue 2 -hr & No Parking Zones (1600 block) June 13, 2013 2 If it is determined that some type of parking restriction is supported by the neighborhood, staff will present the preferred action before City Council for modification and inclusion into the Burlingame Municipal Code. The residents are aware that, once the parking restrictions are in place, they will be eligible to participate in the Residential Parking Permit Program (RPPP). The RPPP will allow them to legally park beyond the newly posted time limit on their street. Follow up implementation of the RPPP for the 1600 block would occur within approximately two weeks after the parking restrictiorys are posted and in effect for enforcement. I'm attaching my suggestion to improve visibility here, having encountered similar difficulties at this intersection coming out of Paloma and driving on Lincoln. Cars and other larger vehicles are currently permitted to park all the way up to the corner on Lincoln, which obscures the view from Paloma. My suggestion would be to remove the red zone on the left side of Paloma and install a new red zone on Lincoln. This is intended to improve the sightline for drivers as well as give drivers from Paloma a better angle with which to observe gaps in Lincoln traffic. Moreover, there is no net loss of parking. This also helps pedestrians become more visible by setting back the first legal parking space. There is some restriping work that would need to be done but should result in an overall improvement.
