Chair Akers asked that the Commissioners review Chapter 13.32 and to be
prepared to provide comments next month.
7.1.2 Parking Policy Review

7.1.3 Traffic Studies and Collision Data
7.1.3.1 Accident and Citation Data —Discussion
Chair Akers had nothing new to report.
Corporal Murphy said the Traffic Division is continuing to map injury
accidents.
7.1.4 Pedestrian Corridors
Mr. Chou reported that the NO PARKING restriction has been reinstated on the
curb area adjacent to Mills -Peninsula Hospital along EI Camino Real, between
Trousdale and the asphalt path north of Ray Drive. He added that this now puts
the parking restriction back to the way it was prior to the hospital construction.
7.2 Outreach Events —Discussion
Chair Akers and Commissioner Londer reported that they represented TSPC at Fresh
Market on May 12th. They garnered a brief list of concerns and will forward this
information to Mr. Chou.
Commissioners Wettan and Noworolski stated that they would be representing TSPC at
the July 14th Fresh Market.
Mr. Chou reported that Engineering staff conducted a survey about a downtown parking
structure during the past week. Mr. Chou explained that the results would be presented
to the Commission at a future TSPC meeting.
7.3 Public Works Safety Brochures
Mr. Chou presented drafts of the Speed Limits and Traffic Signals &Stop Signs
brochures. It was agreed that these brochures would include additional graphics and
the information on the back panels would be consistent with those of previously
reviewed brochures.
7.4 Howard Avenue: Petition for 2 -Hr & No Parking (1600 block) —Discussion
(This item was taken out of order and discussed by the Commission before Item 7.1)
Mr. Chou presented a staff report recommending that the Commission determine
support of the residents of the 1600 block of Howard Avenue to establish 2 -hour parking
time limits and/or No Parking Anytime zones on their block of Howard Avenue. Mr.
Chou further reported that, based on a submitted petition by the residents, there was
strong support to limit the parking time along this block of Howard. He also stated that
the only concern was over the request to also consider NO PARKING along the north
side of the street.
The Commission heard from the public. Two residents spoke in favor of NO PARKING
on the north side and 2 -hour parking on the south side of the 1600 block of Howard
Avenue. One resident opposed the request for NO PARKING in front of his residence
and asked the Commission to just consider the 2 -hour limit for both sides of the street.
Motion: To recommend implementation of 2 -hour parking on both sides of 1600 block
of Howard Avenue.

Staff Reports
8.1 Traffic Engineer's Report
8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks,
speed control, parking)
- 2 -Hr Parking on Capuchino Avenue
Mr. Chou report
ed that no action has been taken so far, as he has not heard
anything additional from the residents and he needs to pursue in-depth contact.
- Chapin Lane speeding concerns
Mr. Chou reported that additional enforcement was conducted and that it was
suspected that the reported speeding was the result of Hillsborough residents
coming down towards EI Camino trying to avoid stop signs at Occidental Avenue,
Mr. Chou also explained that Corporal Murphy would also have additional
information to report in the Traffic Sergeant's Report section.
- Paloma/Lincoln red curb request
Mr. Chou reported that city striping and paint staff have installed the requested
red curbs at this intersection.
8.1.2 Construction and Design projects
- Burlingame Avenue Streetscape Project
Mr. Chou reported that the 1200 block of Burlingame Avenue remained closed for
the Streetscape Improvements Project; and, that this section was scheduled to be
completed sometime in August.
- 2013 Street Resurfacing Project
Mr. Chou reported that the City was currently executing the agreement for the
2013 Street Resurfacing Project with O'Grady Paving.
- Bike Route Improvement Project
Mr. Chou reported that an agreement with Chrisp Company was currently being
executed, with authorization to proceed following shortly.
8.1.3 School Traffic Issues
- Hoover School site visit
Mr. Chou reported that Assistant School Superintendent Robert Clark was more
than willing to meet with Commissioners to take a guided tour and discuss traffic
concerns. A tour date needed to be set.
8.2 Traffic Sergeant's Report
8.2.1 General/Selective Traffic Enforcement Report
Corporal Murphy report
ed that there was increased enforcement on Trousdale
Drive as a result of speeding complaints. He added that a radar trailer was
placed at Chapin Lane, along with it being on the selective enforcement list.
Corporal Murphy also reported that there were numerous "failure to yield to
pedestrian" complaints at the Burlingame Avenue & Park Avenue construction
8.2.2 Office of Traffic Safety (OTS) Grants
Corporal Murphy reported that the Police Department was awarded Cl grant V
amount of $51,000 to fund six future DUI checkpoints. He said that the Police
Department was also just completing an application for a $258,000 OTS grant for
a Traffic Safety Program, which included traffic and safety deployments within the
City and continued implementation of the STEP Program.
8.3 Commissioners' Comments and Concerns
Commissioner Noworolski inquired about a camera setup at Broadway and California
Drive. Mr. Chou explained that the camera was not installed by city staff, but that it
could be for a joint project with the County.
Commissioner Londer expressed his desire to reexamine the crosswalk configuration at
North Lane, by the donut shop, soon.
Commissioner Noworolski asked about the status of the NO LEFT -TURN sign at
Devereux and Balboa. Mr. Chou reported that the work order was submitted and the
letter to the residents would be sent.
Chair Akers stated that he received a report from a resident who felt that there was a
lack of bike racks in Burlingame.
Chair Akers requested parking enforcement this weekend at the Ray Park area during a
softball tournament. Corporal Murphy stated that he would pass this information along
to the police staff; and, also make arrangements for a "rapid-fire" message to be sent
out to residents.

Commissioner Wettan report
ed that B/PAC met earlier this evening. They discussed
decorative bike rack designs for Burlingame Avenue, as well as identifying some
committee goals. He reported that one of the goals discussed was mapping out
different options for pedestrians to safety travel south from the Millbrae BART station.

Mark & I were at the Fresh Market on Sunday (July 14) and we talked to many residents about their
concerns regarding traffic, safety and parking, summarized as follows:
Stop Sign Requests:
• Bayswater &Highland -many accidents
• Albermarle & Davis - lots of kids
• Bayswater - speeding between Dwight & Bloomfield, Putnam & Fiat do their test drives there
EI Camino Real:
• ECR &Ray -light timing for bicycles is insufficient
• ECR & Willow - crosswalk request, has talked to Staff previously
Laguna
• Wants one-way north of Broadway -currently it's 2 -lane unlike all other streets in area
• Difficult for 2 cars to pass, several accidents
• Used as a by-pass when California is backed up
Broadway &Rolift
ns -Pedestrian/Bike Crossing
• Very dangerous as drivers are distracted and in a hurry
• Drivers from Broadway are cutting off other vehicles trying to get into freeway entrance lane
Lincoln School
• New principal -reach out on traffic issues
Interestingly, there were no questions or concerns regarding the Streetscape, the Post Office or a
downtown parking structure, main themes of our last Fresh Market. Guess those items have been
resolved.
Please include this in the August TSPC Agenda.

Pedestrian and Traffic Safety Suggestions for Downtown Burlingame
As a long time resident of Burlingame and a relatively new resident of
downtown I have become very aware of the fact that downtown is a very
intense area for pedestrian traffic and that automobile traffic and pedestrians
don't always perfectly coexist. Many times, I think, traffic management
decisions are made with the focus on automobiles.
With the emphasis on vehicle traffic and parking, the pedestrian perspective
can sometimes be lost. With the new streetscape becoming a reality and
walkability a stated goal of the new downtown specific plan it's time for
pedestrian convenience and safety to receive renewed scrutiny.
As you might guess, I have some observations and suggestions:
15 -Miles Per Hour Limit on Burlingame Avenue
1. Many times my wife and I drive through Los Gatos from Santa Cruz
using the Highway 17 left exit into town. The speed limit as you exit
Highway 17 is posted at 25mph. Within two blocks, Santa Cruz
Avenue, at the intersection of Main Street, is posted at 15mph. This
street, in many respects similar to Burlingame Avenue, has lots of
pedestrian traffic, parallel parking and crosswalks in the middle of the
block. The 15mph limit has been in effect for many years seems to
work very well and supports the message of pedestrian safety. I
strongly believe a 15 mph limit for the new Burlingame Avenue
should be considered. I'm attaching a Los Gatos photo.
Good Crosswalks at Primrose & Donnelly and Primrose & Fox Plaza
Lane
2. The crosswalks at Donnelly and Primrose need attention. Driver
courtesy is probably worse here than most intersections downtown.
Consideration of what can be done to put the emphasis on pedestrians
is needed.
There isn't a crosswalk at Primrose and Fox Plaza Lane. With the
new Safeway and retail in this area I believe a crosswalk and signage
here is needed. There are many J walkers that I'm sure won't change.
Primrose and Chapin
3. The intersection of Chapin and Primrose is another problem
intersection. The width of Chapin is part of the challenge.
I'm not sure of the solution for more pedestrian safety but I think
traffic control measures should be placing the emphasis on pedestrian
convenience and safety first.
Primrose and Floribunda
4. The intersection of Floribunda and Primrose continues to be a
hazardous intersection. I continue to believe this wide, spacious
intersection warrants a stop sign for Primrose. Short of that, I believe
the City should look at this intersection to see what additional
measures can be taken to improve pedestrian safety. My wife had a
very close call a few weeks ago while in the crosswalk with a vehicle
turning right from Primrose onto Floribunda. A red zone adjacent to
the crosswalk would be very helpful.
Primrose Circle
5. Most drivers are very courteous but speed is a problem, The Primrose
circle in front of City Hall and the Library lends itself to fast driving
so any sort of measures to slow things down would be good
With the streetscape work underway this is a good time to evaluate
pedestrian safety. Walkability certainly is part of the streetscape plan.
Those sixteen -foot wide sidewalks will help set the stage. Closely
evaluating the nearby pedestrian walkways and intersections can certainly be
an extension of that work.

Dear Burlingame Traffic Commission,
I am writing again to request that you address the obscured STOP sign on the eastbound side of Adeline and
Balboa. After witnessing another car run this stop sign today, I have attached for you a photo of the intersection
where the STOP sign is barely noticeable. Could you please address this issue? I suggest that this STOP sign
should be moved in front of the tree, rather than behind it. Otherwise, we will run into this issue over and over
again until there is a serious accident where the City of Burlingame may be liable. Please let me know when
and how this STOP sign issue will be addressed. Thanks in advance.

Thank you for your message regarding the traffic situation at Adeline

Drive and Balboa Avenue. Based on field evaluations done so far, it is
obvious that the eastbound stop sign at Adeline and Balboa is being
obscured by the overhanging branches and leaves from a nearby tree. The
Burlingame Parks Department will be notified of this condition and a
service request is being submitted to trim the tree limbs that are
currently obstructing the eastbound Adeline stop sign. As a follow-up
task, the Police Department will also be notified of your concern; and,
an officer will be requested for periodically enforce of the existing
stop signs at this location once the trimming work is complete.

Dear Traffic Safety Commission:
I am writing to report a dangerous intersection on Adeline Drive between
the 1400 and 1500 Block of Balboa Avenue. We have noticed numerous
occasions when the traffic driving eastbound on Adeline Drive towards El
Camino Real does not stop at the 4 -way STOP. The drivers do not seem to
recognize that this is a 4 -way STOP and do not see the STOP sign.
I just noticed today that the STOP sign is actually covered by a tree,
so I am writing to request that the STOP sign be moved to a more
prominent place or ask that the tree be trimmed back.
Could you please address this situation or direct this request to the
appropriate department? Thanks in advance. I can be reached on my cell

Dear Traffic and Safety Commission,
am writing you to request that you return the crosswalk that was covered over when they repaved Howard Ave a year or
two ago on the corner of Channing and Howard. You can still see the marks on the edges where the crosswalk once was
and I believe it is dangerous not to have this crosswalk on Howard.
The other day, I was approached by a senior citizen that was trying to get across Howard, at Channing. A few minutes
earlier as she tried to cross, she had obscenities screamed at her as she attempted to cross the street at that corner. I
heard her getting screamed at and we got into a discussion about the missing crosswalk. I had told her that I thought
there was one on the next block and she pointed to where we were standing, at the corner of Channing and
Howard and showed me the marks of the crosswalk that was now gone. After she pointed out that it had been covered
with the repavement, I decided to see if we could get that back. She should not have to walk three extra blocks to cross
Howard safely and I believe the crosswalk is needed and should be returned. Perhaps the removal was an
oversight? Howard is a busy street and the only stop signs where one can cross safely are at Dwight and at Humbolt,
That leaves quite a few blocks without having a safe access to cross the street. On this particular day, I helped the lady
across the street but have to say, I was astounded when I heard the teenagers yelling at her previously. She told me this
has happened before and she is afraid to cross the street because of it. Could you please look at returning the crosswalk
at this corner so that those needing to cross inbetween Humbolt and Dwight, can have a safe access across the street. To
be clear, I am not asking for a stop sign, just the return of the crosswalk that makes cars aware that people have priority in
crossing the street..
If I need to send pictures or anything else for you to consider this, please let me know what is needed to get this on your
agenda.

My boyfriend and I are excited to become Burlingame residents on August 15t, 2013! We do however have an
interesting parking situation in that we're living on Howard Ave in the commercial area, with metered parking in front of
our building and restricted hours parking on the streets surrounding our building. I just spoke to Jay, Director of Traffic,
and we do not qualify for resident parking permits because of our address. I would like to bring the matter up with the
commission at the August 8th, 2013 meeting.
My question is, can I just attend as a resident? Or do I need to be added as an agenda item?
